2. 역사

연락사무소의 역사는 국가 간 외교 관계 발전과 밀접하게 연관되어 있다. 외교 관계에 관한 빈 협약에 따라 연락사무소 직원에게는 외교관의 면책특권이 보장된다.[160] 수교 이전에 양국 외무부는 수도에 이익대표부를 설치하고 외교관을 파견하지만, 이들은 민간인 신분으로 외교관 면책특권을 받지 못한다. 외교 관계가 진전되면 이익대표부는 연락사무소, 대사관으로 격상된다.

2003년 리비아가 비핵화 선언을 하자, 2004년 2월 리비아 수도 트리폴리에 미국 국무부 이익대표부가 개설되고 워싱턴에도 리비아 대표부가 개설되었다.[160] 같은 해 6월 미국은 연락사무소로 격상했고, 2006년 미국이 리비아와 수교하면서 대사관으로 격상되었다.[160]

타이완 문제와 하나의 중국 원칙으로 인해 대만은 다른 국가들과 정식 외교 관계를 맺기 어려운 상황이다.[3] 많은 국가들이 중화인민공화국과의 외교 관계를 유지하면서, 대만과의 상업 및 영사 업무를 위해 비공식적인 "통상 대표부" 또는 "대표 사무소"를 운영한다.[3]

미국 재대만 협회(AIT)는 미국의 대만 내 이익을 대변하는 대표적인 비정부 기구이다.[4] 주타이베이 영국 사무소,[6] 주타이베이 프랑스 사무소,[5] 주타이베이 독일 학원[7] 등은 파견된 외교관이 수장을 맡는 사실상의 대사관 역할을 수행한다.[4] 일본 타이완 교류 협회,[8][9] 주타이베이 한국대표부[14] 등은 대만과 외교 관계를 단절한 국가들이 설립한 대표부이다.

3. 2. 홍콩 및 마카오

3. 3. 분쟁 지역

1983년에 선포된 북키프로스 튀르크 공화국은 터키만이 독립 국가로 인정하고 있기 때문에, 다른 국가에서는 "대표 사무소"를 통해 대표되며, 런던, 워싱턴 D.C., 뉴욕, 브뤼셀, 이슬라마바드, 아부다비 및 바쿠에 설치되어 있다.[60]

독일의 재통일 이전, 서독과 동독은 각각 동베를린과 본에 "상설 대표부"(''Ständige Vertretung'')를 두어 서로를 대표했다.[61] 이들은 ''사실상'' 대사 역할을 하는 "상임 대표"가 이끌었다.[62] 상설 대표부는 1972년 기본 조약 제8조에 따라 설립되었다.[63]

서독은 동독을 승인하는 어떠한 국가와도 외교 관계를 수립하거나 유지하지 않도록 규정한 할슈타인 원칙을 따랐다.[64] 심지어 서독은 인도와 같이 동독이 자국 영토에 무역 대표부를 개설하는 것을 허용하는 국가에 대해서도 반대했는데, 본은 이를 동베를린 정부에 대한 ''사실상'' 승인으로 간주했다.[65]

1973년 이후, 서독은 동독을 "외국"으로 간주하지 않고, 독일 내부 관계 연방부를 통해 관계를 수행했다.[68] 반대로, 동독은 서독을 완전히 별개의 국가로 간주했기 때문에 본에 있는 동독 대표부는 서독 총리실에 파견되었지만, 동베를린에 있는 서독 대표부는 동독 외무부에 파견되었다.[69]

1965년 일방적 독립 선언(UDI) 이후, 로디지아는 1975년까지 리스본과 로렌수 마르케스(현재 마푸투)에 해외 공관을 유지했으며[70], 프리토리아에 "공인 외교 대표"를 두었다.[71] 워싱턴에 있는 로디지아 정보 사무소는 문을 닫지 않았지만, 소장인 켄 토우시와 그의 직원들은 외교적 지위를 박탈당했다.[72]



런던의 로디지아 하우스는 1969년에 폐쇄되었고, 솔즈베리에 있던 영국 잔류 공관도 같은 시기에 폐쇄되었다.[74]

미국은 솔즈베리에서 총영사를 소환하고 영사 직원을 감축했지만,[80] 1970년 공화국 선언 전까지 영사관을 폐쇄하지는 않았다.[81] 그러나 남아프리카 공화국은 UDI 이후에도 "공인 외교 대표"를 유지했다.[82]

보푸타츠와나는 아파르트헤이트 시대에 남아프리카 공화국에 의해 만들어진 반투스탄중 하나였으나, 다른 어떤 국가도 독립 국가로 인정하지 않았다.[87] 프레토리아와 외교 관계를 맺고 있었지만,[88] 런던[89]과 텔아비브를 포함하여 국제적으로 대표 사무소를 설립했다.[90]

1982년 런던의 홀랜드 파크에서 "보푸타츠와나 하우스"가 개관하자 반 아파르트헤이트 운동의 시위가 촉발되었고, 영국 정부는 외교적 지위를 부여하는 것을 거부했다.[91]

5. 이익대표부
