2. 지리

1969년 뉴욕주 도시 개발 공사(Urban Development Corporation, UDC)는 뉴욕시로부터 섬을 99년간 임대받았다.[516] UDC는 섬의 주거 지역 개발을 위해 필립 존슨과 존 버지가 이끄는 건축 회사에 마스터 플랜 용역을 맡겼다.[195] 개발의 첫 단계인 노스타운(Northtown)은 약 2,100 가구를 수용할 계획이었다.[196][197] 법학 교수 아담 야몰린스키가 1970년 말 웰페어 아일랜드 개발 공사(Welfare Island Development Corporation, WIDC, UDC의 자회사)를 이끌기 위해 고용되었으나,[209] 1년 남짓 만에 사임했다.[210]

1971년 중반, 섬의 재개발 공사가 공식적으로 시작되었고,[205][183] 같은 해 주 정부는 첫 번째 건물 건설을 승인했다.[211] UDC는 구조 설계를 위해 최소 17개의 건축 및 엔지니어링 회사를 고용했지만,[195] 건설 중 많은 건축가가 사임하기도 했다.[205] WIDC는 1972년 4월, 1,100가구 규모의 중간 소득 및 고급 아파트 건설 제안을 승인했다.[212] UDC는 민간 개발자를 찾는 데 실패하자 이 주택 단지를 주택 협동조합 형태로 건설하기로 결정했다.[206] 미국 주택도시개발부는 1972년 12월, 웰페어 아일랜드를 "신도시"로 공식 지정하여 추가 자금 지원의 길을 열었다.[213]

UDC는 새로운 주민 유치를 위해 섬 이름 변경을 고려했다.[214] 포 프리덤스 재단(Four Freedoms Foundation)은 미국 대통령 프랭클린 D. 루스벨트의 이름을 따서 개명할 것을 제안했다.[215] 뉴욕 시의회는 1973년 7월 이름 변경을 승인했고,[216] 웰페어 아일랜드는 1973년 9월 24일 공식적으로 '''루스벨트 아일랜드'''(Roosevelt Island)로 개명되었다.[516][217] 이와 함께 섬 남단에 프랭클린 D. 루스벨트 포 프리덤스 파크 건설 계획도 시작되었으나,[218] 공원 완공은 수십 년이 지난 2012년에야 이루어졌다.[219] 1973년 중반에는 첫 건물이 완공 단계에 이르렀고, 63번가 터널 공사에서 나온 흙을 이용해 섬 면적이 4acre 확장되었다.[220] UDC 대표 에드워드 J. 로그와 프로젝트 매니저 로버트 리트케는 여러 개발자와 40년 임대 계약을 체결했다.[445] 하지만 세탁소 건물 이전 문제로 프로젝트 일부가 지연되기도 했다.[221] 연말에는 주 정부의 재정 부족을 이유로 루스벨트 아일랜드 개발의 미착공 단계에 대한 UDC 자금 지원 중단 권고가 나왔고,[222] 주거 건물 건설사 중 최소 한 곳이 파산하는 어려움도 겪었다.[223] 그럼에도 건설은 1974년 내내 꾸준히 진행되어 그해 10월 임대가 시작되었으며,[224][225] 기존의 블랙웰 하우스와 선한 목자의 예배당도 개조되었다.[230]

