3. 운동 구조 및 이념

안티파 그룹들은 "느슨하게 연결된 네트워크와 신뢰와 연대의 비공식적 관계를 통해 지역 및 국가 경계를 넘어 극우 활동에 대한 자원과 정보를 공유한다."

안티파 운동에 참여하는 개인들은 일반적으로 반권위주의, 반자본주의, 반파시스트, 및 반국가적 견해를 가지며, 다양한 좌파 이념을 따른다. 대다수의 지지자들은 스스로를 혁명가로 묘사하는 아나키스트, 공산주의자, 및 기타 사회주의자이며, 일부 사회민주주의자와 미국 좌파의 다른 사람들, 그 중 환경 운동가, LGBT 및 원주민 권리 옹호자^[50] 역시 안티파 운동을 지지한다. 이들은 주류 정치보다는 직접 행동을 선호하며,^[40] 극우 세력에 대한 물리적 저항을 포함한 다양한 전술을 사용한다.

안티파는 우익 극단주의와 백인 우월주의에 대한 반대로 연합되어 있다.^[40] 안티파 활동가들은 보수주의와 자유주의 반파시즘을 모두 거부한다.^[40] 안티파 운동은 일반적으로 주류 자유 민주주의를 회피하며, 선거 정치보다 직접 행동을 선호한다.^[40]

3. 1. 주요 활동 및 전술

안티파는 극우 집회 반대 시위, 정보 수집 및 폭로, 지역 사회 조직, 상호 원조 등 다양한 활동을 전개한다.^[61] 특히, '노 플랫폼(no platforming)' 전략을 통해 극우 인사들의 공개 발언 기회를 박탈하고, '신상털기(doxing)'를 통해 극우 인사들의 신상을 공개하여 사회적 압력을 가하는 전술을 사용하기도 한다.

직접 행동은 안티파 운동의 핵심이며, 이들은 백인 우월주의의 진전을 막기 위해 경찰이나 국가에 의존하지 않고 대중의 반대를 옹호한다. 스콧 크로우는 "증오 발언은 자유 발언이 아니"며, "사람들을 위험에 빠뜨린다면 그렇게 할 권리가 없다"고 주장하며, 안티파는 그들이 있는 곳으로 가서 갈등을 일으키고 그들을 막으려 한다고 말했다.

안티파는 때때로 곤봉과 막대기를 휴대하며 대결적인 접근 방식을 취하고, 시위 중 재산 피해를 일으키는 것으로 알려져 있다. 스콧 크로우는 안티파 추종자들이 재산 파괴가 폭력과 같지 않다고 믿는다고 말한다. 로스앤젤레스 타임스에 따르면, 안티파 시위대는 "폭도 폭력"에 가담하여 트럼프 대통령 지지자 소규모 시위와 백인 우월주의자 또는 나치라고 부정확하게 비난한 다른 사람들을 공격했다.^[55] 샬러츠빌에서는 백인 우월주의자들을 상대로 곤봉과 염료 액체를 사용하기도 했다. 언론은 안티파 시위대가 시위를 기록하는 동안 기자들을 괴롭히거나 공격하거나 장비를 손상시킨 사례를 보도했다.^{[56][57][58][59]}

안티파 활동가들은 블랙 블록 전술을 사용하는데, 이는 감시를 피하고 참가자들 사이에 평등과 연대 의식을 만들기 위해 검은 옷을 입고 얼굴을 가리는 것이다.^[62] 마스크를 착용하여 반대편 시위자들이나 경찰, 카메라로부터 신원을 숨긴다.^[63]

조지 플로이드 시위에서 안티파는 폭력의 상당 부분에 대한 책임으로 비난을 받았지만, 복스는 안티파 단체 회원들이 반인종차별주의 및 반백인 민족주의적 대의를 위해 전단 캠페인, 지역 사회 조직 등 전통적인 활동을 수행한다고 밝혔다.^[65] 시애틀 캐피톨 힐 자치구에서 많은 소규모 사업주들은 안티파로 확인된 사람들이 블랙 라이브스 매터와 안티파를 구별하면서 고객에 대한 많은 폭력과 위협에 대해 비난했다.^[66]

