2. 역사

1971년 터키 군부 쿠데타와 1980년 터키 군부 쿠데타를 거치면서 터키 내 쿠르드족의 정치적, 사회적 억압은 심화되었다. 쿠르드어 사용과 문화 표현이 금지되고, 쿠르드족의 존재 자체가 부정되는 상황에서, 압둘라 외잘란을 중심으로 한 쿠르드족 청년들은 1978년 쿠르디스탄 노동자당(PKK)를 창설했다.[40][66] PKK는 마르크스-레닌주의와 쿠르드 민족주의를 결합한 이념을 바탕으로 터키령 쿠르디스탄의 독립을 추구하며 무장 투쟁을 시작했다.[343]

1980년대 PKK는 터키 군경 및 마을 경비 시스템과 교전을 벌이는 한편, 정부 시설 및 요인에 대한 테러를 자행했다.[247][248][249] 1990년대에는 터키 정부의 군사 작전 강화와 시리아의 지원 중단으로 어려움을 겪었지만, 몇 차례 휴전을 시도하며 평화 협상을 모색하기도 했다.[256] 그러나 1999년 지도자 압둘라 외잘란이 체포되면서 큰 전환점을 맞게 되었다.[271]

2000년대 들어 PKK는 조직을 재편하고, 명칭을 변경하며(KADEK, Kongra-Gel), 민주적 해결을 목표로 한다고 선언했다.[286] 그러나 2004년 휴전을 중단하고 다시 무력 투쟁을 재개했다.[289] 2010년대에는 터키 정부와 평화 협상을 시도하고 휴전을 선언하기도 했지만, 2015년 수루치 폭탄 테러 이후 터키의 공습으로 평화 프로세스가 결렬되고 다시 충돌이 격화되었다.[319][320][321]

2023년 11월, 이스탄불에서 PKK의 폭탄 테러로 6명이 사망하고 81명이 부상했다.[354] 2024년 현재 PKK는 미국, 유럽 연합 등 여러 국가에서 테러 조직으로 지정되어 있으며,[342] 일본에서도 국제 테러 조직으로 지정되어 자산 동결 대상이다.[355] 터키는 PKK로 인해 4만 명의 터키인이 희생되었다고 주장한다.[356]

2. 1. 1970년대: 창설과 초기 활동

1971년 1971년 터키 군부 쿠데타 이후, 터키 인민 해방군이나 터키 공산당/마르크스-레닌주의와 같은 혁명적 좌파 단체들이 탄압받으면서 공개 활동에 제약을 받게 되었다.[39] 이에 따라 터키 좌파 활동가들은 대학 기숙사나 공동 아파트에서 모임을 가지며 비공개 조직을 결성했다.[39]

1972~1973년, 압둘라 외잘란을 중심으로 앙카라의 학생들이 모여 "쿠르디스탄 혁명가"를 자칭하며 조직의 핵심 이념 집단을 형성했다.[39] 이들은 터키령 쿠르디스탄의 쿠르드족이 자본주의 체제에서 억압받고 있다는 점에 주목했다.[39] 1973년, 이들 중 일부는 다음 해에 금지될 학생 단체인 Ankara Demokratik Yüksek Öğrenim Derneği|앙카라 민주 고등 교육 협회tr (ADYÖD)를 설립하기도 했다.[60] 이후 외잘란 주변의 그룹은 터키 좌파에서 분리되어 터키의 쿠르디스탄 내부 식민주의에 초점을 맞춘 광범위한 논의를 진행했다.[61]

1980년 터키 군부 쿠데타 이후, 쿠르드어는 공적 및 사적 생활에서 공식적으로 금지되었고,[41] 쿠르드어로 말하거나, 출판하거나, 노래하는 사람들은 체포되어 투옥되었다.[42] 쿠르드 문화 표현, 즉 쿠르드어 사용, 복장, 민속, 이름 등이 터키에서 금지되었으며,[62] 터키 정부는 1991년까지 쿠르드족을 "산악 터키인"으로 분류하며 쿠르드족의 별도 존재를 부정했다.[62][63][64][65] 이러한 상황에서 PKK는 터키 쿠르드족의 언어적, 문화적, 정치적 권리 확립을 목표로, 터키의 쿠르드족 억압에 대한 불만이 커지면서 결성되었다.[40]