1975년 초 로그가 해임되면서 UDC의 재정난 속에 추가 건설 여부가 불투명해졌다.[226][227][233] UDC는 이미 1.8억달러가 투입된 개발 첫 단계를 완료하기로 결정했고,[228] 뉴욕주 주택 및 지역사회 재개발부가 루스벨트 아일랜드를 포함한 UDC의 주거 개발 사업을 인수했다.[229] 건축 설계 공모전을 거쳐[230] UDC는 노스타운 2단계 설계를 위해 4개 건축 회사를 고용했다.[231][232] 1975년 4월, 첫 주민들이 루스벨트 아일랜드로 이사하기 시작했다.[224][233][234] 초기에는 섬에 상점이 거의 없었고,[233][235] 주민들은 생필품 구매 등을 위해 퀸스를 거쳐야 했다.[236][237] 부족한 대중교통은 이주를 망설이게 하는 요인이었지만,[224] 1975년 말까지 섬에는 170가구가 거주하게 되었다.[234] 노스타운의 첫 4개 건물(웨스트뷰, 아일랜드 하우스, 리버크로스, 이스트우드[235][345])은 1976년 중반까지 모두 완공되었고,[235] 상점들도 점차 입점하기 시작했다.[347] 이 건물들은 세르트, 잭슨 & 어소시에이츠 (아일랜드 하우스, 리버크로스)와 존 요한센 및 아쇼크 바브나니 (이스트우드, 웨스트뷰)가 설계했다.[346][347] U자형 건물들은 최대 20층 높이로, 콘크리트나 골판지 벽돌로 마감되었다.[347][350] 아일랜드 하우스, 웨스트뷰, 이스트우드는 임대 아파트 단지였고(이스트우드는 저렴한 주택 포함), 리버크로스는 주택 협동조합으로 구성되었다.[348][242] 리버크로스를 제외한 건물들은 원래 주의 미첼-라마 주택 프로그램 보조금을 받았다.[332] 초기 아파트에는 난방 및 에어컨이 내장되었고,[349] 건물 내 헬스 클럽도 마련되었다.[344] 웨스트뷰와 이스트우드에는 3개 층마다 정차하는 '스킵-스톱'(skip-stop) 엘리베이터가 설치되어 엘리베이터가 없는 층의 아파트 구조를 더 유연하게 설계할 수 있었다.[350][347]

그러나 지하철 노선 개통 지연과 시의 재정적 어려움으로 인해 1976년부터 1989년까지는 새로운 건물이 완공되지 못했다.[238][239] 1976년 5월, 맨해튼으로 연결되는 루스벨트 아일랜드 트램웨이가 개통되어[462] 교통 문제가 다소 해소되었고, 같은 해 미국 정부는 섬 공원 건설 보조금을 지급했다.[240] 노스타운의 유일한 협동 아파트인 리버크로스는 높은 월세 때문에 주로 상류층 가구를 유치했고, 다른 건물들은 중산층 거주자들을 유치했다.[241] 뉴욕시 소방학교(FDNY) 훈련소는 1977년 랜달스 아일랜드로 이전했고, 옛 부지는 철거되었다.[160] 1977년 초 섬 인구는 3,000명을 넘어섰고,[242][243] 1978년에는 5,500명에 달했다.[232] 하지만 1977년 말에도 섬 상점의 3분의 2가 비어 있었으며, 임대 아파트는 거의 다 찼지만 협동 아파트는 대부분 입주가 완료되지 않았다.[244]

개발 재개를 위해 UDC는 1977년 말 스타렛 공사(Starrett Corporation)에 일부 토지를 임대했고, 스타렛은 총 1,000가구 규모의 건물 3개를 추가 건설할 계획을 세웠다.[245] 스타렛과 UDC는 1979년 6월 계약을 체결하여, 스타렛이 '노스타운 II'(Northtown II)로 알려진 건물들을 8200만달러에 건설하기로 합의했다.[246] 1980년, 뉴욕 주 감사관 에드워드 V. 리건은 루스벨트 아일랜드 재개발이 심각한 비용 초과로 손실을 보고 있다는 보고서를 발표했다.[247] 스타렛은 노스타운 II 계획을 계속 수정했고,[248] 1982년 뉴욕 주 정부는 노스타운 II 개발 시작을 계획했다.[249] 섬 인구 증가를 뒷받침할 지하철 개통은 계속 지연되었고,[249] 일부 주민들은 지하철 개통이 섬의 낮은 범죄율을 해칠 것을 우려하기도 했다.[250][251] 당시 섬에는 주민 5,000명과 병원 환자 1,800명이 있었지만 상업 시설은 여전히 부족했다.[251] 1984년, 주 의회는 섬 운영을 전담할 루스벨트 아일랜드 운영 공사(Roosevelt Island Operating Corporation, RIOC)를 설립했다.[34][252]

