1. 개요

2. 역사적 배경

2017년 총선을 앞두고 네팔 공산당 (통합 마르크스-레닌주의), 네팔 공산당 (마오주의 센터), 나야 샤크티당이 선거 연합을 결성했다. 이들은 선거 후 정당 통합을 목표로 했다.[87][88][89] 이후 나야 샤크티당은 연합에서 탈퇴했지만,[90] 나머지 두 정당은 선거에서 승리하여 통합을 추진했다.[91][92][93]

2. 1. 창당 과정

2017년 10월 3일, 네팔 공산당 (통합 마르크스-레닌주의)(CPN-UML)와 네팔 공산당 (마오이스트 센터)(CPN-MC)는 나야 샤크티당과 함께 선거 연합 및 정당 통합을 발표했다.[107][108][109] 세 정당은 선거 이후 통합을 위한 조정 위원회를 구성했다.

하지만 2017년 10월 14일, 나야 샤크티당은 다른 두 정당과의 의견 차이를 이유로 연합에서 탈퇴했다.[110] 나머지 두 정당 간의 연합은 네팔 하원과 7개 지방 의회 중 6개에서 과반수를 획득하며 선거에서 승리했다.[111][112] 또한 네팔 국민 의회에서 3분의 2 이상의 의석을 확보했다.[113][114]

두 정당의 합당은 원래 1949년 네팔 최초의 공산당 창당일에 맞춰 2018년 4월 22일에 이루어질 예정이었으나, 통합 과정에서 발생한 문제들을 해결할 시간이 부족하여 연기되었다.[115][116]

2018년 5월 17일, CPN-UML과 CPN-MC는 중앙위원회를 해산하고, 같은 날 네팔 공산당(NCP)을 창당했다. 카드가 프라사드 올리와 푸슈파 카말 다할이 전당 대회 개최 전까지 공동 의장을 맡게 되었다.

2. 2. 당내 갈등과 분열

2019년 8월 21일, 당 비서실 회의에서 마다브 쿠마르 네팔은 당내 업무 분담에 대한 이의를 제기하며, 합당 절차를 완료하지 않은 K.P. 샤르마 올리와 푸슈파 카말 다할 두 공동 의장을 비판했다.[36][37][38] 그는 올리가 "1인 리더, 1직책" 정책을 따르지 않았다고 비판하며, 당 대표 또는 총리직에서 사임할 것을 요구했다.[36][37][38] 11월 21일, 당은 두 명의 지도자를 유지하기로 결정했지만, 다할을 당의 집행 수장으로 임명했다. 올리는 총리 임기를 채우기로 결정했다.[39][40]

당내 일부 파벌이 미국 정부와 합의한 밀레니엄 챌린지 코퍼레이션 지원에 반대하면서 당내 분열이 발생하기도 했다.[44][45]

밤 데브 가우탐은 당 중앙위원회가 당 규약을 개정함에 따라 당 부위원장으로 임명되었다.[48] 푸슈파 카말 다할과 마다브 쿠마르 네팔은 올리 정부의 코로나19 범유행 대처를 비판했고, 당 지도자들은 당 비서실 회의를 소집할 것을 촉구했다.[49][50] 당 비서실 회의에서 일부 지도자들은 올리의 사임을 요구했지만, 올리가 당의 지시를 따르고 다할이 당의 집행 수장으로서 임무를 수행하는 데 동의하면서 올리를 용인하기로 결정했다.[51][52]

2020년 11월 14일, 푸슈파 카말 다할은 K.P. 샤르마 올리가 당의 지시를 따르지 않고, 정부를 독단적으로 이끌며, 부패를 눈감고 있다는 내용의 정치 문서를 발표했다.[56] 올리는 다할이 파벌주의와 친족주의를 조장하며, 네팔 내전 피해자들이 정의를 얻지 못하도록 하고 있다고 비판했다.[57][58]