4. 역사

안티파 운동의 기원은 1920년대 베니토 무솔리니의 국가 파시스트당에 반대하는 이탈리아의 반파시스트 운동과, 1930년대 독일 나치즘에 저항하는 운동에서 찾을 수 있다.^[45] 이념적으로 미국의 안티파는 1930년대 반나치 활동가들의 후계자로 간주된다. 미국의 많은 반파시스트 지도자들은 노동 조직 및 투쟁 경험이 있는 이탈리아 출신의 아나키스트, 사회주의자, 생디칼리스트 망명자였다.^[45]

현대 안티파 정치는 1970년대와 1980년대에 펑크 록 장면에 백인 우월주의 스킨헤드가 침투하는 것에 대한 반대와 베를린 장벽 붕괴 이후 독일에서 신나치주의가 등장한 것에서 찾을 수 있다. 독일에서 아나키스트와 펑크 팬을 포함한 젊은 좌파는 거리 수준의 반파시즘을 재개했다. 피터 베이너트는 "1980년대 후반, 미국의 좌파 펑크 팬들은 이에 따라, 처음에 그들의 단체를 반인종차별 행동이라고 불렀는데, 미국인들이 파시즘과 싸우는 것보다 인종차별과 싸우는 것에 더 익숙할 것이라는 이론에 근거했다."라고 적었다.

다트머스 대학교 역사학자 마크 브레이는 저서 ''안티파: 반파시스트 핸드북''에서 반인종차별 행동(ARA)을 미국의 현대 안티파 단체의 전신으로 평가한다.^[7] 1980년대 후반과 1990년대에, ARA 활동가들은 KKK단, 신나치주의자 및 기타 다양한 백인 우월주의자들이 모집하는 것을 막기 위해 인기 있는 펑크 록 및 스킨헤드 밴드와 함께 투어했다.^[46][47] 그들의 모토는 "우리는 그들이 가는 곳으로 간다"였으며, 이는 콘서트에서 극우 활동가와 대결하고 공공 장소에서 그들의 자료를 적극적으로 제거한다는 것을 의미했다.^[48] 2002년, ARA는 백인 우월주의 단체 창조자 세계 교회의 수장인 매튜 F. 헤일의 펜실베이니아 연설을 방해하여 싸움과 25명의 체포로 이어졌다.

2007년, 로즈 시티 안티파는 안티파라는 이름을 사용한 최초의 단체로 추정되며, 전 ARA 멤버들에 의해 오리건주 포틀랜드에서 결성되었다.^[49][50][51] 미국의 다른 안티파 단체들은 다른 계보를 가지고 있다. 미네소타주 미니애폴리스에서는 1987년에 신나치 단체와 직접 싸우려는 의도로 발디스라는 단체가 결성되었다. 2013년, ARA의 "가장 급진적인" 지부들이 토치 안티파 네트워크를 결성했으며,^[52] 이는 미국 전역에 지부를 두고 있다.^[53] 다른 안티파 단체들은 NYC 안티파와 같은 다른 협회의 일부이거나 독립적으로 운영된다.^[54]
주요 사건2017년 2월 버클리 시위에서 안티파 활동가들은 극우 논객 마일로 야노풀로스의 강연에 반대하며 시위를 주도했다.^[67][68] 이들은 화염병을 던지고 창문을 부수는 등 10만 달러 상당의 피해를 입혔다고 언론은 보도했다.