1978년 11월 26일과 27일, 디야르바키르 리제의 피스 마을에서 창립 회의를 통해 쿠르디스탄 노동자당(PKK)이 정식으로 설립되었다.[66] 창립 회의에서 압둘라 외잘란을 수장으로 하는 7명의 중앙위원회가 선출되었다.[66] 중앙위원회에는 외잘란 외에도 샤힌 뇐메즈, 마즐룸 도안, 바키 카레르 (터키계),[67] Mehmet Hayri Durmuş|메흐메트 하이리 두르무시ku, Mehmet Karasungur|메흐메트 카라숭우르tr, 제밀 바이크가 있었다.[66] 당의 강령인 ''쿠르디스탄 데브림치 요루''는 마르크스주의를 기반으로 했으며,[68] 쿠르디스탄을 식민지화된 존재로 간주했다.[69]

초기에 PKK는 그 존재를 숨기고 있다가, 1979년 7월 정의당의 정치인 메흐메트 젤랄 부자크 암살 시도를 통해 선전으로 존재를 알렸다.[66] 부자크는 PKK가 농민을 착취하고 쿠르드족을 억압하기 위해 터키 정부와 협력했다고 비난한 쿠르드 부족 지도자였다.[66]

2. 2. 1980년대: 무장 투쟁의 시작과 확대

1980년 터키 쿠데타는 쿠르디스탄 노동자당(PKK)에게 어려운 환경을 조성했다. 회원들은 처형되거나 투옥되었으며, 다른 회원들은 시리아로 피신하여 하페즈 알 아사드의 지원을 받아 기지를 설립할 수 있었다.[242] PKK는 팔레스타인 해방 민주 전선(DFLP),[243] 야세르 아라파트의 파타, 사미르 가와샤의 팔레스타인 인민 투쟁 전선(PPSF),[244] 그리고 이라크 쿠르디스탄의 마수드 바르자니의 쿠르디스탄 민주당(KDP)과 협력하여 활동을 용이하게 했다.[245]

1983년 민간 정부 복귀 후, 터키 정부의 군사 및 주요 기관에 대한 공격이 전국적으로 증가했다. PKK의 목적은 장기간의 저강도 분쟁을 통해 터키의 권력을 불안정하게 만드는 것이었다. 1984년 8월 15일, 쿠르디스탄 해방군(''Hêzên Rizgariya Kurdistan'' – HRK)이 창설되었다.[246] 1984년부터 PKK는 터키 쿠르디스탄, 이라크 쿠르디스탄, 시리아, 레바논, 프랑스에 훈련 캠프를 둔 준군사 조직이 되었다. PKK는 시리아 정부로부터 상당한 지원을 받았으며, 다마스쿠스에 본부를 유지할 수 있었고, 이란, 이라크, 리비아 정부로부터도 지원을 받았다. 터키 정부 시설, 군대, 그리고 다양한 국가 기관에 대한 공격과 폭탄 테러가 시작되었다. 이 조직은 터키 군사 목표물에 대한 공격에 집중했지만, 민간 목표물도 공격 대상이 되었다.[247][248][249]

터키 군대, 경찰 및 지역 마을 경비 시스템과의 교전 외에도, PKK는 정부 및 경찰 시설에 대한 폭탄 테러, 정부 및 군 고위 관리, 그리고 국가의 꼭두각시로 지명된 쿠르드족 부족 지도자들에 대한 납치 및 암살을 수행했다. 광범위한 파괴 행위가 계속되었다. 터키 측은 PKK가 주로 이스탄불에서, 또한 다른 휴양지에서 관광객들을 납치했다고 주장했다. 그러나 PKK는 역사적으로 4명의 관광객을 체포했지만, 전쟁 지역에 들어가지 말라고 경고한 후 모두 석방했다. 터키는 반란 진압 작전을 수행했으며, 1982년 터키 헌법에서 분리주의를 명시적으로 비난하고, 1983년부터 PKK가 통제하는 다양한 지역에 계엄령을 선포하는 등 정치적 조치를 취했다. 1985년 당시 총리 투르구트 외잘은 마을 경비 시스템을 창설했다. 마을 경비대 창설은 PKK의 정책 변화를 초래했고, 1986년 10월 3차 당 대회에서 군사 조직을 재편성하고 쿠르디스탄 인민 해방군에 가입하는 것을 의무화했다.[252]