2020년 12월 20일, K.P. 샤르마 올리는 하원을 해산하고 새로운 선거를 실시하도록 비드야 데비 반다리 대통령에게 요청했다.[59] 올리는 당이 총리로서 일하는 것을 허용하지 않았고, 당내 불신임 결의안이 준비되고 있어 하원을 해산했다고 밝혔다.[60] 이 결정은 당내에서 비판을 받았으며, 다할-네팔 파벌과 가까운 7명의 장관이 항의하며 사임했다.[61]

올리는 자신과 가까운 당 지도자들의 중앙 위원회 회의를 소집하여 556명의 위원을 추가했다. 새로운 중앙 위원회는 2021년 11월에 당 통합 대회를 조직할 예정이었다.[62] 회의에서는 나라얀 카지 슈레스타를 당 대변인에서 해임하고 프라딥 가야왈리로 교체했다.[62][63]

당의 다할-네팔 파벌은 자체 중앙 위원회 회의를 조직하고 K.P. 올리를 당 공동 의장에서 마다브 쿠마르 네팔로 교체했다.[64] 회의에서는 또한 하원 복원을 위해 정부에 항의하기로 결정했다.[65][66]

2. 3. 법원의 판결과 해산

2018년 6월 7일, 네팔 선거관리위원회는 네팔 공산당이라는 이름의 정당이 이미 등록되어 있다는 이유로 신규 정당 등록을 거부했고, 네팔 공산당(NCP)이라는 이름으로 정당을 등록했다.[67][68][69] 리시 카텔이 이끄는 소규모 단체인 네팔 공산당은 선거관리위원회의 결정에 대해 네팔 대법원에 이의를 제기했다.[70]

NCP 등록과 관련하여, 이 정당은 구어체로 NCP 더블로 알려졌다.[71] 올리파와 다할-네팔 파벌 간의 분열 이후, 선거관리위원회는 어느 파벌도 NCP의 정당 등록증을 적법하게 소지한 것으로 인정하지 않았다.[72] 2021년 3월 8일, 네팔 대법원은 CPN (UML)과 CPN (마오이스트 센터)의 합병에 따른 ''네팔 공산당'' 명칭의 할당과, 더 나아가 합병 자체를 '무효'로 판결했다. 이는 해당 명칭이 이미 카텔이 이끄는 정당에 할당되었기 때문이며, NCP는 "해산"되었다고 밝혔다.[12] 판결에 따라, 두 전신 정당은 합병 이전의 원래 상태로 즉시 부활했다. 단, 두 정당이 적절한 절차를 거쳐 다시 합병하고자 할 경우, 이는 전적으로 허용된다.

2021년 3월 7일, 대법원은 동명의 정당(Communist Party of Nepal (2013)|Communist Party of Nepal|리시 카텔영어)이 이미 선거 관리 위원회에 등록되어 있다는 이유로 2018년의 통합을 무효화했다. 이로 인해 당은 통합 전 상황으로 돌아가, 재통합하기 위해서는 새로운 당명이 필요하게 되었다.[100]

3. 조직 및 구조

네팔 공산당(NCP)은 중앙 조직과 하부 조직으로 구성되었다. 중앙 조직에는 중앙 위원회, 정치국, 상임 위원회, 사무국 등이 있었고, 하부 조직에는 주 위원회, 지구 위원회 등이 있었다.[74][75][76][8]

9인으로 구성된 사무국은 당의 최고 의사 결정 기구였다. 사무국 구성원은 다음과 같다.[74]

상임위원회와 중앙위원회가 구성된 후 135명의 정치국이 구성되었다.[75] 중앙 정치국 상무위원회는 45명으로, CPN(UML) 출신 26명과 CPN(마오이스트 센터) 출신 19명으로 구성되었다.[76] 중앙 위원회는 총 441명으로, CPN-UML 출신 241명과 CPN-MC 출신 200명이 포함되었다.[8]

4. 이념

마르크스-레닌주의와 다당제를 지지하였으며, 공식적으로 세속주의를 유지하고 민주집중제에 의해 운영되었다.[73] 또한 단기적으로 사회주의 지향 인민 민주주의를 옹호하며, 궁극적으로 공산주의로 이어질 것이라고 보았다.[73]
