애틀랜틱시티는 뉴욕과 필라델피아와 같은 대도시와 인접하여 오랫동안 해안 리조트 도시로 번영했지만, 빈곤과 범죄 같은 문제도 안고 있었다. 이를 해결하기 위해 1976년 도박을 합법화하여 현재는 라스베이거스와 함께 카지노 도시로 알려져 있다. 또한 가족 단위 방문객을 위한 시설을 확충하고 도시 미관 개선에 힘쓰는 등 가족 친화적인 리조트 도시를 지향하고 있다.

1990년대 초 라스베이거스 스트립 재개발, 코네티컷주의 폭스우즈 리조트 카지노 및 모히건 선 개장, 2000년대 필라델피아 대도시권의 신규 카지노 건설 등으로 인해 애틀랜틱시티의 관광 산업은 도박 외 산업 다각화에 실패하며 쇠퇴하기 시작했다. 1999년 애틀랜틱시티 재개발 당국은 스티브 윈과 협력하여 마리나 근처 황무지에 새로운 도로를 개발하는 "터널 프로젝트"를 추진, 애틀랜틱시티 익스프레스웨이에서 윈의 새 리조트까지 약 4.02km에 이르는 3억 3천만 달러 규모의 터널을 연결하는 '미라지 애틀랜틱시티' 건설을 계획했다. 이 도로는 애틀랜틱시티-브리간틴 커넥터로 명명되어 익스프레스웨이에서 마리나 지역과 브리간틴 시로 교통량을 연결한다.[58]

CRDA는 1984년에 설립되어 애틀랜틱시티와 뉴저지주 다른 지역에 혜택을 주기 위해 카지노 재투자 기금을 공공 및 민간 프로젝트에 지출한다.[265] 컨벤션 및 방문자청(ACCVA)은 애틀랜틱시티의 광고 및 마케팅을 담당했으며, 2011년 CRDA에 통합되었다.[266] 애틀랜틱시티 특별개선구역(SID)은 1992년에 설립된 비영리 단체로, 2011년 CRDA에 흡수되었다.[267]

5. 1. 카지노 및 도박

1976년 뉴저지 주민투표를 통해 애틀랜틱시티에서 카지노 도박이 승인되었다. 1974년 주민투표가 부결된 이후의 일이었다. 법안 통과 직후, 샬폰트-해든홀 호텔 소유주들은 이를 리조트 인터내셔널로 개조하기 시작했고, 1978년 5월 26일 동부 미국 최초의 합법 카지노가 개장되었다.[52]

5. 2. 쇼핑

애틀랜틱시티에는 다양한 상업 지구와 쇼핑몰이 있으며, 그중 많은 수가 카지노 리조트 안이나 인근에 위치해 있다. 카지노 호텔 내에는 보가타(Borgata)의 보가타 숍(Borgata Shops)과 워터 클럽 숍(The Shoppes at Water Club), 하라스(Harrah's)의 워터프런트 숍(Waterfront Shops), 트럼프 타지 마할(Trump Taj Mahal)의 스파이스 로드(Spice Road) 등 규모가 작은 테마형 소매 및 식음료 공간이 여러 곳 있다. 리조츠 카지노 호텔(Resorts Casino Hotel)에도 소규모 상점과 레스토랑이 있다. 애틀랜틱시티와 그 주변에는 대형 쇼핑몰도 있다.

  • 트로피카나의 더 쿼터(The Quarter at Tropicana): 트로피카나(Tropicana)에 있는 하바나(Havana) 테마의 실내 쇼핑센터. 40개가 넘는 상점, 레스토랑, 나이트클럽이 있다.

6. 1. 보드워크

애틀랜틱시티 보드워크는 1870년 6월 26일에 개장한 세계 최초의 보드워크이다.[143][144][145][146] 길이 8.9km에 달하는 애틀랜틱시티 보드워크는 세계에서 가장 길고 가장 번화한 보드워크 중 하나이다.[147]

보드워크는 북쪽의 애브섹콘 인렛에서 시작하여 해변을 따라 남서쪽으로 도시 경계까지 약 6.44km 이어지고, 그 후 벤트너 시티로 약 2.41km 더 이어진다. 보드워크를 따라 카지노/호텔, 소매점, 레스토랑, 오락 시설이 있으며, 보드워크 홀, 하우스 오브 블루스, 리플리스 믿거나 말거나! 박물관이 주목할 만한 명소이다.

