2. 배경

모술은 이라크에서 두 번째로 인구가 많은 도시로, 2014년 6월 ISIL에게 함락되었다.[597][618] 수니파 인구가 많은 모술 주민들은 시아파인 이라크 정부와 그 군대에 불신을 가지고 있었기 때문이다. ISIL의 지도자 아부 바크르 알바그다디는 모술의 알누리 모스크에서 이라크와 시리아의 영토를 다스리는 칼리프 국가를 선포했다.[618]

2. 1. 일반적 배경

2016년 10월 모술 탈환 작전이 시작되기 전, 미국 주도의 국제 연합군은 ISIL의 목표물에 대한 공습을 강화했다.[615][517] 영국 공군도 리퍼 드론, 유로파이터 타이푼, 파나비어 토네이도 등을 동원하여 ISIL의 로켓 발사기, 탄약 비축물, 포병 및 박격포 진지를 공격했다.[625][538]

2. 3. 공세 참여 부대

CNN은 이라크 주도 동맹군을 약 94,000명으로 추산했으나,[632] 이 수치는 후에 108,500명 정도로 증가했다.[633] 이들은 이라크 보안군 54,000명에서 60,000명, 인민동원군 16,000명, 페슈메르가 40,000명으로 구성되었다. 페슈메르가에는 쿠르디스탄 자유당 소속의 이란계 쿠르드 여성 전투원 200여 명도 포함되어 있었다.[634][596][626]

60개국으로 구성된 미국 주도의 CJTF-OIR은 이라크를 지원했다.[637] 동맹군은 카이야라 서부 비행장에 본부를 두고 있었다.[638] 제101공수사단에서 온 560명 정도의 미군 부대가 전투를 위해 배치되었다.[639] 미국은 HIMARS 로켓 발사기와 M777 곡사포를 배치했다. 프랑스 육군은 4대의 CAESAR 자주곡사포와 150명에서 200명의 병사들을 카이야라에 배치했다.[640] 추가로 150명의 프랑스 병사들이 에르빌에 주둔하며 페슈메르가를 훈련시키고 있다.[641] 샤를 드 골 함이 툴롱에서 출발해 시리아 해안에서 ISIL에 맞서 정찰 및 공습을 수행 중이고 요르단과 아랍에미리트에 있는 프랑스 공군 기지에서 12대의 라팔 전투기가 작전을 수행 중이다.[642][643] 80명의 오스트레일리아 특수 부대와 210명의 캐나다 특수작전군사령부 병사들이 페슈메르가를 돕기 위해 파병되었다. 캐나다 제21전자전여단이 ISIL의 통신을 방해하기 위해 지역에 배치되었고 2개의 캐나다군 건강담당부대가 60명의 병사들과 함께 페슈메르가 부상병을 돌보고 있다고 전했다.[644][645]

3. 전투 진행

2016년 10월 16일, 하이데르 알 아바디 이라크 총리는 모술 탈환 작전 개시를 선언했다.[73] 첫날 페슈메르가와 이라크 정부군은 ISIL로부터 200km2를 탈환했다.[128]

10월 18일, 동쪽 전선에서 페슈메르가는 큰 저항 없이 진격했지만, 남쪽 전선에서는 이라크군과 시아파 민병 조직(PMF)이 격렬한 저항에 직면했다.[134] 10월 19일, 이라크군은 모술 시가지에서 6km 이내까지 접근했고,[148] 니네베 주의 40%가 탈환되었다.[151]

10월 20일, 이라크 특수 작전 부대(Golden Division)는 바르텔라를 점령했다.[157] 이 과정에서 ISIL은 차량 폭탄 공격을 감행했고, 약 200명이 사망했다.[156] 이날 페슈메르가에 동행한 미국군 폭발물 처리 전문가가 사망하여 첫 미군 전사자가 발생했다. ISIL은 알-미쉬라크 유황 공장에 불을 질러 2명이 사망하고 약 1,000명이 피해를 보았다.[162]

