BBC iPlayer의 역사는 2005년 BBC 직원 벤 라벤더가 드라마 뱀파이어 해결사를 토렌트에서 찾다가 좌절한 경험에서 시작되었다. 그는 방송사 차원의 스트리밍 서비스 아이디어를 구상했고, BBC 총괄국장으로부터 "당신이 BBC를 살렸다"는 찬사를 받았다.[211]

서비스 구축에 앞서 'BBC Redux'라는 플래시 기반 크로스 플랫폼 스트리밍 시스템이 개발되었다.[212] 이후 BBC iPlayer는 베타 기간을 거쳐 2007년 12월 25일에 정식 출시되었다.[213] 초기 슬로건은 "지난 7일간의 BBC 텔레비전과 라디오를 다시 보자"였으나, 이후 "잊을 수 없는 순간을 잊지 못하게"로 변경되었다.

2014년 4월, BBC iPlayer는 그래픽과 UI를 개편하여 재출시되었고,[217] 같은 해 10월, 프로그램 이용 가능 기간을 7일에서 30일로 연장했다. 2020년 코로나19 유행으로 인해 1년 이상 지난 프로그램도 시청 가능하게 되었다(일부 프로그램 제외).[217]

2. 1. 개발 과정

초기 iPlayer 서비스는 2005년 10월에 시작되어 2006년 2월 28일까지 5,000명의 광대역 사용자들을 대상으로 5개월간 시범 운영을 거쳤다.[16] 4년간의 개발 기간 동안 완성된 제품이 출시되지 않아, 출시 지연, 리브랜딩, 그리고 BBC 수신료 납부자들의 비용 부담으로 인해 많은 비판을 받았다.[16] 이후, 개선된 iPlayer 서비스는 2006년 11월 15일에 제한적인 사용자 시범 운영을 다시 시작했다. iPlayer는 개발 과정에서 통합 미디어 플레이어(iMP),[17][18] 인터랙티브 미디어 플레이어,[19] MyBBCPlayer[20] 등으로 알려졌다.

iPlayer는 2007년 4월 30일에 BBC 트러스트의 승인을 받았으며, Windows XP 및 Windows Server 2003용 공개 베타 버전은 2007년 7월 27일 자정에 출시되었다. 당시에는 서비스 가입 가능 인원이 제한되었고, 여름 동안 사용자를 통제된 방식으로 늘릴 것이라고 발표했다.[21] BBC는 2007년 7월 27일에 iPlayer를 '출시'한다고 말했지만, 실제로는 베타 버전을 공개 베타로 확장하여 통제된 방식으로 더 많은 사용자를 허용하는 것에 불과하다는 비판을 받았다.[22] 이는 영국 내 ISP와 BBC가 iPlayer 트래픽이 영국 내 인터넷에 미치는 영향을 측정하기 위한 것으로 알려졌다.

공개 베타 버전은 미디어 플레이어, 전자 프로그램 가이드(EPG), 특별히 설계된 다운로드 클라이언트를 통합했으며, 영국 기반 IP 주소가 할당된 컴퓨터에서 BBC 텔레비전 콘텐츠를 방송 후 최대 30일 동안 다운로드할 수 있도록 했다. 그러나 Windows XP 사용자만 사용할 수 있었다.

이는 BBC의 논란이 되는 결정이었고, 이 결정에 반대하는 청원이 10 Downing Street의 e-청원 웹사이트에 게시되었다.[23] 이 청원은 2007년 8월 20일에 16,082명의 서명을 받았다. 정부의 답변은 다음과 같았다.

2007년 10월 16일, BBC는 Adobe와의 전략적 관계를 발표하여, Mac 및 리눅스 사용자, 그리고 Windows 9x 사용자와 같이 iPlayer 다운로드 서비스를 사용하지 않거나 사용할 수 없는 Windows 사용자에게 제한적인 스트리밍 전용 iPlayer 버전을 제공할 것이라고 밝혔다.[26] 이 스트리밍 서비스는 2007년 12월 13일에 출시되었다.[27] 대부분의 프로그램은 다운로드 서비스가 제공하는 30일과 달리, 방송 후 최대 7일 동안 시청할 수 있었다.[27]

2008년 1월부터 iPlayer는 Microsoft Windows 플랫폼에서 Mozilla Firefox를 사용하여 콘텐츠 다운로드를 지원했다.[28]

