2. 역사

RT는 2005년 12월 10일 러시아 연방 정부의 지원을 받아 개국한 사실상의 국영 미디어이다.[433] 2,100명의 직원과 19개국에 지국을 두고 있으며,[434] 러시아의 정보 기관 역할을 한다는 비판을 받고 있다.[435]

RT는 러시아의 해외 이미지를 개선하기 위한 여론 홍보의 일환으로, 전 미디어 장관 미하일 레신과 알렉세이 그로모프가 설립을 주도했다. 설립 당시 리아 노보스티 국장 스베틀라나 미로뉴크는 서방에서 러시아에 대한 인식이 좋지 않다며, 러시아의 모습을 더 ভালোভাবে 보여주고 싶다고 밝혔다.

2005년, 리아 노보스티는 RT의 모회사인 '''ANO TV-노보스티''' (또는 "자율 비영리 단체 TV-뉴스")를 설립했다. ANO TV-노보스티는 2005년 4월 6일에 등록되었으며,[1] 세르게이 프로로프(Сергей Фролов|label=noneru)가 CEO로 임명되었다.[72]

2. 3. 2022년 러시아의 우크라이나 침공 이후

2022년 2월 27일, 우르줄라 폰 데어 라이엔 유럽 연합 집행위원장은 유럽 연합이 27개 회원국에서 RT와 스푸트니크(및 자회사)의 운영을 금지할 것이라고 발표했다.[129] 이 금지 조치로 인해 영국 및 싱가포르와 같이 유럽 연합 회사에 RT 신호 공급을 의존하는 유럽 연합 외부의 텔레비전 네트워크에서도 RT가 차단되었다.[130][131] 숀(Shaw), 로저스(Rogers), 벨(Bell), 텔러스(Telus) 등 캐나다 통신 회사들은 자사 채널 라인업에서 RT를 더 이상 제공하지 않겠다고 발표했으며, 로저스는 RT 방송을 우크라이나 국기로 대체했다.[132]

페이스북, 인스타그램, 틱톡은 2월 28일에 유럽 연합 사용자에게 RT와 스푸트니크의 소셜 미디어 콘텐츠를 제공하지 않기로 했다.[137][138] 마이크로소프트는 같은 날 MSN, 마이크로소프트 스토어, 마이크로소프트 광고 네트워크에서 RT와 스푸트니크를 제거했다.[139] 3월 1일, 유튜브는 유럽(영국 포함)에서 모든 RT 및 스푸트니크 채널에 대한 접근을 금지했다.[413][140] 애플(Apple Inc.)은 러시아를 제외한 모든 국가의 앱 스토어에서 RT와 스푸트니크를 제거했다.[141] 로쿠는 채널 스토어에서 RT 앱을 삭제했고,[142] 디렉TV는 채널 라인업에서 RT 아메리카를 삭제했다.[143] 3월 11일, 유튜브는 전 세계적으로 RT와 스푸트니크를 차단했다.[147]

5. 논란 및 비판

RT는 러시아 정부의 선전 도구로 활용되며, 허위 정보 및 음모론을 유포한다는 비판을 받아왔다.[439] 서방 국가들은 RT를 러시아 정부의 선전 기관으로 간주하며, 민주주의 제도에 대한 의문을 제기하고 서방을 불안정하게 만드는 허위 정보 캠페인의 핵심 요소로 보고 있다.[255]

RT는 객관성 부족, 편향된 보도, 사실 왜곡 등의 문제로 여러 차례 비판받았다. 특히, 2014년 러시아의 크림반도 합병[373], 시리아 내전[358], 2016년 미국 대통령 선거[389], 코로나19 범유행[198][199][311] 관련 보도에서 허위 정보 유포 사례가 다수 확인되었다.

RT는 허위 정보에 대한 다양한 접근 방식을 사용한다는 비난을 받았다.[50]

  • 러시아의 "미덕"을 직접 찬양하기보다는 "미국과 '서방'에 대한 부정적인 그림을 제시"하는 데 집중하고, 서방에 대한 음모론을 게시하며, 해외 미국의 영향력을 비판하고, 러시아를 미국의 헤게모니에 대한 "글로벌 약자"로 제시한다.
  • 기자와 진행자에게 상당한 재량권을 부여하고, 러시아-조지아 전쟁 또는 미하일 호도르코프스키 재판과 같은 "매우 민감한 문제"에 대해 노골적인 친러시아 정부 "메시지 통제"(선전)를 보존한다.[84]
  • 2016년 미국 대통령 선거와 같은 상황에서는 "미국 민주주의 과정에 대한 대중의 신뢰"를 훼손하고 힐러리 클린턴과 같은 적에게 피해를 입히는 것을 목표로 하는 더 큰 러시아 허위 정보 장치의 일부로 기능한다.[255]
  • "단일하고 반서방적인 미디어 노선"을 어떤 이야기에도 거의 취하지 않는데, 이는 "너무 명백할 것"이기 때문이다. 대신 "진실을 파악할 수 없다는 인상을 함께 만들어내는 경쟁적이고 모순되는 서술의 무리"를 제시한다.[268]


RT의 주요 메시지는 서방 언론을 신뢰할 수 없다는 것이다.[269] RT는 종종 모순되지만 모두 러시아 정부의 이익에 부합하는 다양한 주제를 다른 국가에서 밀어붙인다.