2. 3. 1990년대: 전환과 휴전 시도

1990년대 중반, 터키 정부의 군사 작전 강화와 시리아의 지원 철회로 쿠르드 노동자당(PKK)은 어려움을 겪었다.[253][255] 1993년 3월, 압둘라 외잘란은 자랄 탈라바니 PUK 지도자가 참석한 가운데 터키와의 평화 협상을 촉진하기 위해 한 달간의 일방적인 휴전을 선언했다.[256] 4월 16일 레바논 바르 엘리아스에서 열린 기자 회견에서 휴전은 무기한 연장되었으며, 이 자리에는 쿠르드 정치인 자랄 탈라바니, 인민노동당(HEP)의 아흐메트 튀르크, 케말 부르카이도 참석하여 휴전에 대한 지지를 표명했다.[256] 그러나 5월 터키군이 디야르바키르 주 쿨프에서 13명의 PKK 대원을 살해하면서 휴전은 종료되었다.[257]

1993년 대통령 선거 이후 탄수 칠레르가 총리로 선출되면서 전투와 폭력이 크게 증가했다.[258][259] 1995년 12월, PKK는 새로운 정부가 분쟁에 대해 더 평화로운 접근 방식을 마련할 기회를 주기 위해 또 다른 일방적인 휴전을 발표했다.[258] 그러나 선출된 정부는 협상을 시작하지 않았고, 쿠르드족이 거주하는 마을을 계속 철수시켰다. PKK는 1996년 8월까지 휴전을 유지했지만, 정부의 폭력적인 접근 방식은 지속되었다.[258]

1998년 터키는 시리아에 대한 압력을 강화하여 PKK에 대한 지원을 중단시켰다.[268][269][270] 1999년, PKK 지도자 압둘라 외잘란은 체포되어 재판을 받고 사형을 선고받았지만, 이는 터키 정부가 유럽 연합 가입을 추진하는 과정에서 나중에 종신형으로 감형되었다.[271]

2. 4. 2000년대: 재편과 휴전, 그리고 재개

압둘라 오잘란 체포 이후, PKK는 재편되어 새로운 지도자를 선출했다. 2000년 1월 제7차 당대회에서 군사 조직이었던 쿠르디스탄 인민 해방군(ARGK)은 인민방위군(HPG)으로 대체되었으며, 분쟁의 민주적 해결을 목표로 한다고 선언했다.[286] 그러나 PKK는 새로운 구성원을 계속 모집하고 전투력을 유지했다.

2002년 4월, PKK는 조직명을 쿠르디스탄 자유 민주주의 회의(KADEK)로 변경하고 비폭력 활동을 선언했다.[286] 그러나 무장 조직인 HPG는 해산하지 않고 자위를 위해 무기를 포기하지 않을 것이라고 밝혔다. 2003년 11월, 다시 조직명을 쿠르디스탄 인민 회의(Kongra-Gel, KGK)로 변경했다. 이 과정에서 내부 갈등으로 1,500명의 무장 대원이 조직을 떠났고, 니자메틴 타스와 오스만 오잘란을 포함한 많은 개혁주의 지도자들도 탈퇴했다.[287]

2004년 6월, 콩라-겔은 터키 보안군이 휴전을 존중하지 않는다고 비난하며 휴전을 중단했다. 2005년, 조직의 원래 이름인 PKK가 복원되었고, 콩라-겔은 쿠르디스탄 공동체 연합(KCK)의 입법부가 되었다.[289][290]

2006년, 쿠르드 자유 매(TAK)라는 급진적인 쿠르드 분리주의 단체가 PKK의 휴전 협상 노력을 훼손하며 여러 공격에 대한 책임을 주장했다.[291] 2006년 10월 1일, PKK는 일방적인 휴전을 선언했지만,[292] 공격은 계속되었다.

