최근에는 주류 미디어가 온라인 신생 기업들로부터 심각한 경제적 위협을 받고 있다. 또한 소셜 미디어를 통한 잘못된 정보와 음모론의 빠른 확산이 주류 미디어로 서서히 파고들고 있다. 하나의 해결책은 워싱턴 포스트처럼 더 많은 미디어 직원들에게 팩트체크 역할을 맡기는 것이다. 폴리티팩트와 같은 독립적인 팩트체크 단체들도 두각을 나타내고 있다.

독립적인 기관들에 의한 외부 사후(Post hoc) 팩트체크는 2000년대 초 미국에서 시작되었다.[1] 2010년대, 특히 2016년 도널드 트럼프 미국 대통령 당선 이후 팩트체크는 인기를 얻어 유럽과 라틴 아메리카를 중심으로 여러 국가로 확산되었다. 그러나 미국은 여전히 팩트체크 시장에서 가장 큰 규모를 차지하고 있다.[6]

3. 유형

팩트체크는 정보 공개 시점에 따라 '사전 팩트체크'와 '사후 팩트체크'로 구분할 수 있다.[138]

3. 1. 사전 팩트체크

사전 팩트체크는 텍스트가 배포되기 전에 오류를 식별하여 수정하거나 거부할 수 있도록 하는 것을 목표로 한다.[128] 정보가 공개되기 전에 수행되므로, 언론사나 출판사에서 기사나 출판물의 정확성을 높이기 위해 활용된다. 오류를 사전에 발견하고 수정하여 허위 정보 유포를 방지하는 데 목적이 있다.

사전 검증을 통해 인쇄된 자료만 검토하는 것의 장점 중 하나는 심각하고 때로는 비용이 많이 드는 문제를 피할 수 있다는 점이다. 이러한 문제에는 사람이나 사업체에 피해를 입히는 실수로 인한 소송이 포함될 수 있지만, 사소한 실수라도 출판물의 평판 손실을 초래할 수 있다. 평판 손실은 종종 저널리스트에게 더 중요한 동기가 된다.[128]

팩트체커는 기사나 책에 있는 이름, 날짜 및 사실이 정확한지 확인한다.[128] 예를 들어, 제안된 뉴스 기사에 인용된 사람에게 연락하여 해당 인용문이 정확한지 또는 이름 철자를 어떻게 해야 하는지 물어볼 수 있다. 팩트체커는 주로 우발적인 실수를 잡는 데 유용하지만, 의도적으로 언론 사기를 저지르려는 사람에 대한 보장된 안전 장치는 아니다.

공표 전에 팩트체크를 실시함으로써, 소송이나 명예훼손과 같은 중대한 고액 비용을 수반하는 위험을 회피할 수 있다. 단, 팩트체크 실시자의 주요 역할은 정보의 부족을 발견하는 것이며, 언론사의 비리에 관련된 자를 옹호하는 것이 아니다.

3. 2. 사후 팩트체크

정보가 공개된 후에 수행되는 팩트체크로, 주로 독립적인 팩트체크 기관이나 언론사의 팩트체크 전담팀에서 수행된다. 이미 유포된 정보의 진위를 판별하고, 그 결과를 공개하여 독자들의 올바른 판단을 돕는 데 목적이 있다. 폴리티팩트, FactCheck.org 등과 같은 해외 팩트체크 기관과 JTBC 팩트체크, KBS 팩트체크 K 등 국내 언론사의 팩트체크 코너가 대표적인 예시이다.[138]

외부 사후 팩트체크 기관은 2000년대 초 미국에서 처음 등장했으며,[1] 2010년대에 그 개념의 중요성이 커지고 여러 국가로 확산되었다. 특히 2016년 도널드 트럼프 미국 대통령 당선 이후 팩트체크는 인기를 얻어 유럽과 라틴 아메리카를 중심으로 여러 국가로 확산되었다. 그러나 미국은 여전히 팩트체크 시장에서 가장 큰 규모를 차지하고 있다.[6]

