슬럼

3. 원인

슬럼은 여러 가지 원인이 복합적으로 작용하여 발생한다. 주요 원인은 다음과 같다.

• 급격한 농촌-도시 이동: 1950년 이후 세계 인구는 경작 가능한 토지보다 훨씬 빠르게 증가했고, 농업의 경제적 비중은 감소했다. 예를 들어, 인도의 농업 GDP 비중은 1954년 52%에서 2004년 19%로 감소했다.^[48] 사람들은 도시의 더 많은 일자리, 더 나은 교육, 다양한 소득 기회를 찾아 도시로 이주한다.^[50] 그러나 기술 부족과 경쟁 심화로 인해 일자리를 찾지 못하거나, 저렴한 주택 부족으로 슬럼에 정착하는 경우가 많다.^[52][53] 인도네시아 수라바야 이주민의 95.8%는 일자리가 주된 이주 동기라고 답했다.^[51]
• 사회적 네트워크: 친척이나 가족과의 관계 때문에 도시로 이주하는 경우도 있으며, 도시의 가족이 슬럼에 거주하는 경우 함께 슬럼에 살게 되는 경향이 있다.^[54]
• 경제 침체, 불황, 높은 실업률, 빈곤: 경제 상황이 좋지 않으면 슬럼이 발생하고 확대될 가능성이 커진다.
• 비공식 경제: 슬럼은 비공식 경제 활동이 활발한 곳에서 형성되기도 한다.
• 강제 또는 조작된 게토화: 특정 집단을 의도적으로 슬럼 지역에 몰아넣는 경우도 있다.
• 부실한 계획: 도시 계획이 제대로 이루어지지 않으면 슬럼이 발생하기 쉽다.
• 정치: 정치적 이해관계 때문에 슬럼 개선 노력이 방해받기도 한다. 19세기 후반 프랑스 정당들은 슬럼 거주민의 표에 의존하여 슬럼 개선을 막았다.^[98] 브라질 파벨라,^[99] 인도,^[100][101] 케냐의 슬럼^[102] 에서도 비슷한 사례가 나타난다.
• 자연재해 및 사회적 갈등: 자연재해나 사회적 갈등으로 인해 사람들이 슬럼으로 몰리기도 한다. 레바논 내전(1975-1990)으로 많은 레바논 국민이 슬럼을 형성했고,^[105][106] 아프가니스탄에서는 탈레반의 폭력을 피해 카불 주변에 슬럼이 형성되었다.^[107]

4. 특징

슬럼은 건축 품질이 좋지 않고, 인구 밀도가 높은 도시 주거 지역이다. 기반 시설은 노후화되거나 불완전하며, 주로 빈곤층이 거주한다.^[292] 슬럼은 도시 지역에 위치하지만, 일부 국가에서는 주택 품질이 낮고 생활 조건이 열악한 교외 지역에 위치할 수도 있다.^[293] 대부분 신뢰할 수 있는 위생 서비스, 깨끗한 물 공급, 안정적인 전기, 법집행 및 기타 기본 서비스가 부족하다. 슬럼 거주지는 판자집부터 전문적으로 지은 주택까지 다양하며, 품질이 좋지 않거나 기본적인 유지 관리가 제대로 이루어지지 않아 상태가 악화되었다.^[294]

슬럼은 다음과 같은 특징들을 가지고 있다.

• 열악한 주택 구조: 주택은 임시방편으로 지어지며, 주택에 부적합한 자재를 사용한다.^[125][126] 폭우, 강풍 등 자연재해에 취약하다. 종이, 플라스틱, 흙, 진흙, 나뭇가지, 밧줄, 짚, 찢어진 금속 조각 등이 건축 자재로 사용된다. 벽돌과 시멘트가 사용되기도 하지만, 설계 및 구조 공학적 고려가 부족하다.^[127]
• 과밀화: 많은 주택이 단칸방이며, 점유율이 높다. 5명 이상이 한 방을 공유하며, 요리, 수면, 생활 공간으로 사용된다. 인도 콜카타의 빈민가에서는 10명 이상이 45m² 방을 공유하기도 한다.^[132] 케냐 나이로비의 키베라 빈민가의 인구 밀도는 헥타르당 2,000명으로 추산된다.^[133]
• 공공 인프라 부족 또는 부적절함: 안전한 식수, 전기, 기본적인 의료 서비스, 경찰 서비스, 저렴한 대중교통, 소방/구급 서비스, 하수 처리 시설, 포장 도로 등이 부족하다.^[135][136] 쓰레기 수거 서비스 부족으로 쓰레기가 축적된다.^[139]
• 낮은 사회경제적 지위: 주민들은 낮은 사회경제적 지위를 가진다.^[145] 높은 실업률과 빈곤으로 인해 범죄, 마약, 알코올 중독, 자살 등이 빈발한다. 개발도상국의 슬럼에서는 비위생적인 환경으로 전염병이 유행하기도 한다.
• 토지 소유의 비공식성: 초기 빈민가는 도시 근처의 바람직하지 않은 토지에 위치한다.^[1] 일부 이민자들은 무주지를 점유하기도 한다.^[118]

5. 문제점

슬럼은 높은 실업률과 빈곤으로 인해 여러 사회 문제를 야기한다. 이러한 문제에는 범죄, 마약, 알코올 중독, 자살 등이 포함된다.^[292] 특히 범죄와 악행이 자주 일어나는 무법 지대가 된 지역은 '''암흑가'''라고 불린다.