  • 미국에서는 자유주의적 대안으로, 유럽에서는 부활하는 민족주의 정당의 기수로 제시한다.[271]
  • 국내 러시아 시청자에게 COVID-19의 위험과 예방 조치의 필요성을 경고하는 동시에 영어, 독일어, 프랑스어, 스페인어, 아랍어 플랫폼에 COVID-19 허위 정보 및 음모론을 채운다.[198][199][311]


2014년 친러시아 우크라이나 소요 사태 이후 RT는 가짜 뉴스를 생산한 사실이 반복적으로 드러났다.[293] 2017년, 이 채널은 러시아 대통령 블라디미르 푸틴의 생일을 기념하기 위해 뉴욕의 식당 메뉴에 있는 '푸틴 버거'에 대한 가짜 뉴스 스캔들에 연루되었으나 조작된 것으로 밝혀져 RT는 해당 내용을 삭제했다.[294] 거짓 정보를 게시한 것이 발각되면 RT는 해당 자료를 사이트에서 자주 삭제하고 더 이상 언급하지 않았다.[295]

2022년, 런던 킹스 칼리지의 마틴 무어와 토마스 콜리는 RT가 2020년 미국 대통령 선거에 대한 보도를 반조 바이든적이고 친트럼프적으로 보도했으며, RT가 바이든이 "범죄 조직"의 수장이라는 트럼프 캠페인의 근거 없는 주장을 홍보했을 뿐만 아니라 바이든의 아들 헌터가 우크라이나와 중국에서 부패한 사업 거래를 했고 미성년자 소녀들의 사진을 가지고 있다는 의혹을 제기했다고 지적했다. RT는 또한 조 바이든의 공직 적합성에 의문을 제기하고 그가 머리 장치 및/또는 성능 향상 약물의 사용으로만 효과적으로 토론할 수 있다는 근거 없는 소문을 퍼뜨렸다. 선거 이후, RT는 트럼프의 선거 사기라는 근거 없는 주장을 비판 없이 홍보했다.[267]

2021년 11월, 디지털 증오 대응 센터의 연구에 따르면, RT는 기후 변화 부정을 담은 콘텐츠에 대한 페이스북 사용자 상호 작용의 70%에 육박하는 책임을 가진 "10개의 주변부 발행인" 중 하나로 묘사되었다.[308][309][310]

2008년 남오세티야 전쟁 당시, RT 특파원 윌리엄 던바는 러시아의 민간 목표물 공습에 대해 보도하는 것을 네트워크 측이 거부하자 사임했다.[353] 휴먼 라이츠 워치는 RT가 남오세티야 사상자가 2,000명이라는 주장이 과장되었다고 밝혔다.[355][356]

2012년 9월, 영국 방송 규제 기관인 오프컴은 RT의 리지 펠란이 1년 전 방송한 리비아 특파원 2건이 정확성과 공정성에 대한 규정을 위반했다고 판단했다. 이듬해 11월, RT는 시리아 내전 보도와 관련하여 다시 공정성 규정을 위반한 것으로 밝혀졌다.[358]

2014년 3월 4일, "브레이킹 더 세트" 진행자 애비 마틴은 러시아의 우크라이나 개입에 반대한다고 밝혔다.[361] 2014년 3월 5일, RT 워싱턴 D.C. 지국 앵커 리즈 와일은 생방송에서 RT가 선전을 한다며 사임했다.[365]

말레이시아 항공 17편 추락 사고 이후, RT는 우크라이나 전투기의 러시아 연루 혐의 속에서 비행기 격추에 대한 책임을 서둘러 다른 사람들에게 돌렸다.[370] 런던에 거주하는 RT 통신원 사라 피스는 MH17 재앙에 대한 네트워크의 보도에 항의하며 사임했다.[372]

2015년 9월, 오프컴은 우크라이나와 시리아에서 일어난 사건에 대한 보도에서 RT가 공정성 규칙을 위반했다고 판결했다.[381][382][383] 2016년 7월, 오프컴은 다시 RT가 터키 정부의 쿠르드족 처우에 대한 보도에 대해 공정성 규칙을 위반했다고 판결했다.[387][388] 2016년 12월, 오프컴은 영어 채널이 시작된 이후 10번째로 RT가 공정성 규칙을 위반했다고 판결했다.[392][393]