공개 후 팩트체크는 흔히 외부의 독립적인 팩트체크 기관에 의해 수행되며, 공개된 정보의 정확성·타당성을 독자적인 지표를 사용하여 시각적으로 판정하는 경우가 많다. 공개 후 팩트체크 기관의 예로는, 펜실베이니아 대학교가 운영하는 FactCheck.org|FactCheck.org영어, 워싱턴 포스트지가 사이트 내에서 운영하는 팩트체크 기획인 [https://www.washingtonpost.com/news/fact-checker Fact Checker](피노키오 마크 수로 진위를 시각화), 탬파베이 타임스지가 운영하는 폴리티팩트("TRUTH-O-METER"라 불리는 6단계 평가) 등이 있다.[138]

2008년 미국 대통령 선거를 대상으로, 보스턴 대학교의 정치학자 미셸 아메이진(Michelle Amazeen)은 폴리티팩트, FactCheck.org, 워싱턴 포스트의 팩트체커 세 사이트를 비교했다. 그 결과, 대부분의 진위 판정이 일치했다.[139][140]

하지만, 매사추세츠대학교 로웰캠퍼스(University of Massachusetts Lowell)와 캘리포니아 주립대학교 새크라멘토캠퍼스(California State University, Sacramento)의 정치학자들이 2015년에 실시한 분석에서는 팩트체크 기관에 따라 팩트체크 대상이 다르고, 그 진위 판정 결과에도 상당한 차이가 있다고 결론짓고 있다. 그 결과, "상반되는 정보가 혼란스럽게 난무하는 가운데, 일반 시민들이 어떤 정보를 믿어야 할지 판단하는 데 있어 팩트체크 기관이 가져오는 효용에는 한계가 있다"고 지적하고 있다.[141]

2017년 5월에 발표된 스탠퍼드 대학교 박사 과정 논문에서는 팩트체크 기관에 따라 검증 대상이 다르다는 점이 지적되었다. 폴리티팩트가 실시한 1065건의 진위 판정과 워싱턴 포스트의 팩트체커가 실시한 240건을 대조한 결과, 두 사이트 모두 진위 판정을 내린 것은 70건이었다. 또한 이 중복 70건 중에서 진위 판정 결과도 일치한 것은 56건(80%)이었다. 즉, 두 사이트가 동일한 대상에 대해 진위 판정을 내릴 경우 5번 중 1번의 확률로 판정 결과가 다르다는 것을 의미한다.[142]

4. 방법론

팩트체커들은 특정 주장의 진실 여부를 신속하게 판단하기 위해 여러 출처에서 주제에 대한 간략한 개요를 얻는 횡적 읽기를 사용한다.[47]

5. 효과 및 영향

팩트체크는 정보를 제공하는 사람과 받는 사람 모두에게 영향을 미친다. 정치인이나 언론과 같이 정보를 제공하는 사람들은 팩트체크를 의식하여 발언이나 보도에 더 신중하게 된다.[11] 시민이나 독자 등 정보를 받는 사람들은 정보의 신뢰성을 비판적으로 판단하는 능력을 기를 수 있다.[11]

연구에 따르면 팩트체크는 잘못된 정보에 대한 믿음을 줄이고, 정치적 선호도에도 영향을 줄 수 있다.[12] 2020년 프랑스 연구에서는 마린 르펜의 허위 정보가 팩트체크를 통해 설득력을 잃었지만, 유권자들의 지지 감소로 이어지지는 않았다.[13] 2017년 연구에서는 사람들은 정치적 신념을 적절히 갱신하지만, 신중하고 편향된 방식으로 진행한다고 밝혔다.[14]

