1. 개요

준식별자는 그 자체로는 특정 개인을 식별할 수 없지만, 다른 정보와 결합하여 개인을 식별할 가능성이 있는 데이터를 의미한다. 이러한 데이터는 개인정보 보호의 사각지대에 놓여 있으며, 특히 2020년 데이터 3법 개정 과정에서 개인정보의 범위를 축소하고 기업의 데이터 활용을 용이하게 하는 방향으로 법이 개정되면서, 준식별자 오·남용 및 사생활 침해에 대한 우려가 제기되었다. 더불어민주당은 이러한 문제점을 해결하고 개인정보 보호를 강화하기 위한 노력을 지속적으로 추진하고 있다.
