3. 역사

지그메 싱예 왕축 부탄 국왕은 1980년대 후반부터 장기적인 지방 분권화 프로그램을 추진했다.^[6] 1991년, 국왕은 지방 행정의 틀로서 최초의 게욱 야르가이 초충(Gewog Yargye Tshogchung)을 제정했다.^[6] 이에 따라 게우그는 공식 행정 단위가 되었고, 각 게우그는 '구프'(촌장)가 이끌었다. 당시 부탄 최초의 선거가 실시되어 각 가구의 대표가 투표하여 지역 '구프'를 선출했다.

2002년, 부탄 의회는 게욱 야르가이 초충이라고도 불리는 두 번째이자 더욱 포괄적인 차트림(법률)을 제정했다. 이 법에 따라 게우그 행정에는 '구프', '망미'(부촌장), '초파'(마을 대표), 비투표권을 가진 '추폰'(마을 사자), 게우그 서기가 포함되었다. '구프'와 '망미'의 임기는 3년, '초파'의 임기는 1년이었다. 의사 결정은 3분의 2 정족수에 단순 다수결로 이루어졌다. 게우그는 농촌 세금 부과, 천연자원 관리, 지역 사회 및 문화 생활 관리 권한을 부여받았다.^[6]

2007년 지방 정부법은 2002년 차트림을 대체하며 지방 관료 조직을 확대하고 드르글람 남자 시행 등 게우그 행정관에게 더 많은 권한을 부여했다.^[11] 또한, 종카그 트롬데 초그데스(종카그 직속 민주적 선출 기구)와 겔용 트롬데 초그두스(종카그와 무관한 민주적 자치 도시) 등 새로운 지방 행정 수준이 게우그에 추가되었다. 2009년 지방 정부법 제정 전까지 게우그는 여러 마을로 구성된 치우그로 세분되었다.^[7]

2009년 법률 이후, 종카그 트롬데 초그데스, 겔용 트롬데 초그두스, 치우그는 트롬데(지방 자치 단체)로 대체되었다. 각 트롬데는 인구와 개발 수준에 따라 독립적 관료 조직을 갖추거나("A급" 트롬데), 게우그 또는 종카그에 의해 직접 관리된다("B급" 및 "종카그 옌락" 트롬데).^[8]

2002년 부탄에는 20개 종카그에 199개 게우옥이 있었고,^[12] 2005년에는 205개로 증가했다.^[13] 2005년 이후 게우옥과 종카그는 계속 변화했으며, 2011년 정부는 교통 편의 개선과 예산 불균형 해소를 위해 11개 게오의 합병 또는 분할을 종카그 의회에 심의하도록 지시했다.^[45]