3. 1. 2016년 10월: 초기 공세

2016년 10월 16일, 이라크 총리 하이데르 알 아바디는 모술 시 탈환을 위한 전투 시작을 선언했다.[73] 쿠르드 자치 정부 대통령 마수드 바르자니는 첫날 전투 결과, 페슈메르가와 이라크 정부군이 ISIL로부터 200km2를 탈환했다고 밝혔다.[128] '자유의 다리'로 알려진 모술 시내의 다리가 파괴되었고, 페슈메르가 측 정보원은 ISIL이 다리를 파괴했다고 발표했지만, ISIL은 '자유의 다리'가 대 ISIL 연합의 공습으로 파괴되었다고 주장했다.[130]

20일 전투는 작전 개시 이후 가장 격렬한 전투가 되었다.[156] 이라크 특수 작전 부대(Golden Division)의 대규모 부대가 페슈메르가에 의해 탈환된 각 거점에 도착하여[157], 모술 동쪽의 마을 바르텔라를 점령했다. 바르텔라 전투에서 ISIL은 폭탄을 가득 실은 9대의 트럭을 기폭시켰다.[156] 이라크군 알 사디 소장에 따르면, 바르텔라 전투에서 약 200명의 ISIL 전투원이 사망했다.[156]

이라크군은 2017년 8월 20일, 모술에서 55km 서쪽에 위치한 마지막 반군 점령 도시 중 하나인 탈 아파르를 탈환하기 위한 지상 공세를 시작했다.[375] 이 도시는 8월 28일에 점령되었고, 이라크군은 9월 2일까지 지구의 나머지 지역을 점령했다.

전후 모술에서 폭발물을 제거하고 시가지를 복구하는 데는 5년의 시간과 500억달러의 비용이 소요될 것으로 추정되었으며[531], 모술 구시가지 복구에만 10억달러의 비용이 예상되었다.[526]

4. 2. 인도주의적 문제 및 인권 침해

모술에는 최대 150만 명의 민간인이 거주하고 있어, 여러 단체에서 대규모 인도주의적 위기가 발생할 수 있다고 우려했다.[377] 리즈 그란데 유엔 이라크 인도주의 조정관은 "최악의 시나리오에서는 2016년 세계에서 가장 큰 규모의 인도주의적 작전을 보게 될 것입니다."라고 말했다.[377] 세이브 더 칠드런은 민간인이 대피할 수 있도록 안전한 통로를 마련하지 않으면 대규모 민간인 유혈 사태가 발생할 가능성이 있다고 경고했다.[378] 미국 정부는 ISIL이 민간인을 인간 방패로 사용했다고 비난했다.[379]

ISIL이 민간인을 인간 방패로 사용할 수 있다는 우려는 현실이 되었으며, ISIL이 이 목적으로 마을에서 민간인을 납치했다는 사실이 확인되어 인권 단체와 유엔 안전 보장 이사회로부터 광범위한 비난을 받았다.[380][381]

전투가 시작된 직후, ISIL이 모술에서 민간인을 납치하고 처형했다는 소식이 전해졌다. 펜타곤 대변인 제프 데이비스 대령은 ISIL이 민간인을 인간 방패로 사용하고, 사람들을 그들의 의사에 반하여 도시 안에 억류하고 있다고 말했다.[382]

''인터내셔널 비즈니스 타임스''는 ISIL이 모술 출신 12세 소년들을 강제로 싸우게 하고, 아이들에게 "포로의 목을 베고 자살 폭탄을 만드는" 훈련을 시켰다고 보도했다.[383]

10월 21일, 한 이라크 정보 소식통은 ISIL이 인간 방패로 사용하기 위해 모술에서 납치한 남성과 소년 284명을 처형했다고 밝혔다. 민간인들은 총에 맞아 집단 매장되었다. 한 유엔 관계자는 ISIL이 월요일에 납치한 소말리아 출신 200가구와 나자피아 출신 350가구의 운명에 대해 유엔이 "심히 우려하고 있으며", 이들이 인간 방패로 사용될 수 있다고 말했다.[384]

10월 26일, CNN은 ISIL이 정부의 통제를 되찾은 마을에서 이라크군과 페쉬메르가군을 환영한 다른 민간인들에 대한 보복 살인을 자행하고 있다고 보도했다.[177]

