2. 배경

2. 1. 피선거권

대통령 후보는 공공 부문 또는 민간 부문의 엄격한 자격 요건을 충족해야 한다. 공공 부문 요건은 지정된 공직, 주요 법적 위원회, 또는 국영 기업의 최고 경영자 직책을 역임한 경우 자동 통과된다. 민간 부문 요건은 자기 자본 5억싱가포르 달러 이상, 순이익을 보유한 회사의 최고 경영자 직책을 역임한 경우 자동 통과된다.[278] 대통령 후보자 평가 위원회(PEC)의 심사를 통해 자동 통과 조건과 동등한 능력 및 경험을 인정받을 수도 있다.[279]

2. 2. 선거 절차

대통령 선거는 현직 대통령의 임기 만료 3개월 이내에 실시되어야 한다.[287][288] 후보자는 자격 증명서(COE)와 지역 증명서를 발급받아야 한다.[289]

리셴룽 총리는 2023년 8월 11일에 선거 공고를 발표했다.[290][291] 이 공고에는 2023년 8월 22일 킹 조지 애비뉴 9번가에 있는 인민협회 본부에서 최종 후보자를 발표한다고 지정했다. 이번 대선의 선거관리위원장은 주택개발위원회 CEO인 탄멍뒤로, 2020년 총선에 이어 두 번째로 선거관리를 맡았다.[292]

8월 30일, 싱가포르 노동자당(WP)은 대통령 선거에서 어떤 후보도 지지하지 않을 것이라고 밝혔다.[132] 타만 샨무가라트남의 아들 아킬란 샨무가라트남이 재무부 공무원으로 근무하고 있다는 사실이 알려지면서 이해 상충 가능성에 대한 논란이 일었으나, 싱가포르 재무부와 공무원 위원회 사무국은 "이해 상충이 없다"고 밝혔다.[134]

후보들은 냉각 기간 전 마지막 날에 선거 운동을 마무리했다.[135] 응콕송과 탄 킨 리안은 각각 센캉과 호강을 방문했고,[136][137] 타만 샨무가라트남은 마린 퍼레이드를 방문했다.[138]

8월 24일과 8월 30일에는 대통령 후보 방송이 두 차례 진행되었다.

5. 결과

9월 1일 오후 10시 42분경 출구조사 결과가 발표되었는데, 타르만 샨무가라트남 후보가 약 70%, 응콧송 후보가 16%, 탄킨리엔 후보가 14%를 득표한 것으로 나타났다.[297][298] 오후 11시 15분경 응콕송 후보는 승복 연설을 통해 타르만 후보의 승리를 축하했고,[299] 오후 11시 30분경 탄킨리엔 후보도 타르만 후보의 우세를 축하했지만 최종 결과 발표까지 기다리겠다고 밝혔다.[300]

본투표 결과는 다음 날인 9월 2일 0시 23분경에 발표되었다.[301]

5. 1. 재외 투표

재외 투표는 9월 12일에 개표되었다.[301] 재외 투표 개표 결과, 타르만 샨무가라트남 후보가 2,834표(득표율 변동 없음), 응콧송 후보가 595표, 탄킨리엔 후보가 292표를 얻어 타르만 후보가 재외 투표에서도 가장 많은 표를 얻었다.[304][301]

선거관리위원회는 우편투표 2,997건 중 1,345표만 유효표로 인정했다. 최종 투표자 수는 2,534,711명으로, 투표율은 93.41%에서 0.14%p 오른 93.55%로 기록되었다.[304][301]

6. 선거 이후

2023년 9월 1일 투표 결과, 타르만 샨무가라트남 후보가 70.40%의 득표율로 대통령에 당선되었다.[92] 9월 2일 0시 23분(싱가포르 표준시) 개표 담당관 탄멩두이는 타르만 후보의 당선을 공식 발표했다.[92]

타르만 당선인은 리센룽 총리를 비롯한 여러 정치인과 각국 정상들로부터 축하 인사를 받았다.[191][192][193] 낙선한 후보들도 선거 결과에 승복하며 타르만 당선인에게 축하를 전했다.[194][195]

타르만의 당선으로 그의 지지자들은 파인애플을 들고 "옹 라이 후앗 아"를 외치며 당선을 축하했고,[202] 파인애플 관련 식품 판매가 증가하기도 했다.[207]

9월 12일에는 해외 투표 개표가 진행되었고,[185] 할리마 야콥 대통령의 임기는 9월 13일에 만료되었다.[185]

타르만 샨무가라트남의 대통령 취임식은 2023년 9월 14일 이스타나 왕궁에서 거행되었으며, 이로써 6년간의 대통령 임기가 공식적으로 시작되었다.[305] 타르만은 벤저민 헨리 시어스 대통령 이후 관례에 따라 이스타나 왕궁에 거주하지 않기로 결정했다.[306]