UDC는 1984년 7월 노스타운 II 계획을 재승인했고,[253] RIOC는 1986년에 이를 최종 승인했다.[254] 수정된 계획은 총 1,100가구 규모의 건물 5개로 구성되었다.[255][256] 일부 주민들은 섬의 특성 유지와 대중교통 부족을 이유로 노스타운 II 프로젝트에 반대했지만,[257][258] 소송 끝에 1986년 말 법원은 프로젝트를 승인했다.[259][257] 노스타운 II 공사는 1987년 말 시작되었으며,[257] 시로부터 1.76억달러의 모기지 대출을 받았다.[229] '맨해튼 파크'(Manhattan Park)로 알려진 노스타운 II 단지는 1989년에 문을 열었다.[33][239] 그루젠 샘튼 회사가 설계한 이 단지는[351] 8.5acre 부지에 5개 건물로 구성되어 있으며,[325] 약 1,100개의 임대 아파트(저렴한 아파트 약 220개, 시장 가격 아파트 약 880개)를 제공한다.[351] 저렴한 아파트는 한 건물에 모여 있으며, 모든 아파트는 침실 1~3개 구조이다.[325] 단지 내에는 정원, 피크닉 공간, 커뮤니티 센터, 놀이터, 보육 센터 등 편의 시설도 갖추어져 있다.[351] 맨해튼 파크 아파트는 처음에는 예상보다 느리게 판매되었지만,[260] 1990년 초에는 70%의 점유율을 보였다.[261]

섬 북쪽 끝에는 옛 정신병원 건물의 팔각형 구조물(옥타곤) 주변에 건설된 500세대 아파트 건물 디 옥타곤(The Octagon)이 있다.[290][1] 또한, 1920년대에 지어져 2021년 결혼식장으로 사용된 메트로폴리탄 병원의 옛 교회 건물과,[352] 1935년에서 1940년 사이에 옥타곤 근처에 지어진 석조 구조물인 성 데니스 채플(Chapel of St. Dennis)도 남아있다.[353]

2001년부터는 섬 남부 지역인 '사우스타운'(Southtown, '리버워크'(Riverwalk)라고도 불림[288][314]) 개발이 시작되었다.[282][283] 사우스타운은 완공 시 9개 건물에 2,000세대를 수용할 예정이다.[292][354] 2022년 기준으로 계획된 9개 건물 중 8개가 완공되었고 마지막 건물이 공사 중이다.[314] 이 건물들은 총 2,000세대 이상의 아파트를 포함하며, 이 중 40%는 저렴한 주택이다.[355] 일부 건물(리버워크 플레이스, 리버워크 코트 등)은 콘도미니엄 형태로 분양되었다.[289] 사우스타운 건물들은 기존 노스타운과 달리 개별적으로 건설되어, ''월스트리트 저널''은 사우스타운이 노스타운의 "일관된 거리 풍경"이 부족하다고 평가하기도 했다.[202] 일부 건물에는 맨해튼에서 근무하는 의료진이 거주하고 있다.[1][332]

섬 남쪽 끝에는 코넬 대학교의 대학원 캠퍼스 및 연구 센터인 코넬 테크(Cornell Tech)가 자리 잡고 있다.[356] 20억달러 규모의 이 시설은 11acre 부지에 2백만 평방 피트의 공간을 갖추고 있으며,[357] 뉴욕시의 응용 과학 역량 강화 및 경제 활성화 프로젝트("Applied Sciences NYC")의 일환으로 이스라엘 공과대학과의 협력을 통해 유치되었다. 캠퍼스의 첫 단계(2017년 완공)에는 주요 학술 건물, 대학원생 주거 타워, 기술 인큐베이터 역할을 하는 혁신 허브가 포함된다.[356] 26층 규모의 코넬 테크 주거 타워는 350개의 아파트를 갖추고 있으며, 건설 당시 세계 최대 규모의 패시브 하우스 주거 타워로 계획되었다.[358] 코넬 테크 1단계에는 컨퍼런스 센터와 호텔도 포함되어 있다.[359] 18층 높이에 224개의 객실을 갖춘 '그래듀에이트 루스벨트 아일랜드'(Graduate Roosevelt Island) 호텔은 2021년 섬 최초의 호텔로 문을 열었다.[360] 코넬 테크 캠퍼스는 2037년까지 두 번째 단계를 완공하여 첨단 '실리콘 아일랜드'로의 변모를 목표로 하고 있다.

