2. 초기 생애 및 교육

하프타르는 리비아 전역에서 일련의 "타운 홀" 회의를 시작하고, 군대에서 온 동료 전직 장교들의 지원을 받아 비밀리에 군대를 건설했다.[7] 3개월 후인 2014년 5월 16일, 하프타르는 "존엄 작전"에서 벵가지의 친 이슬람 민병대에 대한 공중 및 지상 합동 공격을 시작했다.[44]

2016년 11월, 하프타르는 러시아를 방문하여 세르게이 라브로프 외무장관과 세르게이 쇼이구 국방장관을 만났으며,[75][76] 러시아는 하프타르를 지지하며 그가 리비아 지도부에서 역할을 해야 한다고 밝혔다.[77]

8. 1. 하프타르 정부