유럽 의회는 러시아가 벌이는 "가짜 뉴스와 선전과의 싸움"에 대항할 수단을 강구할 것을 유럽 연합 (EU)과 회원국에 요청하는 결의안을 채택했다.[442]

2017년 10월, 2016년 미국 대통령 선거에서 RT가 트위터에서 복수의 계정을 이용하여 미국 여론을 조작했을 가능성이 있다는 이유로, RT의 트위터 광고 게재를 금지했다.[443][444] 같은 해 11월에 RT는 미국에서 "외국 에이전트"로 등록되었다.[445]

EU는 2022년 3월 2일, 2022년 러시아의 우크라이나 침공에 대한 제재의 일환으로 RT와 스푸트니크에 대해 EU 내 방송 및 배포를 금지했다.[449]

5. 2. 정치적 편향성

RT는 러시아 정부의 입장을 대변하고, 친러시아적인 시각을 반영하는 보도를 한다는 비판을 받는다.[76] 블라디미르 푸틴 대통령과 드미트리 메드베데프 대통령에 대한 직접적인 비판은 허용되지 않는다는 내부 지침이 있다는 증언도 나왔다.[76] 반미주의 및 반서방주의적인 성향을 띠며, 미국의 외교 정책과 서방의 가치관을 비판하는 보도를 자주 한다.[299][300][84][301]

5. 3. 기타 논란

2014년 3월, RT 워싱턴 D.C. 지국 앵커 리즈 와일(Liz Wahl)은 생방송에서 RT가 선전을 한다며 사임했다.[365] 와일은 RT가 론 폴과의 인터뷰에서 "우크라이나에서의 러시아의 '개입'"에 대한 질문을 검열한 것이 "그녀를 무너뜨린" 사건이라고 밝혔다.[365] RT는 성명을 통해 "기자가 소속 기관의 편집 방침에 동의하지 않을 경우, 편집자와 이러한 불만을 해결하는 것이 일반적인 조치이며, 해결할 수 없는 경우에는 전문적으로 사임하는 것이다. 그러나 누군가 개인적인 결정을 대중 앞에서 큰 쇼로 만들면, 그것은 자기 홍보용 술책에 불과하다."라고 밝혔다.[365]

같은 해, 영국 방송 규제 기관인 오프콤(Ofcom)은 RT가 우크라이나 위기, 특히 러시아의 크림반도 합병으로 이어진 사건과 관련하여 공정성 규칙을 위반했다고 판결했다.[373] 오프콤은 RT 경영진에게 "향후 공정한 공정성 규칙을 위반할 경우 법적 제재 검토를 포함한 추가 규제 조치가 뒤따를 수 있다"고 경고했다.[374]

2017년 9월, 미국 법무부는 RT 아메리카에 외국 요원 등록법에 따라 러시아 정부의 "외국 요원"으로 등록해야 한다고 통보했다.[396] RT 편집장 마르가리타 시모냔은 이 조치를 언론의 자유에 대한 공격이라고 비난했다.[396] 2017년 11월 13일, RT 아메리카는 미국 법무부에 "외국 요원"으로 공식 등록했다.[191]

2018년 12월, 오프콤은 2018년 3월 17일부터 4월 26일 사이에 솔즈베리 신경 작용제 공격 이후 RT가 방송한 7개의 프로그램이 영국의 공정성 규칙을 위반했다고 판결했다.[399][400] RT는 20만 파운드의 벌금을 부과받았지만 영국에서 방송 면허는 유지했다.[401]

2022년 러시아의 우크라이나 침공에 대한 대응으로, 유럽 연합(EU)은 2022년 2월 27일 RT와 스푸트니크의 회원국 내 방송을 금지했다.[129] 영국, 캐나다, 오스트레일리아 등 여러 국가에서도 RT 방송을 금지하거나 제한했다.[336][322][320]

RT는 세계의 다극화, 국가 주권주의 가치, 러시아 및 구 소련 연방 국가의 문화와 생활 습관 전파, 대서양주의와 미국의 패권주의 경향 비판, 러시아 혐오 고발 등을 중점적으로 다룬다.[434] 알 마야딘과 같은 반 서방 국가 텔레비전 방송국과 공동으로 프로그램을 제작하기도 한다.[437]

RT 편집장 시모냔은 "객관적인 보도는 드물다. 객관성은 존재하지 않으며, 발신자의 수만큼 진실에 가까운 것들이 있을 뿐"이라며, 다양한 매체를 통해 다각적인 시각으로 보도하는 것이 바람직하다는 입장을 밝혔다.[434]

한편, 미국 거주 캐스터 리즈 월은 RT의 우크라이나 전쟁 보도에 대해 비판하며 방송 중 사직했다.[438]