루스벨트 아일랜드는 뉴욕시 소유이지만 1969년부터 99년간 뉴욕주 도시 개발 공사(현 엠파이어 스테이트 개발 공사)에 임대되었으며, 실제 운영은 1984년 설립된 루스벨트 아일랜드 운영 공사(RIOC)가 담당하고 있다. 다양한 민족이 함께 거주하는 다문화 공동체의 모델 지구로 여겨지기도 한다. 2003년경부터 루스벨트 아일랜드 지하철역 주변 메인 스트리트를 중심으로 고급 콘도미니엄 건설이 활발히 이루어지고 있다. 맨해튼 어퍼 이스트 사이드에서 대중교통으로 불과 5분 거리에 위치하며 깨끗한 거리와 좋은 치안 환경 덕분에 대학 및 병원 관계자, 유엔 관계자들의 기숙사로도 많이 이용되며, 맨해튼으로 통근하는 주민이 많다. 최근에는 가족 단위의 일본인 주재원 거주도 늘어났으며, 맨해튼 섬과 비슷한 수준까지 집세가 상승했다. 섬은 벚꽃 명소로도 유명하다.

4. 인구 통계

루스벨트섬에는 다양한 민족의 사람들이 거주하며, 다민족 공생의 모델 지구적인 면모를 지니고 있다. 맨해튼의 어퍼 이스트 사이드와 가깝고 대중교통으로 접근성이 좋으며, 맨해튼 본토에 비해 상대적으로 깨끗한 거리와 양호한 치안 및 주거 환경 덕분에 대학 및 병원 관계자, 유엔 관계자 등이 기숙사로 이용하거나 거주하고 있다. 특히 최근에는 이러한 장점들로 인해 가족 단위의 일본인 주재원들이 많이 살고 있는 것으로 알려져 있다.

5. 커뮤니티

1970년대 루스벨트섬의 재개발은 맨해튼과 구별되는 독특한 지역 사회를 형성하는 계기가 되었다.[251][325] 초기 개발이 완료된 후, 일부 건축 평론가들은 이곳이 뉴욕시의 일부라기보다는 폐쇄적인 교외 지역과 유사하다고 평가하기도 했다.[326] 1989년의 한 신문 기사에서는 섬을 자체적인 리틀 리그 야구팀, 지역 신문, 도서관을 갖춘 "작고 자급자족적인 가족 중심의 공동체"로 묘사했다.[325] 같은 해 ''워싱턴 포스트''는 섬이 작은 마을 분위기를 지니면서도 맨해튼과의 긴밀한 연결성을 유지하고 있다고 보도했다.[33] 1999년 ''뉴욕 타임스''는 섬이 뉴욕시와는 다른 "유럽 도시의 전후 교외" 같은 느낌을 준다고 언급했다.[319] 2008년 ''뉴욕 데일리 뉴스''는 섬을 "살기 좋고 평화로운 곳"으로 묘사하면서도, 주민 간의 분쟁도 존재한다고 전했다.[290]

수년에 걸쳐 섬에는 수십 개의 자원봉사 단체가 결성되었다.[252] 대표적으로 회원들이 직접 관리하는 120개의 구획으로 이루어진 루스벨트 아일랜드 가든 클럽이 있으며,[327] 정기적으로 파머스 마켓도 열린다.[426] 또한 루스벨트 아일랜드 시각 예술 협회[307][328], 메인 스트리트 극장 & 댄스 연합[307][329]과 같은 문화 예술 단체와 섬의 역사를 기록하고 보존하는 역사학회인 루스벨트 아일랜드 역사학회도 활동 중이다.[330] 섬에는 1981년에 창간된 격주 지역 신문인 ''The Main Street Wire''가 발행되고 있으며,[331][332][333] 초기에는 섬의 역사에 대한 칼럼도 연재되었다.[334]