2. 2. 방송 수신료 논란과 BBC의 대응

2016년 9월 이전에는 iPlayer에서 BBC 텔레비전과 라디오 프로그램 방송분을 스트리밍 방식으로 시청하거나 청취할 때 TV 라이선스(수신료 납부 인증)가 필요하지 않았고, 생방송 콘텐츠를 시청할 때만 요구되었다.[233][56] 그러나 2016년 9월 1일부터 생방송, 기존 방송 여부와 관계없이 모든 iPlayer 콘텐츠를 대상으로 TV 라이선스를 요구하게 되었다.[233][56] 그럼에도 불구하고, 실제 시행은 이용자에게 새로운 요구 사항을 안내하는 팝업창을 띄우는 수준으로, 개개인의 양심에 맡기는 신뢰 시스템 방식이었다. BBC나 TV 라이선스 측 모두 이용자의 납부 여부를 확인하기 위한 구체적인 계획은 발표하지 않았다.[234][57]

2016년 9월, BBC는 이용자가 아동용이 아닌 콘텐츠에 접근하려면 BBC ID 계정으로 로그인해야 한다고 발표하였다.[235][236][58][59] 2017년 5월, iPlayer는 이러한 변화에 대비하여 사용자에게 BBC ID로 로그인을 권장하기 시작했다. 영국 언론들은 BBC의 계정 요구가 iPlayer를 사용하면서 TV 라이선스를 회피하는 이용자들을 추적하기 위해 개인정보를 수집하려는 목적이 아니냐는 추측을 제기했다. 실제로 myBBC 이니셔티브의 런칭 디렉터인 앤드류 스콧은 BBC가 텔레비전 라이선스를 보유하지 않은 iPlayer 사용자를 식별하는 데 도움을 주기 위해 기존 방법과 함께 계정 이메일 주소를 사용할 수 있다고 밝혔다. 그러나 그는 계정 시스템 도입의 주목적은 iPlayer의 콘텐츠 추천 기능, 한 장치에서 시청하던 프로그램을 다른 장치에서 계속 시청할 수 있는 기능 등 BBC 서비스 전반에 걸쳐 개인화 기능을 제공하기 위한 것이라고 강조했다.[237][238][239][60][61][62]

2. 3. 해외판 iPlayer

BBC 텔레비전 프로그램 제작 예산은 영국 텔레비전 수신료와 제3자와의 권리 계약에 따라 확보된다.[240] 따라서 BBC iPlayer에서 서비스되는 TV 프로그램은 영국 내 IP 주소로만 접근할 수 있다. iPlayer 국제판은 2010년 11월 BBC 트러스트의 승인을 받아[240] 2011년 7월 28일 서유럽 11개국을 대상으로 출시되었다.[241] iPlayer 국제판에는 3G, 와이파이를 통해 프로그램을 스트리밍하는 기능과 기기 내 다운로드 저장을 통한 오프라인 보기 기능 등 영국판에는 없는 일부 기능이 포함되었다. 2011년 말에는 호주와 캐나다에서도 론칭하였다.

2011년 미국에도 출시될 예정이었으나 출시일은 발표되지 않았다. 2012년 여름 한 언론 보도에 따르면, iPlayer 미국 출시가 연기된 것은 미국 내 케이블 방송업계의 반발 때문으로, iPlayer가 미국 시장에 진출하면 기존 BBC America 채널로 송출되는 콘텐츠가 중복되어 수익성이 떨어져 채널 송출을 중단하겠다고 압박하고 있다는 보도였다.[242]

2015년 5월, BBC는 iPlayer 국제판 서비스를 종료한다고 발표했다.[243] 2016년 초, BBC 월드와이드는 싱가포르에 iPlayer 서비스를 BBC 플레이어라는 이름으로 리브랜딩하여 출시했다.[244] 2017년, BBC 월드와이드는 ITV plc와 BBC 아메리카의 공동 소유주인 AMC 네트워크 사와의 합작투자의 일환으로, 브릿박스라는 미국 내 VOD 서비스를 신규 출시하였다.[246][247]

2007년 12월 25일, BBC iPlayer는 베타 버전을 종료하고 정식 서비스를 시작했다.[10] 초기에는 PC에서만 이용 가능했지만, 이후 모바일, 게임 콘솔, 스마트 TV 등으로 지원 플랫폼을 확장했다. 2008년 6월 25일에는 새로운 모습의 iPlayer가 출시되었으며,[11] 2010년 5월에는 추천 기능과 소셜 기능을 포함하여 업데이트되었다.[12] 2014년 4월에는 사용자 인터페이스가 변경된 새로운 버전이 출시되었다.[76]

2011년 2월, BBC iPlayer는 ITV, 채널 4, 채널 5 등 다른 방송사의 프로그램 링크를 포함하도록 수정되었다.[13] 사용자가 다른 방송사의 프로그램을 클릭하면 해당 방송사의 다시보기 서비스로 연결된다.