페이스북의 가짜 뉴스 태그는 인식된 정확성을 감소시키는 효과가 있었지만,[15] 그 영향의 정도에 대해서는 다른 연구 결과도 있다.[16][17] 2019년 연구에서는 "논란의 여지가 있는" 태그가 가짜 뉴스 공유 의도를 줄였다고 밝혔다.[18] 페이스북은 태그 대신 팩트체크 기사를 함께 배치하는 방식으로 변경했다.[19]

잘못된 정보를 효과적으로 줄이는 방법에 대한 2017년 연구는 다음과 같은 방법을 제시한다.[20]

도널드 트럼프의 잘못된 정보는 없애기 더 어려웠으며, 2019년 메타 분석에 따르면 팩트체크는 정치적 신념에 긍정적 영향을 미치지만, 개인의 기존 신념, 이념, 지식에 따라 영향 정도가 달라진다.[23] 2019년 연구에서는 사람들이 이념과 관계없이 가짜 뉴스 수정을 받아들인다는 증거를 제시했다.[24]

2018년 연구에서는 미국 공화당 소속 사람들은 브레이트바트 뉴스와 같은 출처에서 수정이 나올 경우 유권자 사기에 대한 잘못된 정보를 수정할 가능성이 더 높았다.[25] 2022년 연구에서는 극우 정치인의 허위 진술 팩트체크가 허위 진술 공유 가능성을 낮췄다.[26]

팩트체크가 오해를 줄이는 데 지속적인 효과가 있다는 연구도 있지만,[27][28][29] 효과가 없다는 연구도 있다.[30][31] 팩트체크가 오히려 기존 신념을 강화하는 '역효과'를 낳을 수 있다는 주장이 있지만,[32] 이에 대한 논쟁은 계속되고 있다.[33][34][35][37]

2015년 실험 연구에서는 팩트체크가 정치인들이 잘못된 정보를 퍼뜨리지 않도록 유도할 수 있다고 밝혔다.[38] 팩트체크는 정치인들이 발언에서 "전략적 모호성"을 사용하도록 유도할 수 있다.[9] 토론 중 팩트체크는 시청자의 후보자 평가에 영향을 미쳤다.[39]

2016년 미국 대통령 선거 연구에서는 트럼프의 허위 주장에 대한 팩트체크가 지지자들의 믿음을 줄였지만, 트럼프에 대한 태도를 바꾸지는 않았다.[40] 2019년 연구에서는 "요약 팩트체크"가 개별 진술 팩트체크보다 정치인 지지 감소에 더 큰 영향을 미쳤다.[41]

퀸즈유니버시티 벨파스트의 제니퍼 로즈 연구원은 가짜 뉴스가 독자를 오도할 의도로 만들어지기 때문에 팩트체크만으로는 충분하지 않다고 주장하지만, 팩트체크가 교육 과정에 남아 있어야 한다고 말한다.[43]

6. 한계 및 논란

팩트체크는 객관성과 중립성을 유지하는 것이 중요하지만, 팩트체크 기관이나 팩트체커 개인의 편향성이 개입될 수 있다는 비판이 제기된다.[94] 특히 정치적인 팩트체크의 경우, '사실'의 범위를 어디까지로 볼 것인지, 어떤 주장을 검증 대상으로 삼을 것인지에 대한 논란이 존재한다.[91][92][93][94]

2016년 9월, 라스무센 리포트의 전국 전화 및 온라인 설문조사에 따르면 "미국 유권자 중 겨우 29%만이 후보자 발언에 대한 언론의 팩트체크를 신뢰하며, 62%는 뉴스 기관이 지지하는 후보를 돕기 위해 사실을 왜곡한다고 믿는다"는 결과가 나왔다.[95][96]

팩트체크는 모든 유형의 허위 정보를 완벽하게 걸러낼 수 없으며, 특히 음모론이나 주관적인 의견 영역에서는 한계가 있을 수 있다.[87][108] 팩트체크가 권위에 호소하는 오류로 해석될 수 있으며, 이는 저항과 신념 강화로 이어진다는 연구 결과도 있다.[88][89]