개발도상국의 많은 슬럼에서는 비위생적인 환경으로 인해 콜레라, HIV/AIDS, 홍역, 말라리아, 뎅기열, 장티푸스, 결핵 등의 전염병이 유행하는 경우가 많다.^{[188][189][190][191][192][193][194][195][196][197][198][199]}

6. 대응 및 해결 방안

슬럼 문제는 복잡하고 다양한 원인에 의해 발생하므로, 단기적인 해결책보다는 장기적이고 종합적인 접근이 필요하다. 여러 국가에서 슬럼 문제를 해결하기 위해 다양한 전략을 시도해왔다.^[300]

일부 도시 및 주 정부는 빈민가를 단순히 제거하려는 시도를 해왔다.^[240][241] 그러나 이러한 강제적인 빈민가 철거는 빈민가를 유발하는 사회 문제(빈곤, 높은 실업률 등^[95])를 무시하는 경향이 있다는 비판을 받는다.^[244][245]

빈민가 이전 전략은 빈민가를 제거하고 빈민들을 도시 외곽 지역으로 이주시키는 방식이지만,^[246] 빈민가 주민들의 고용 기회, 직장과의 거리, 사회생활 등 삶의 여러 측면을 무시한다는 비판을 받는다. 이는 빈민들에게 경제적 불안을 야기할 수 있다.^[247][248]

일부 정부는 빈민가 개선을 통해 빈민가를 도시 개발의 기회로 접근하기도 한다.^[251][252] 이 방식은 하수 처리, 안전한 식수 공급, 안전한 전력 공급, 포장도로, 빗물 배수 시스템 등 기본적인 인프라를 갖춘 빈민가를 개선하려고 한다.^[253] 그러나 대부분의 빈민가 개선 프로젝트는 엇갈린 결과를 보였다.^[254] 초기에는 유망해 보였지만, 시간이 지나면서 이전보다 더 나쁜 상태로 돌아가는 경우도 있었다.^[256]

미국과 유럽에서는 신뢰할 수 있는 고속 대중교통 시스템, 고속도로, 공공주택 프로젝트와 같은 도시 인프라 개발이 빈민가 감소에 중요한 역할을 했다는 주장이 제기되었다.^[265][266] 런던 지하철과 같은 대중교통의 확장은 도시의 빈민가 감소에 기여한 것으로 평가받고 있다.^[267] 도시 인프라 개발과 저렴하고 안정적인 대중교통, 공공주택 프로젝트를 결합하는 것이 빈민가 감소 및 예방에 효과적인 방법 중 하나였다.^[273]

유엔은 "빈민가 없는 도시"라는 목표를 달성하기 위해 정부가 활발한 도시 계획, 도시 관리, 기반 시설 개발, 빈민가 개선 및 빈곤 감소를 추진해야 한다고 주장한다.^[232]

슬럼은 전 세계적으로 많은 도시에서 발견되며, 각 슬럼은 지역적 특성과 역사적 배경에 따라 다양한 형태로 나타난다. 슬럼은 일반적으로 도시 지역에 위치하지만 일부 국가에서는 주택 품질이 낮고 생활 조건이 열악한 교외 지역에 위치할 수도 있다.^[293]

19세기부터 20세기 후반까지 미국과 유럽에서는 도시화 증가로 인해 슬럼이 흔하게 발생했다.^[295][296] 슬럼은 여전히 개발도상국의 도시 지역에서 주로 발견되지만 선진국에서도 여전히 발견된다. 세계 최대의 슬럼가는 파키스탄 카라치의 오랑이(Orangi)에 있다.^{[297][298][299]}

2009년 기준으로 도시 거주자 중 슬럼 지역 거주 비율이 높은 국가는 중앙아프리카 공화국(95.9%), 차드(89.3%), 니제르(81.7%), 모잠비크(80.5%) 등이었다.^[278]

남아시아와 사하라 이남 아프리카 국가의 일부 도시에서는 슬럼 지역이 소규모 인구만 수용하는 것이 아니라, 도시 인구의 상당 부분을 차지할 정도로 광범위하게 퍼져 있다. 이러한 곳은 때때로 "슬럼 도시"라고 불린다.^[279]

"슬럼(slum)"이라는 단어는 런던 이스트엔드에서 유래한 영국 속어로, 원래는 "방"을 의미했으며, 1845년경에는 "뒷골목, 가난한 사람들의 거리"를 뜻하는 "back slum"으로 발전한 것으로 여겨진다.^[14]

Tent_city|텐트 시티^영어는 임시 간이 주택이라는 점에서 샨티 타운과 비슷하지만, 지방 자치 단체나 군대, 국가 등의 공공 기관이 재난 피해자, 난민, 군인을 수용하기 위해 설치하는 주택 단지이며, 공인된 지역이다.