2014년 10월부터 BBC는 iPlayer에서 프로그램 이용 가능 기간을 7일에서 30일로 연장했다.[14] 코로나19 범유행 기간에는 일부 프로그램이 1년 이상 이용 가능하도록 변경되었다.

초기 iPlayer는 P2P 기술을 사용하여 TV 프로그램을 효율적으로 배포했다. 다운로드된 콘텐츠는 DRM이 적용되어 iPlayer 또는 윈도우 미디어 플레이어에서만 재생할 수 있었다. 2008년 12월, BBC는 P2P 대신 HTTP를 통해 콘텐츠를 다운로드하는 방식으로 전환하고, 어도비 에어 기반 클라이언트를 도입했다.[38]

2007년 12월 13일, 어도비 플래시를 사용하는 스트리밍 버전이 출시되었다.[64] 2008년 6월 25일, 사용자 피드백을 바탕으로 iPlayer의 새로운 버전이 개발되었다.[68] 이후 H.264 형식의 고화질 비디오 스트리밍 옵션이 구현되었다.

3. 1. 컴퓨터

웹 브라우저를 통해 BBC iPlayer에 접속할 수 있다. 2008년 1월부터는 마이크로소프트 윈도우 플랫폼에서 모질라 파이어폭스를 사용해서도 콘텐츠를 다운로드할 수 있게 되었다.[28]

2008년 12월 19일, BBC는 OS X 및 Linux 운영 체제를 위한 iPlayer Desktop을 출시했다. 이를 통해 다운로드 서비스는 P2P 기반 배포 모델에서 HTTP 다운로드 모델로 전환되었다.[35][36][37][38] 2013년 9월 26일, BBC iPlayer Desktop은 BBC iPlayer Downloads로 대체되었다.[42][43]

3. 3. 게임 콘솔

PS3용 BBC iPlayer 애플리케이션은 2008년 12월 2일에 출시되었다.[120] 출시 직후 PS3는 iPlayer 트래픽의 6%를 차지하며, 개인용 컴퓨터(85%)와 휴대폰 및 아이팟(7%)에 이어 세 번째로 인기 있는 플랫폼이 되었다.[121] 2010년 11월까지 6백만 명 이상의 사용자가 PS3를 통해 iPlayer에 접속했다.[123]

2009년 9월, PS3 iPlayer는 H.264 재생 및 전체 화면 콘텐츠를 지원하도록 업데이트되었다.[124] 2011년 8월 8일에는 BBC HD 채널을 지원하도록 업데이트되었으나, 대부분의 콘텐츠는 DRM 제한으로 인해 PS3에서 시청할 수 없었다.[126] PS3 iPlayer는 2020년 10월부터 지원이 중단되었다.[127]

Wii에서는 2008년 4월 9일부터 인터넷 채널을 통해 iPlayer를 이용할 수 있었다.[129][130] 그러나 2009년 가을 Wii의 인터넷 채널 업데이트로 인해 일부 콘솔에서는 iPlayer가 작동하지 않게 되었다.[131] 2009년 11월 18일, 전용 Wii 채널 형태의 BBC iPlayer가 출시되어 Wii 숍 채널에서 무료로 다운로드할 수 있었다.[132] 하지만 2015년 2월 10일, BBC는 Wii 숍 채널에서 BBC iPlayer를 제거하고 Wii 서비스를 종료했다.[133]

4. 한국에 주는 시사점

BBC iPlayer의 성공 사례는 한국 공영방송의 디지털 전환에 중요한 시사점을 제공한다. 2007년 출시 이후 단기간에 폭발적인 성장을 기록하며 영국 인터넷 트래픽의 상당 부분을 차지할 정도로 대중화된 점은 주목할 만하다.[172] 2008년에는 영국 ISP들이 BBC에 네트워크 업그레이드 비용 지원을 요구할 정도였다.[180]

iPlayer의 성공 요인 중 하나는 다양한 플랫폼과 기기를 통해 서비스를 제공하여 접근성을 높였다는 점이다. 2009년 10월 기준으로 iPlayer는 컴퓨터(85%)뿐만 아니라 아이팟, 아이폰, PS3 등 15개 플랫폼(15%)에서 이용 가능했다.[177] 2012년 3월에는 영국 온라인 성인의 40%가 iPlayer를 사용할 정도로 보편화되었다.[40]
