결국 1855년 8월 1일, 요새 내에 이민자 착륙소가 개장되어 이틀 후부터 이민자 처리를 시작했다.[73][74][75] 처음 처리된 이민자의 신원은 알려지지 않았지만, 영국인 노동자 리처드 리처즈가 가장 큰 배의 승선 명부에 처음으로 이름을 올렸다.[61] 뉴욕 주 정부는 클린턴 성의 이민자 처리소 전환을 지지했지만, 뉴욕 시 정부는 반대하며 이민 위원회가 임대 조건을 위반했다고 비난했다.[76][77] 이러한 불만은 클린턴 성의 엄격한 정책 때문에 이민자들을 가로챌 수 없었던 예약 대리인 및 하숙집 운영자들로부터 나온 것이었다.[78]