2017년 8월 샬러츠빌에서 열린 우익 통합 집회에 맞서 안티파는 대규모 반대 시위를 조직하고 백인 우월주의자들과 물리적으로 충돌했다. 보스턴 자유 발언 집회에 항의할 준비를 하던 단체들은 샬러츠빌의 폭력 사태 이후 계획이 널리 알려졌다. 이 행사에는 대체로 평화로운 4만 명의 반대 시위대가 모였다.^[69]

안티파는 폭력적인 전술 사용, 언론의 자유 침해, 극단주의 이념 추구 등의 이유로 비판을 받기도 한다.^[88] 피터 베이나트는 안티파가 권위주의의 정반대를 추구하지만, 어떤 미국인이 공개적으로 집회를 열 수 있는지 결정할 권한을 스스로에게 부여했고, 이는 민주적 토대에 기반하지 않는다고 비판했다. 놈 촘스키는 안티파를 "우파에게 보내는 큰 선물"이라고 묘사했다.

반명예훼손 연맹(ADL)은 지난 수십 년 동안 극우 단체에 의한 살인은 수백 건에 달하지만, 안티파 관련 살인 혐의는 단 한 건뿐이라고 밝혔다.^[88] 남부 빈곤 법률 센터(SPLC)는 안티파를 국내 테러 단체로 지정하는 것은 위험하며 시민의 자유에 대한 위협이라고 밝혔다.^[89] SPLC는 또한 안티파 회원들이 "충돌과 재산 범죄에 연루되었지만, 치명적인 폭력의 위협은 극우 극단주의자들이 제기하는 위협에 비하면 미미하다"라고 보고했다.^[138]

2017년 6월, 안티파 운동은 뉴저지주 국토안보 및 방위청에 의해 "무정부주의적 극단주의"와 연관되었다.^[90] 2017년 9월, ''폴리티코''는 국토안보부(DHS)와 연방수사국(FBI)이 "무정부주의적 극단주의자"가 2016년 4월 다양한 대상에 대한 공개 집회에서 폭력의 주요 선동자라고 믿고 있음을 나타내는 기밀 문서와 인터뷰를 확보했다고 보도했다.

2020년 7월, FBI 국장 크리스토퍼 A. 레이는 상원 법사위원회에서 FBI가 "안티파를 조직이라기보다는 이념으로 간주한다"고 증언했다.^[94][95] AP통신에 따르면 레이는 "안티파 활동가가 심각한 문제라는 점에 이의를 제기하지 않았"으며, 안티파는 "실제 존재"하며 FBI는 안티파로 식별된 개인을 포함하여 "폭력적인 무정부주의적 극단주의자"라고 묘사할 만한 조사를 수행했다고 말했다.^[95]

도널드 트럼프 행정부와 보수 진영은 안티파를 테러 단체로 지정하려는 시도를 하기도 했다.^{[111][112][113][114]} 2019년 7월, 공화당 소속 빌 캐시디 상원의원과 테드 크루즈 상원의원은 안티파를 국내 테러 단체로 지정하는 구속력 없는 결의안을 발의했다.^[97] 2020년 6월, 톰 코튼 상원의원은 경찰의 폭력과 인종차별에 반대하는 시위를 진압하기 위해 군사력을 사용할 것을 주장하며, "안티파 테러리스트"를 진압하기 위해 제101공수사단을 파견해야 한다고 촉구했다.^[98] 윌리엄 바는 폭력을 "안티파와 유사한 전술을 사용하는 무정부주의적이고 극좌파 극단주의 단체"의 탓으로 돌리고^[107] "안티파 및 기타 유사 단체"의 행동을 "국내 테러"로 묘사했다.^[108] 그러나 트럼프는 현행법에 따라 연방 정부가 미국 국무부의 외국 테러 조직 목록에 있는 조직만을 테러 단체로 지정할 수 있으며 안티파는 특정 조직이 아닌 느슨하게 연관된 운동이기 때문에 그렇게 할 권한이 없다.^{[115][116][117]}

2020년 9월, 민주당 대통령 후보인 조 바이든 역시 안티파의 폭력 행위를 비난했다.^{[101][41][102]} 2017년 8월 29일, 당시 미국 하원 야당 대표였던 낸시 펠로시는 캘리포니아 주 버클리에서 발생한 안티파 활동가들의 폭력을 비난했다.

