그러나 다른 연구자들은 파닉스와 음소 인식에 대한 교육이 초기 읽기 기술 개발에 매우 중요하다고 말한다.[110][111][112] 2000년, 미국 국립 읽기 패널은 효과적인 읽기 교육의 5가지 구성 요소를 식별했으며, 그 중 하나는 파닉스였다.[113]

인지 신경 과학자 스타니슬라스 드헤안은 "인지 심리학은 '전체 언어' 방법을 통한 교육이라는 개념을 직접적으로 반박한다"고 말했다.[115] 마크 사이덴버그는 전체 언어를 증거 부족에도 불구하고 지속되는 "이론적 좀비"라고 부른다.[116]

2017년 연구에서는 파닉스를 이용한 교육이 전체 쓰여진 단어를 이용한 교육보다 더 효과적이라고 결론지었다.[117]

최근에는 파닉스와 전체 언어를 결합하는 균형 잡힌 문해력 이론이 옹호되기도 하지만, 일관되거나 체계적인 방식으로 결합되지는 않는다.[118][119][120][121] 일부 파닉스 지지자들은 ''균형 잡힌 문해력''이 ''전체 언어''와 다르지 않다고 주장한다.[124]

국가/지역내용
오스트레일리아체계적이고 명시적인 파닉스 교육의 중요성을 강조한다. 통합적인 읽기 접근 방식 내에서 파닉스를 가르치며, 합성 파닉스가 분석 파닉스보다 효과적이라고 본다. 2018년에는 합성 파닉스, 분석적 파닉스, 유추 파닉스를 포함하는 포괄적인 문해력 교육 도구 모음을 제공했다.[132][133][134]
캐나다공교육은 주 및 자치 정부의 책임이다. 파닉스와 음운 인식이 주목받고 있으며, 일부 주에서는 체계적 파닉스와 합성 파닉스에 주목한다.[149][150][151] 온타리오 주는 2022년에 파닉스에 중점을 둔 읽기 교육 및 평가 방식 개혁을 추진한다고 밝혔다.[47]
핀란드7세에 학교에 입학하기 전 1년간 유치원 교육을 받으며, 대부분의 아이들이 학교 입학 전에 읽는 법을 배운다.[175] 핀란드어는 철자법이 투명하여 읽기가 비교적 쉽다.
프랑스파닉스("음절 방식")와 전체 언어("전체 방식") 교육에 대한 논쟁이 있었으나, 최근에는 파닉스를 지지하는 경향이 강해지고 있다. 2018년에는 파닉스 권장 사항을 자세히 설명하는 소책자가 발행되었다.[184]

라틴 아메리카 및 카리브해교사에 대한 증거 기반 훈련 부족으로 인해 읽기 능력 저하 문제가 있다. 음소 인식, 파닉스, 유창성 및 이해력 교육의 효과에 대한 연구가 필요하다.
뉴질랜드교사들이 소리, 글자, 단어와 관련하여 1~3학년 학생들을 지원할 수 있도록 온라인 정보를 제공한다.[200] 파닉스 교육은 "그 자체가 목적이 아니다"라고 명시한다.[200]