이라크군과 함께 인권 침해 전력이 있는 여러 민병대가 함께한 것에 대한 비판이 제기되었다. 휴먼 라이츠 워치는 팔루자, 티크리트, 아미르리에서 ISIL 격퇴 작전 중 수니파 무슬림에 대한 학대 혐의가 제기된 후, 시아파 민병대인 인민 동원군(PMF)이 모술에 진입하지 말 것을 촉구했다.[385][386][387] 하이데르 알 아바디 이라크 총리는 이후 이라크군과 이라크 경찰만이 도시 내로 진입할 것이라고 밝혔다.[73][388]

3월 17일, 미국 주도 연합군의 모술 공습으로 200명 이상의 민간인이 사망했다.[390][391] 국제 앰네스티의 위기 대응 수석 조사관은 "높은 민간인 사상자 수는 모술 공세를 주도하는 연합군이 국제 인도법을 명백히 위반하며 민간인 사망을 막기 위한 적절한 예방 조치를 취하지 못했음을 시사한다"고 말했다.[392]

2017년 7월 중순 쿠르드 정보기관의 추산에 따르면, 전체 민간인 사상자 수는 4만 명에 달했다. 이러한 인명 피해의 가장 큰 부분은 이라크 정부군, 특히 이라크 연방 경찰 부대의 서부 모술에 대한 끊임없는 포격에 기인한다. ISIL에 의한 살해와 공습 또한 민간인 사망의 두 가지 주요 원인이었다.[393]

세계 보건 기구(WHO)는 모술 작전을 위한 준비의 일환으로 이라크 의료진 90명을 "대량 사상자 관리" 훈련을 시켰으며, 화학 공격 대응에 특히 중점을 뒀다고 AP가 보도했다. ISIL은 이전에 이라크군과 연합군에 대한 공격에 화학 무기를 사용한 적이 있으며, 100만 명 이상의 민간인이 거주하는 모술 내부에서 다시 사용할 수 있다는 우려가 있다.[179]

11월 3일, 쿠르드족과 유엔 구호 활동가들은 전투가 시작된 지 몇 주 만에 4만 명 이상의 난민이 쿠르디스탄으로 피난했다고 말했다. 도후크 주, 에르빌 주 및 카지르 마을에 10개의 새로운 난민 캠프가 건설되었다.[400] 유엔과 유니세프에 따르면 22,000명이 피난했으며, 여기에는 9,000명 이상의 어린이가 포함되어 있다.[401]

2017년 3월, WHO는 호주 보건 서비스 회사인 아스펜 메디컬(Aspen Medical)과 계약하여 모술 남쪽에 48개 병상 규모의 야전 병원을 운영했다.[405] 아스펜 메디컬은 처음에 80명 이상의 임상, 프로젝트 관리, 물류 및 지원 인력을 제공했다.[406] 6월까지 이 회사는 추가 병원을 운영하고 있었다.[407]

2017년 11월 이라크 지원 임무를 위한 유엔 및 유엔 인권 최고 대표 사무소가 발표한 보고서에 따르면, 최소 2,521명의 민간인이 전투에서 사망했으며, 대부분 ISIL의 처형을 포함하여 최소 741명이 처형되었다. 또한 2월 19일부터 가장 격렬한 단계에서 공습으로 461명의 민간인 사망자를 기록했다. ISIL은 2016년 11월에 정부가 통제하는 지역의 민간인들이 친정부군과 싸우지 않았기 때문에 "합법적인 표적"으로 간주될 것이라고 발표했다고 지적했다. 또한 이라크 당국에 전투 중 이라크 보안군의 인권 침해와 관련한 위반 사항을 조사할 것을 촉구했다.[445]

비정부 기구의 독립적인 데이터베이스를 교차 참조한 AP 통신 조사에 따르면, 모술 주민 9,000~11,000명이 전투에서 사망했다. 이라크군과 반ISIL 연합군의 공습과 포격이 최소 3,200명의 민간인 사망에 책임이 있다고 비난했다. 반면 연합군은 326명의 사망에 대한 책임을 인정했다.