보드워크를 따라 최초로 세워진 부두는 1884년에 문을 연 애플게이트 부두였다.[150] 1891년 존 L. 영이 인수하여 영스 오션 피어로 확장 및 운영했지만, 1912년 화재로 대부분 파괴되었다. 부두의 나머지 부분은 1922년에 센트럴 피어로 재건되어 현재까지 운영되고 있다.[151]

하인즈가 소유한 하인즈 부두는 1944년 대서양 허리케인으로 파괴되었다.[152]

가장 유명한 애틀랜틱시티 부두는 1898년에 문을 연 스틸 피어였으며, 한때 "미국의 쇼케이스"라고 자칭했다. 1978년에 문을 닫았고 1982년 화재로 대부분 파괴되었다. 1980년대 후반에 재건되었고 현재는 하드락 맞은편의 놀이시설 부두로 운영되고 있다.

스티플체이스 부두는 1899년에 개장하여 1986년까지 운영되었다. 1988년 화재로 심각한 피해를 입었고, 1996년에 부두의 잔해가 제거되었다. 스틸 피어에 있는 "스티플체이스 부두 헬리포트"는 그 이름을 기려 명명되었다.[153]

존 L. 영 선장은 1906년 "영스 밀리언 달러 피어"를 열었고, 바다 쪽에는 정원이 있는 대리석 저택을 세웠으며, 조명과 조경은 영의 오랜 친구인 토마스 에디슨이 디자인했다. 밀리언 달러 피어는 한때 애틀랜틱시티의 주요 부두로 스틸 피어와 경쟁했지만,[30] 수십 년간 쇠퇴를 겪은 후 1980년대에 "숍스 온 오션 원"이라는 쇼핑몰로 재건되었다. 2006년에 오션 원 몰이 매입되어 개조되고 "시저스 피어 숍스"로 브랜드를 변경했고, 2015년에는 "플레이그라운드 피어"로 이름이 바뀌었다. 2023년 9월, 건물을 인수한 영화 및 엔터테인먼트 제작 스튜디오를 위해 "ACX1 Studios"로 이름이 변경되었으며, 2024년 여름 소매점, 레스토랑, 창작 공간 및 제작 스튜디오가 혼합된 형태로 그랜드 오픈을 계획하고 있다.

가든 피어는 오션 카지노 리조트 맞은편에 위치해 있으며, 한때 영화관이 있었고, 현재는 애틀랜틱시티 역사 박물관이 자리 잡고 있다.[154][155]

6. 2. 관광 명소

마가이트 시티에 있는 루시 더 엘리펀트(Lucy the Elephant)


애브섹콘 등대(Absecon Lighthouse)는 애틀랜틱시티의 사우스 인렛(South Inlet) 지역에 위치한 해안 등대로 애브섹콘 인렛(Absecon Inlet)을 내려다보며, 뉴저지주에서 가장 높은 등대이자 미국에서 세 번째로 높은 석조 등대이다.[169] 1854년에 공사가 시작되어 1857년 1월 15일에 처음 불이 켜졌으며, 1933년에 폐쇄되었지만 매일 밤 불빛이 계속 빛나고 있다.[27][170]

마가이트 시티(Margate City)에서 애틀랜틱시티 남쪽 약 3.22km에 위치한 루시 더 엘리펀트(Lucy the Elephant)는 애틀랜틱시티 지역의 아이콘이 되었다. 루시는 1882년 제임스 V. 라퍼티(James V. 20세기 초, 스틸 피어(Steel Pier)에서는 윌리엄 "닥" 카버(William "Doc" Carver)가 도입한 말 다이빙이 인기를 끌었다.[163] 스틸 피어는 다이빙 벨, 인간 고공 다이빙, 수상 서커스 등 다양한 명소들을 선보였다.[164][165]

6. 3. 미스 아메리카 대회

애틀랜틱시티는 1921년부터 2004년까지, 그리고 2013년부터 2018년까지 미스 아메리카 대회를 개최했다.[173] 이 대회는 노동절 연휴 이후 관광 성수기를 연장하기 위해 시작되었다.[44] 1921년 9월 7일 이틀간의 미인 대회로 시작되었으며, 각 주 대표뿐 아니라 전국 각지의 여성들이 참가했다. 당시 대회는 "애틀랜틱시티 퍼전트(Atlantic City Pageant)"라고 불렸으며, 마거릿 고먼(Margaret Gorman)이 3피트 높이의 금색 인어상 트로피를 받고 대상을 수상했다. 고먼은 1922년 대회에 재참가하여 메리 캠벨(Mary Campbell)에게 패한 후에야 "미스 아메리카"로 불리게 되었다.[173]

애틀랜틱시티는 인기 보드 게임 모노폴리의 미국판에 등장하는 장소로 유명하다.[1] 게임판의 부동산 이름들은 애틀랜틱시티와 그 주변 지역의 장소 이름을 따서 지어졌다.[1] 초기 버전에는 애틀랜틱시티가 등장하지 않았지만, 루스 호스킨스가 인디애나폴리스에서 게임을 배워 애틀랜틱시티로 가져왔다.[156] 그녀는 애틀랜틱시티의 거리 이름을 사용해 새로운 게임판을 만들었고 친구들에게 가르쳤다. 친구들은 찰스 대로우에게 게임을 전했고, 그는 게임을 수정하여 자신의 발명품이라고 주장했다.[157] 게임판에 있는 장소의 상대적인 가격은 당시 이웃의 사회적 지위를 반영하는데, 부유한 백인 거주 지역은 비싸고, 흑인과 아시아인 거주 지역은 더 저렴하게 설정되었다.[158]