6. 1. 반응

리센룽 총리는 타르만 샨무가라트남 당선인에게 축하를 전하며, 그가 대통령으로서의 임무를 훌륭하게 수행할 것이라고 확신했다. 싱가포르 부총리인 로렌스 웡과 헹 스위 키도 타르만 당선인에게 축하 메시지를 보냈으며, 리 총리의 아내 호 칭과 그의 동생 리셴양도 축하를 전했다.[191][192][193]

낙선한 후보들도 타르만 샨무가라트남 당선인에게 축하를 전하며 선거 결과에 승복했다. 옹콕송은 싱가포르인에게 투표할 기회를 제공하는 "최고의 목표"를 달성했다고 말했다. 딴킨리안은 가족의 조언에 따라 "느긋하게 할 것"이라고 발표하며 지지자들에게 감사를 표했다.[194][195]

노동자당(싱가포르) 사무총장 프리탐 싱(싱가포르 정치인)은 변화가 필요하며 자신의 정당이 이를 계속 추진할 것이라고 말했다.[196] 진보 싱가포르 당(PSP)의 창립자인 탄쳉복도 타르만의 캠페인이 "잘 조직되고 품위 있었다"며 타만이 "국민의 선택"이라고 말했다.[197] 현 PSP 사무총장 리옹 문 와이는 이번 선거가 싱가포르 유권자들이 인종적 배경에 따라 투표하지 않는다는 사실을 증명하는 것이라고 말했다.[198] 싱가포르 민주당 사무총장 치순좐은 타르만이 "정신과 글자 모두 충실하게" 임무를 수행하기를 바란다고 했다.[199] 레드 닷 유나이티드의 사무총장 라비 필레몬도 타르만을 축하했다.[206]

여러 노동조합과, 싱가포르 인도 상공 회의소 회장 닐 파렉도 타르만에게 축하 메시지를 보냈다.[201]

6. 2. 취임식

타르만 샨무가라트남의 대통령 취임식은 2023년 9월 14일 이스타나 왕궁에서 열렸으며, 이때부터 6년간의 대통령 임기가 시작된다.[305] 타르만은 벤저민 헨리 시어스 대통령 이후 전임 후보들과 마찬가지로 싱가포르 국민에게 더 가까이 다가가기 위해 이스타나 왕궁에 살지 않겠다고 발표했다.[306]

7. 분석

여러 정치 분석가들은 타르만 샨무가라트남 당선인의 개인적인 매력, 폭넓은 경험, 그리고 온건한 정치적 성향 등이 그의 압도적인 승리에 기여했다고 평가했다.[235] 특히 주롱 GRC에서 2015년과 2020년 두 번의 선거에서 가장 높은 성적을 기록한 점도 주목할 만하다.[235]

응 콕 송 후보의 대중적 노출 부족과 탄 킨 리안 후보의 과거 논란은 상대적으로 낮은 득표율의 원인으로 분석된다.[235] CNA의 투표일 결과 특별 방송에서 유진 탄은 탄 킨 리안 후보가 야당과의 관계를 강조하며 "너무 많은 반대 세력"을 가지고 있다고 지적했다.[235] 또한 탄 킨 리안의 선거 운동은 대통령의 역할을 잘못 이해하고 있다는 비판을 받았으며, "여성 혐오, 인종 차별, 심지어 토착주의적"으로 인식될 수 있는 견해를 표현했는데, 이는 다수의 싱가포르인들이 압도적으로 거부하는 것이었다.[235]

유진 탄은 투표율의 소폭 감소와 무효표 증가가 "항의 투표"의 일환일 수 있다고 언급하며, "이탈이 상당히 클 것이고, 이는 대통령 선거가 어떻게 진행되었는지에 대해 여전히 우려하는 사람들이 있을 수 있다는 신호가 될 것"이라고 덧붙였다.[235]

선거 결과에 대한 다른 정치 분석가들의 반응은 다양했다. 난양 공과대학교의 정치 분석가 펠릭스 탄 박사는 "다소 예상치 못했고 매우 놀랍다"고 말하며 "기성 세력 대 반기성 세력" 구도가 이와 같은 결과에 기여했을 수 있다고 강조했다.[235] 반면, 싱가포르 국립대학교의 종 자이안 부교수는 타르만이 "두 명의 약한 경쟁자"에 비해 엄청난 이점을 가지고 있었다고 비판했다.[235]

''The Straits Times''(ST)는 전통적인 선거 운동이 여전히 효과적이며 유권자들은 그러한 시나리오에 적응할 준비가 되어 있어야 한다고 보도했다.[243]

CNA는 타르만이 누린 큰 승리 격차가 싱가포르 정부 구성원들이 이전에 주장했던, 나이 많은 싱가포르인들이 중국계가 아닌 총리를 받아들일 준비가 되어 있지 않다는 주장을 약화시킨다고 분석했다.[8] 이 결과는 또한 특정 대통령 선거에서 특정 소수 인종의 사람들을 위해 후보를 예약하는 휴지기 유발 모델에 대한 논쟁을 약화시키는 것으로 간주되었다.[1]