루스벨트섬에는 할로윈 퍼레이드, 흑인 역사 달 기념행사, 음력 설 축제와 같은 다채로운 지역 사회 전통이 있다.[335][258] 연중 피크닉과 콘서트 등 다양한 활동이 열리며,[289] 1995년부터는 매년 루스벨트 아일랜드 데이 축제가 개최된다.[336] 이 외에도 루스벨트 아일랜드 탁구 토너먼트[337], Figment NYC 페스티벌[338]과 같은 행사가 열리기도 했다. 2015년부터는 매년 여름 맨해튼 파크 풀 클럽에서 수영장 데크를 위한 벽화 제작을 의뢰하고 있다.[339] 섬은 영화 촬영 장소로도 활용되어, 스파이더맨 (2002)[340]과 다크 워터 (2005)[341] 등의 영화가 이곳에서 촬영되었다.

다양한 민족의 사람들이 거주하며 다민족 공생의 모델 지구적인 면모도 지니고 있다. 어퍼 이스트 사이드에서 대중교통으로 가까운 거리에 위치하여 대학 및 병원 관계자, 유엔 관계자들의 기숙사로도 이용되며, 많은 주민이 맨해튼으로 통근한다. 최근에는 좋은 치안과 주거 환경 덕분에 가족 단위의 일본인 주재원 거주가 늘어나는 추세이며, 맨해튼 섬과 비슷한 수준까지 집세가 상승했다.

6. 랜드마크

루스벨트 섬에는 뉴욕시 지정 역사 유적으로 지정된 건물과 구조물 6개가 있으며,[307] 이들은 모두 국가 사적지 등록부 (NRHP)에 등재되어 있다.[362] 섬을 가로지르는 퀸즈보로교 역시 뉴욕시 랜드마크이자 NRHP에 등재되어 있다.[16][48]

이 외에도 섬 남쪽 끝에 있던 19세기 중반 건물인 시립 병원 유적은 NRHP에 등재되었으나,[369] 심하게 방치되어 1994년에 철거되었다.[370]

7. 종교 시설

루스벨트섬에는 여러 기독교 교단을 위한 교회와 예배당이 있었다.[435] 섬의 첫 교회는 후기 빅토리아 고딕 양식으로 지어진 굿 셰퍼드 예배당(Chapel of the Good Shepherd)이었다. 이 예배당은 1958년까지 성공회 교회로 운영되었으며,[435][436] 1975년에 커뮤니티 센터로 다시 문을 열었다.[436] 섬의 가톨릭 신자들을 위해서는 1909년에 고딕 양식의 석조 건물인 '우리의 귀부인, 고통받는 자의 위안 예배당'(Chapel of Our Lady, Consoler of the Afflicted)이 세워졌다.[435][437] 루터교 신자들을 위한 굿 사마리아 교회(Good Samaritan Church)는 1917년에 건립되었다. 우리의 귀부인 예배당과 굿 사마리아 교회는 이후 철거되었다.[435] 또한 메트로폴리탄 병원에는 성공회 예배당인 성령 예배당(Chapel of the Holy Spirit, 1925년 봉헌)[105]과 가톨릭 예배당인 성심 예배당(Chapel of the Sacred Heart)이 있었다.[435]

원래 웰페어 섬(Welfare Island) 시절에는 1926년에 문을 연 시 회당(Synagogue)이 있었는데, "보기 좋은 외관"과 "단순하고 위엄있는 내부"를 갖춘 것으로 묘사되었다.[106][438] 주거 지역 재개발 이후, 루스벨트 아일랜드 유대인 회중(Roosevelt Island Jewish Congregation, RIJC)이 1987년경 설립되었고, 하바드 루바비치 루스벨트섬 센터(Chabad Lubavitch of Roosevelt Island)는 2006년에 RIJC가 사용하던 공간으로 이전했다.[439] 루스벨트섬의 하바드는 코넬 테크와 연계하여 하바드 유대인 학생 단체(Chabad Jewish Student Group)를 운영하며, 이곳은 이스라엘 출신의 많은 유학생들을 지원하고 있다.[440]