게임판에서 가장 비싼 노란색 부동산인 마빈 가든스(Marvin Gardens)는 원래 장소 이름인 "마븐 가든스(Marven Gardens)"의 잘못된 표기이다. 이 오류는 찰스 토드에 의해 발생했고, 그의 수제 모노폴리 게임판이 찰스 대로우에 의해 복제되고 파커 브라더스에 의해 출시되면서 이어졌다. 파커 브라더스는 1995년에야 이 실수를 인정하고 마븐 가든스 주민들에게 공식적으로 사과했지만, 철자 오류는 수정되지 않았다.[159]

게임 출시 이후 일부 실제 장소는 변경되었다. 일리노이 애비뉴(Illinois Avenue)는 1980년대에 마틴 루터 킹 주니어 대로로 개명되었다. 세인트 찰스 플레이스(St. Charles Place)는 더 이상 존재하지 않는데, 쇼보트 카지노 호텔(Showboat Casino Hotel)이 건설되면서 사라졌다.[160]

"단거리 철도(Short Line)"는 애틀랜틱시티를 운행했던 쇼어 패스트 라인(열차 노선)[161] 또는 버스 노선을 가리키는 것으로 여겨진다.[162] B&O 철도는 애틀랜틱시티를 운행하지 않았다.

애틀랜틱시티에 실제로 존재하는 "전력 회사"와 "상수도 회사"는 각각 애틀랜틱시티 전력 회사(Atlantic City Electric Company)와 애틀랜틱시티 시립 공공사업청(Atlantic City Municipal Utilities Authority)이다.[162]

6. 5. 오렌지 루프

오렌지 루프(The Orange Loop)는 애틀랜틱시티 해변 근처에 있는 지역으로, 앵커 록 클럽(Anchor Rock Club)과 테네시 비어 홀 같은 라이브 음악 공연장이 많다.[191] 이 지역은 보드워크에서 성 니콜라스 오브 톨렌틴 교회(St. Nicholas of Tolentine Church)까지 대략 직각으로 이어진다.[192][193] 테네시 애비뉴, 세인트 제임스 플레이스, 퍼시픽 애비뉴, 그리고 보드워크에 둘러싸여 있으며, 전통적인 모노폴리 게임판에서 해당 거리의 주황색에서 이름이 유래했다.[194][195][196] 오렌지 루프 원형극장에서는 2022년에 프랜틱 시티 인디 록(indie rock) 음악 축제가 열렸다.[197]

7. 교통

애틀랜틱시티로 들어오는 주요 도로는 블랙 호스 파이크(미국 국도 322/40번 미국 국도), 화이트 호스 파이크(미국 국도 30), 애틀랜틱시티 익스프레스웨이이다.[299] 애틀랜틱시티는 가든 스테이트 파크웨이를 통해 뉴욕에서 남쪽으로 약 약 212.43km, 필라델피아에서 남동쪽으로 약 약 88.51km 떨어져 있다.[300]

뉴저지 트랜짓의 애틀랜틱 시티 철도 터미널[301]은 필라델피아의 30번가 역[302]에서 출발하여 남부 뉴저지의 여러 소규모 지역 사회를 경유하는 애틀랜틱 시티 노선(Atlantic City Line)을 통해 운행된다.

애틀랜틱 시티 버스 터미널에는 뉴저지 트랜짓, 아워버스[304], 그레이하운드 버스 노선 등 지역, 주내 및 주간 버스 회사들이 있다. 그레이하운드 럭키 스트릭 익스프레스는 뉴욕, 브루클린, 필라델피아, 볼티모어, 워싱턴 D.C.[305]에서 애틀랜틱 시티까지 서비스를 제공한다.

시내에서는 뉴저지 트랜짓이 13개 노선을 운영하며 대중교통 서비스를 제공한다.[308][309] 애틀랜틱 시티 지트니 협회(ACJA)는 4개의 고정 노선과 철도 터미널을 오가는 셔틀 서비스를 제공한다.[310]

애틀랜틱시티 국제공항은 도시 북서쪽 14km 에 위치한 뉴저지주 에그하버 타운십에 있으며, 상업용 항공사들이 애틀랜틱시티를 운항한다.

