2. 역사

"단일 자치구"라는 용어는 1969년 레드클리프-모드 보고서에서 처음 등장했으며, 현재는 주(州) 의회와 구(區) 의회의 기능을 하나로 합친 지방 자치 단체를 의미한다.[1] 1889년부터 1974년까지 운영된 카운티 자치구는 사실상 단일 자치구와 같은 역할을 수행했다. 중세 시대부터 일부 도시는 카운티 기업으로서 높은 수준의 자치권을 누렸고, 일부 소규모 정착지는 자치구 또는 자유 지역으로서 일정 수준의 자치권을 행사했다.

1972년 지방 정부법은 대도시와 그 주변 농촌 지역을 함께 관리하는 지방 정부 체제를 도입하면서 단일 자치구 개념을 폐지했다. 그러나 실리 제도는 섬의 크기가 작고 본토와의 거리가 멀어 예외적으로 단일 자치구 체제가 유지되었다. 1986년에는 6개의 대도시 카운티와 그레이터 런던에 광범위한 단일 지방 정부 체제가 도입되어 상위 단체가 폐지되고 그 기능은 중앙 정부, 자치구 의회, 합동 위원회 등으로 분산되었다.[2]

1990년대 잉글랜드 지방 정부 위원회는 비도시 지역에 새로운 단일 자치구를 설치하기 위한 검토를 시작했다.[3] 그 결과 1995년부터 1998년까지 브리스틀, 헤리퍼드셔, 와이트섬, 러틀랜드가 단일 구역의 카운티로 설립되었고, 버크셔의 구의회는 단일 자치구가 되었다. 에번, 험버사이드, 클리블랜드 주는 해체되어 여러 단일 자치구로 분리되었으며, 여러 구역이 관련 카운티에서 분리되었다. 이러한 변화로 인해 의식 카운티는 행정 카운티와 별도로 정의되었고, 총 46개의 단일 자치구가 만들어졌다.[2]

2023년에는 컴브리아, 노스요크셔, 서머싯의 비도시 카운티가 단일 자치구역으로 재편되어 컴벌랜드, 웨스트모어랜드 앤드 퍼니스, 노스요크셔 의회, 서머싯 의회가 신설되었다.[11]

2. 1. 배경 (19세기 ~ 1970년대)

2. 3. 2009년 개편

2007년에 시작된 추가 검토가 2009년에 시행되었다. 이 검토를 통해 콘월과 노섬벌랜드(노섬벌랜드)는 단일 행정구역의 카운티로 설립되었고, 더럼 주, 슈롭셔 주, 윌트셔 주에는 1990년대 검토에서 이미 분리되지 않은 지역을 포함하는 단일 자치구역이 설립되었으며, 베드퍼드셔 주와 체셔 주의 나머지 지역은 두 개의 단일 자치구역으로 나뉘었다. 이 검토 결과 9개의 단일 자치구역이 신설되었다.

2. 4. 2019년 이후 개편

2017년, 도싯 의식 카운티를 두 개의 단일 자치구로 재편하는 제안이 있었다. 하나는 번머스, 풀, 크라이스트처치를 합친 자치구이고, 다른 하나는 도싯 카운티의 나머지 지역이었다.[4] 2018년 2월, 번머스, 크라이스트처치 및 풀 의회와 도싯 의회라는 두 개의 단일 자치구를 설립하는 것이 최종 결정되었고, 2019년 4월 1일에 새로운 의회가 출범했다.[5][6]

버킹엄셔주 의회와 버킹엄셔의 비도시 지역인 에일즈베리 베일, 칠턴, 사우스벅스, 와이컴은 2020년 4월 1일 버킹엄셔 의회라는 단일 자치구로 대체되었다. 기존의 단일 자치구인 밀턴 케인스는 그대로 유지되었다.[7][8]

2018년 3월, 노스햄프턴셔의 지방자치제 구조 개편 제안이 있었다. 기존의 주 의회와 지역 의회를 폐지하고 두 개의 새로운 단일 자치구를 설립하는 내용이었다.[9] 웨스트 노스햄프턴셔는 데이븐트리, 노스햄프턴, 사우스 노스햄프턴셔 지역으로, 노스 노스햄프턴셔는 코비, 이스트 노스햄프턴셔, 케터링, 웰링버러 지역으로 구성되었다.[10] 2019년 5월에 이 제안이 확정되었고, 2021년 4월에 새로운 의회가 출범했다.

2021년 7월, 컴브리아, 노스요크셔, 서머싯의 비도시 카운티가 단일 자치구역으로 재편될 것이라고 발표되었다.[11] 컴벌랜드, 웨스트모어랜드 앤드 퍼니스, 노스요크셔 의회, 서머싯 의회는 2022년 5월에 처음 선출되었고, 2023년 4월 1일에 공식적으로 권한을 인수했다.

2. 5. 잉글랜드 분권 법안 (English Devolution Bill)

3. 기능

4. 비판

단일 정부는 지역 민주주의를 훼손한다는 비판을 받아왔다. 단일 행정구역에 반대하는 사람들은 '규모가 클수록 좋다'는 가정을 비판하고, 더 큰 지방 의회는 의원들에 대한 불신을 키우고 주민 참여와 투표율을 감소시킨다는 점을 강조한다. 영국을 제외한 다른 나라에서는 다층적 지방 정부가 일반적인 시스템이며, 주요 도시에는 보통 지방 자치 단체가 있다. 영국의 지방 자치 단체 평균 규모는 17만 명으로, 유럽의 3배에 달한다.[16]

5. 선거 제도

대부분의 단일 자치구는 여러 명의 의원을 선출하는 여러 개의 구역으로 나뉘며, 2단계 지역 의회 선거와 같은 방식으로 의원들이 선출된다.[17] 콘월, 듀럼주, 와이트섬, 노섬벌랜드, 슈롭셔, 윌트셔는 카운티 의회 선거와 같이 선거구로 나뉘는 예외 지역이다.[17] 이들 지역을 제외하면 대부분의 단일 자치구는 2단계 구조의 지역 의회 선거와 마찬가지로 여러 개의 대선거구로 나뉜다.[67]

8. 유사 제도

실리 제도 의회는 1890년에 설립된 독특한(sui generis) 단일 계층 행정 구역으로, 1930년 이후로 주 의회의 "권한, 의무 및 책임"을 갖고 있다.[54] 따라서 1992년 지방자치법에 따라 설립된 단일 자치구와는 다르다. 36개의 대도시 자치구 의회는 해당 지역에서 유일하게 선출된 지방 정부 기관이기도 하지만(일부 지역의 교구 의회는 제외), 합동위원회 및 관련 기구와 전략적 기능을 공유한다. 반면, 런던 시티 공사와 32개의 런던 자치구 의회는 높은 수준의 자치권을 가지고 있지만, 직접 선출된 런던 시장과 런던 의회와 전략적 기능을 공유한다.[105]