대한민국에서 안티파는 대중에게 낯선 개념이다. 그러나 진보 진영 일각에서는 안티파의 반파시즘, 반인종차별주의 이념에 공감하는 목소리가 존재한다. 반면 보수 진영에서는 안티파를 폭력적인 극좌 세력으로 간주하며 경계하는 시각이 우세하다. 특히, 2020년 조지 플로이드 사망 항의 시위 당시 일부 보수 언론이 안티파를 폭력 시위의 주동자로 지목하면서 부정적인 인식이 확산되기도 했다.^{[157][158][120][159][160][161]}

안티파 운동은 학계와 언론에서 다양한 관점으로 분석되고 있다.^{[65][87][187][188]} 역사가 마크 브레이는 안티파 운동을 연구하면서 백인 우월주의 및 파시스트 집단에 대한 조직적이고 집단적인 자기 방어는 정당하고 필요한 대응이라고 말했다.^[81] 지리학 강사이자 현대 우파에 관한 저술가인 알렉산더 리드 로스는 안티파 단체가 파시즘에 대항하기 위한 가장 훌륭한 모델 중 하나를 대표한다고 주장했다.^[82]

반면, 역사학자이자 ''디센트'' 잡지 편집자인 마이클 카진은 폭력이 비좌파들에게 좌파를 파괴적이고 무법적인 세력으로 여기게 만들 수 있다고 지적했다. 역사학자 루스 벤-기아트는 안티파의 방법론이 좌파의 폭력과 우파의 공격을 동일시하게 만들 수 있다고 우려하며, 좌파의 호전성이 권력과 우파의 동맹에 의한 탄압을 정당화할 수 있다고 말했다.^[2] 저널리즘 및 정치학 교수인 피터 베이나트는 안티파가 어떤 미국인이 공개적으로 집회를 열 수 있는지 결정할 권한을 스스로에게 부여했고, 이는 민주적 토대에 기반하지 않는다고 비판했다.

유나이트 더 라이트 집회에 대한 반대 시위에 참석한 반인종주의 지식인 코넬 웨스트는 안티파 덕분에 짓밟히지 않았다고 말했다.^[83][84][85] 베테랑 급진 활동가 놈 촘스키는 안티파를 "우파에게 보내는 큰 선물"이라고 묘사했다. 파시즘과 극우에 관한 저술가인 엘리너 페니는 촘스키에 반대하며 물리적 저항이 여러 번 지역 주민들을 인종차별적 폭력으로부터 보호했다고 주장했다. 나타샤 레너드는 리처드 B. 스펜서가 2018년 3월 대학 투어를 중단한 것을 언급하며 안티파의 행위가 극우에게 도움이 된다는 주장을 반박했다.^[86][87]

2018년 범죄학 교수 게리 라프리는 안티파와 테러리즘의 연관성에 대해 연구한 결과, 안티파 지지자들의 행동이 테러리즘의 모든 요소를 포함하지는 않는다고 결론지었다.^[189] 2020년 6월, 전략 및 국제 연구 센터(CSIS)는 1994년부터 미국에서 발생한 893건의 테러 사건 데이터베이스를 구축했다.^{[192][190][191]} 2020년 7월 ''가디언''이 데이터베이스를 분석한 결과, 1994년 이후 안티파 또는 반파시즘과 관련된 살인 사건은 없었다.^[192] CSIS 데이터베이스는 2020년 10월 마이클 레이노엘의 애런 다니엘슨 살해 혐의를 포함하도록 업데이트되었다.^[192]

미국의 소리는 네트워크 전염 연구소의 보고서를 요약하여 안티파와 같은 좌파 운동은 분산되어 있고 극우 세력보다 덜 치명적인 것으로 보이지만, 평화로운 시위를 법 집행 기관과의 폭력적인 대결로 전환할 수 있다고 밝혔다. 반극단주의 프로젝트의 선임 연구 분석가인 조쉬 리포위는 분산된 안티파 운동은 더 잘 조직된 극우 단체보다 위협이 적다고 말했다.^[197]