정치적 팩트체크는 사설 기사로 사용되거나,[91][92][93] 팩트체크 단체 자체가 편향되어 있다는 비판도 존재한다.[94]

페이스북과 같은 소셜 미디어 플랫폼은 팩트체커에게 충분한 지원을 제공하지 않고, 선전과 관련된 단체를 파트너로 삼거나,[98][111] 허위 정보를 공유한 매체를 페이스북 뉴스피드에 홍보하는 등의 행위로 인해 팩트체커를 약화시켰다는 비판을 받는다.[98][112]

일부 논평가들은 정치적 팩트체크에서 허위 등가를 사용하는 것에 대한 우려를 표명하며, "주류 팩트체커들은 객관적으로 보이려는 욕구 때문에 진보적 정치인들의 허위 주장을 만들어내려고 시도한 것으로 보인다"고 주장한다.[98]

팩트체크 저널리스트들은 온라인과 오프라인에서 괴롭힘을 당하며,[121][122][123][124] 중국의 일부 팩트체크 웹사이트 운영자들은 자기 검열을 인정하기도 한다.[125]

7. 한국의 팩트체크 현황

대한민국에서는 2017년 대선 이후 팩트체크에 대한 사회적 관심이 높아지면서 다양한 팩트체크 기관 및 플랫폼이 등장했다. 서울대학교 언론정보연구소의 SNU 팩트체크 센터는 국내 주요 언론사들과 협력하여 팩트체크 플랫폼을 운영하고 있다. JTBC 팩트체크, KBS 팩트체크 K, MBC 팩트체크 M 등 주요 방송사들도 팩트체크 코너를 운영하며 허위 정보 검증에 힘쓰고 있다. 시민들이 직접 참여하는 팩트체크 플랫폼도 등장하여, 시민들의 팩트체크 역량 강화와 적극적인 참여를 유도하고 있다. (예: 팩트체크넷)

2022년 대선 과정에서 허위 정보 문제가 다시 한번 크게 부각되면서, 각 정당 및 후보자 캠프에서도 팩트체크 전담팀을 운영하는 등 적극적인 대응에 나섰다. 특히, 더불어민주당은 '가짜뉴스/허위사실 국민제보센터'를 운영하며 허위 정보에 대한 적극적인 대응을 표방했다.

하지만, 언론의 팩트체크가 정치적 편향성을 띨 수 있다는 우려도 존재한다. 특히, 진보 성향 언론은 국민의힘 또는 보수 진영의 주장을, 보수 성향 언론은 더불어민주당 또는 진보 진영의 주장을 집중적으로 팩트체크하는 경향이 있다는 비판이 제기된다.

8. 국제 팩트체킹의 날

국제 팩트체킹의 날(International Fact-Checking Day)은 2014년 6월 런던정경대학교에서 기자와 팩트체커들을 위한 회의에서 처음 소개되었다.[84] 2016년에 공식적으로 제정되었고, 2017년 4월 2일에 처음으로 기념되었다.[85] 인터넷, 특히 소셜 미디어에서 발견되는 많은 가짜뉴스 때문에 만들어졌다. 2016년 선거 이후 가짜 뉴스와 그에 대한 비난이 미디어 문제로 떠오르면서 중요성이 더 커졌다.

4월 2일에 기념하는 이유는 "4월 1일은 만우절이고, 4월 2일은 사실의 날"이기 때문이다.[86]

국제 팩트체킹의 날에는 다양한 미디어 기관이 팩트체크 자료, 기사 및 학생과 일반 대중을 위한 교육 자료를 제공하여 가짜 뉴스를 식별하고 가짜 정보의 확산을 막는 방법에 대해 더 많이 배우도록 한다.

2020년 국제 팩트체킹의 날은 코로나19에 대한 정보를 정확하게 식별하는 데 초점을 맞추었다.