8. 정부

애틀랜틱시티는 1982년 7월 1일부터 포크너 법(공식적으로 선택적 시정 조례로 알려짐)에 따라 시장-의회 시스템(계획 D)으로 운영된다.[209][210][211] 이 도시는 주 전역 564개 시정촌 중 이 형태로 통치되는 71개 시정촌 중 하나이다.[212]

애틀랜틱시티의 통치 기구는 시장과 시의회로 구성되며, 모두 당파적 기반으로 선출되어 11월 총선의 일환으로 4년 임기를 수행한다. 시의회는 9명의 의원으로 구성되며, 6개의 구역에서 각각 1명씩 선출된 6명의 의원과 3명의 전체 선출 의원으로 구성된다. 6개 구역 의석은 함께 선출되고, 시장직과 의회 전체 의석은 2년 후 함께 투표에 부쳐진다.

시의회는 시 정부를 규제하기 위한 조례와 결의안을 제안하기 위해 의회 회의를 개최하는 목적으로 시정촌의 입법권을 행사한다. 또한, 의회 의원들은 시장이 제출한 예산을 검토하고, 도시의 회계 및 재정 거래에 대한 연례 감사를 제공하며, 상임위원회를 구성하고 애틀랜틱시티에 영향을 미치는 중요한 문제를 다루기 위해 공청회를 개최한다.[213]

전 시장 밥 레비는 2007년 애틀랜틱시티 윤리위원회를 설립했지만, 이 위원회는 2년 후 애틀랜틱시티 시의회의 투표로 해산되었다.

2024년 기준, 시장은 마티 스몰 시니어(Marty Small Sr.)이며, 그의 임기는 2025년 12월 31일에 끝난다.[214] 스몰은 2019년 10월 3일 사임한 프랭크 M. 릴리엄 주니어의 뒤를 이었다.[215] 스몰은 처음에 2021년 12월 31일에 끝나는 미결정 임기 동안 임시 시장직을 수행했다.[216]

2020년 5월, 유권자들은 시의회 규모를 축소하고 일상적인 운영에 대한 책임을 선출된 시장에서 임명된 시 관리자로 전환할 의회-관리자 형태의 정부로 도시를 변경하는 것에 대한 주민 투표를 3대 1의 비율로 거부했다.[222]

2019년 12월, 라토야 던스턴은 민주당 시 위원회가 지명한 3명의 후보 중에서 마티 스몰이 시장으로 임명될 때까지 보유했던 제2구역 의석의 잔여 임기를 수행하기 위해 선출되었다.[223] 2020년 1월, 던스턴은 스몰이 2019년 11월에 승리했지만 채우지 않은 2023년 12월에 만료되는 제2구역 의석을 채우기 위해 임명되었다. 던스턴은 유권자가 임기 잔여 기간을 수행할 후보를 선출하는 2020년 11월 총선까지 임시직으로 근무할 것이다.[224]

군 복무 기록에 대한 허위 주장에 관한 질문이 제기된 후, 밥 레비(Bob Levy) 시장(Bob Levy)는 2007년 9월 시 소유 차량을 이용하여 행선지를 알 수 없는 곳으로 시청을 떠났다.[225] 13일간의 부재 후, 그의 변호사는 레비가 재활 병원인 캐리어 클리닉 (Carrier Clinic)에 있다고 밝혔다.[226] 레비는 2007년 10월 사임했고, 당시 시의회 의장이었던 윌리엄 마시(William Marsh)가 시장직을 인수하여 임시 시장이 임명될 때까지 6주간 직무를 수행했다.

애틀랜틱시티는 제2선거구[227]에 위치하며, 뉴저지주 제2주 의회 선거구[228][229][230]의 일부이다.

9. 교육

애틀랜틱시티 교육구(Atlantic City School District)는 유치원부터 12학년까지의 학생들에게 교육 서비스를 제공한다.[273] 2020-21학년도 기준, 11개 학교로 구성된 교육구에는 6,553명의 학생과 617.3명의 교사(정규직 환산 기준, FTE)가 재직하여 학생-교사 비율은 10.6:1이었다.[274]

브리간타인, 롱포트, 마가릿 시티 및 벤트너 시티의 학생들은 각 학교 교육구와의 학생 수송 협정(sending/receiving relationship)에 따라 애틀랜틱시티 고등학교에 다닌다.[291][292]

시 공립학교 학생들은 해밀턴 타운십의 메이스 랜딩(Mays Landing) 지역에 있는 애틀랜틱 카운티 기술학교(Atlantic County Institute of Technology)[293] 또는 소머스 포인트에 있는 공연예술 헌터 테크 고등학교(Charter-Tech High School for the Performing Arts)에 다닐 수 있다.[294]

1908년에 설립된 아워 레이디 스타 오브 더 씨 지역 학교(Our Lady Star of the Sea Regional School)는 가톨릭 학교(Catholic elementary school)이며, 캠든 가톨릭 교구(Diocese of Camden)의 관할 아래 운영된다.[296][297]