이 외에도 루스벨트섬 이슬람교도 협회(Roosevelt Island Islamic Society)에서 운영하는 모스크가 있다.[441]

8. 교육

루스벨트 섬은 뉴욕 시 교육부(New York City Department of Education)의 관할 구역이다.[422] 1970년대 주거 지역 재개발 당시, 섬에는 유치원부터 고등학교 3학년까지, 각 180명에서 300명의 학생을 수용하는 최대 16개의 학교를 설립할 계획이었다.[423] 초기 루스벨트 섬의 학교들은 여러 아파트 건물에 분산되어 운영되었다.[423][424] 이 학교 시스템은 솔로몬 R. 구겐하임 미술관(Solomon R. Guggenheim Museum)과의 협력을 통해 순수 미술 교육을 제공했으며, 각 학교에서는 외국어도 가르쳤다.[228]

루스벨트 섬 최초의 학교는 1975년에 학생 1명과 교사 2명으로 문을 열었다.[425] 1980년대에는 2개 학년을 담당하는 5개의 학교 건물이 섬에 있었다.[251] 1992년, 섬의 모든 학교는 메인 스트리트에 위치한 PS/IS 217 루스벨트 섬 학교[34]로 통합되었다.[422] 21세기에도 PS/IS 217은 섬의 유일한 공립학교로 남아 유치원부터 8학년까지의 학생들을 교육하고 있다.[289][426] 섬의 고등학생들은 대부분 맨해튼에 있는 학교로 진학한다.[289] 또한, 더 차일드 스쿨(The Child School)과 레거시 고등학교(Legacy High School)는 학습 및 정서적 어려움이 있는 특수 교육(special needs) 대상 아동들을 위한 학교이다.[427]

2011년, 당시 마이클 블룸버그(Michael Bloomberg) 시장은 코넬 대학교(Cornell University)와 테크니온-이스라엘 공과대학(Technion-Israel Institute of Technology)이 공동으로 설립하는 응용 과학 대학원인 코넬 테크(Cornell Tech) 캠퍼스를 루스벨트 섬에 건설할 것이라고 발표했다.[299] 코넬 테크 캠퍼스의 첫 번째 단계는 2017년에 완공되어 문을 열었다.[357]

뉴욕 공립 도서관(NYPL)은 메인 스트리트 504번지에 루스벨트섬 분관을 운영하고 있다.[428] 이 도서관은 1970년대에 자원봉사자들의 노력으로 시작되었다.[428][429] 1976년, 주민이었던 도로시 리드와 허먼 리드가 임대 공간에 섬 최초의 도서관을 열었고, 1977년에는 소장 도서를 메인 스트리트 625번지로 이전했다.[430] 리드 부부가 운영했던 이 도서관은 듀이 십진 분류법 대신 자체적인 분류 시스템을 사용했다는 특징이 있다.[429] 도서관은 1979년[428] 혹은 1980년대[429]에 메인 스트리트 524번지에 자체 건물을 마련했으며, 1980년대 초 '루스벨트섬 도로시 & 허먼 리드 도서관'으로 명명되었다.[431] 초기에는 주민들이 도서관 이용을 위해 회비를 지불해야 했다.[331]

1998년, 이 도서관은 뉴욕 공립 도서관 시스템의 분관으로 편입되어 더 방대한 자료를 이용할 수 있게 되었다.[429] 2016년에는 엠파이어 스테이트 북 센터가 이 섬의 문학적 중요성을 기리는 기념패를 헌정했다.[432] 현재 메인 스트리트 504번지에 위치한 뉴욕 공립 도서관 분관은 2021년 1월에 개관했으며, 약 483.10m2 규모이다.[433][434]

9. 교통