2009년 4월 13일, PKK는 DTP가 99개 지방자치단체에서 승리한 후 휴전을 선언하고 협상이 논의되었다.[293] 정의개발당(AKP)은 "쿠르드 개방"을 추진했지만, 이후 "민주적 개방", "국가 통합 프로젝트"로 명칭을 변경했다.[293]

2012년은 1999년 이후 터키 정부와 PKK 간의 무력 충돌에서 가장 폭력적인 해였다. 협상 실패로 인해 충돌이 격화되었으며, PKK는 시리아 내전에서 시리아 쿠르드족의 세력 확장에 힘입어 공격을 강화했다.[295]

2. 5. 2010년대: 평화 프로세스와 결렬

2012년 말, 터키 정부는 압둘라 외잘란과 비밀 회담을 시작했고, 2013년 3월 21일 휴전이 발표되었다.[351] 회담을 원활하게 하기 위해 정부 관계자들은 감옥에 갇힌 외잘란과 이라크 북부의 PKK 지도자들 사이에 서신을 전달했다.[350] 4월 25일, PKK는 터키 영토를 떠날 것이라고 발표했다. 사령관 무라트 카라일란은 "진행 중인 준비의 일환으로, 철수는 2013년 5월 8일에 시작될 것입니다. 우리 군대는 철수하는 게릴라 부대에 대한 공격, 작전 또는 폭격이 있을 경우 보복할 권리를 행사할 것이며 철수는 즉시 중단될 것입니다."라고 말했다.[352]

이라크의 자치 쿠르디스탄 지역은 북쪽 이웃에서 온 난민에 대한 아이디어를 환영했다.[353] 평화 민주당(BDP)은 이 지역 전역에서 회의를 열어 철수를 앞두고 우려하는 시민들에게 알렸다. "5월 8일은 우리가 기대하고 두려워하는 날입니다."라고 당 지도자 피나르 이을마즈는 말했다. "우리는 정부를 전혀 믿지 않습니다. 여기 많은 사람들은 게릴라가 떠나면 터키 군대가 우리를 다시 탄압할까 봐 두려워합니다."[351]

철수는 계획대로 시작되어 터키 남동부에서 이라크 북부로 국경을 넘어가는 전투원 그룹이 있었다.[349] 그러나 바그다드의 이라크 지도부는 무장 단체를 자국 영토에서 받아들일 수 없다고 선언했다. "이라크 정부는 모든 정치적이고 평화로운 해결을 환영합니다."라고 공식 성명서에서 밝혔다. 2014년, ISIL(이슬람 국가)의 발호에 맞서 PKK는 시리아 내전의 일환으로 시리아에서 ISIL과 교전했다.[309] 8월에는 이라크 북부에서 IS와 교전했고,[310] 신자르 산에서 수만 명의 야지디족이 탈출하도록 도왔다.[312] 터키 정부에 IS에 대한 입장을 취할 것을 압박했다.[311] 코바니 포위전 동안 일부 PKK 전투원은 쿠르드 도시 코바네를 공격하는 IS군과 교전했는데, 이로 인해 국경에서 터키인들과의 갈등이 발생했고, 1년 넘게 유지되었던 휴전이 종료되었다.[313] PKK는 터키가 ISIS를 지원하고 있다고 말했다. 3. 이념 및 목표

PKK는 초기에는 마르크스-레닌주의와 쿠르드 민족주의를 결합한 이념을 바탕으로 쿠르디스탄에 독립 국가를 건설하는 것을 목표로 했다.[343] 1970년대 초, 이 단체는 급진 좌파에서 시작되었으며, 주로 데브-겐츠를 비롯한 기존 좌파 단체에서 회원을 모집했다.[70] 1980년대에는 급진 좌파를 따르는 터키인을 포함한 다른 민족 집단과 함께 했고 협력했다.[70] 처음에는 세계 공산주의 혁명의 일부로 자처했다.[70]

1990년대 중반 이후, PKK는 독립 요구에서 터키 국가 내에서의 동등한 권리와 쿠르드 자치를 요구하는 것으로 목표를 수정했다.[75][77][76] 1995년 오잘란은 "우리는 어떤 조건 하에서도 분리 국가를 고집하지 않습니다. 우리가 매우 공개적으로 요구하는 것은 국민의 기본적인 경제적, 문화적, 사회적, 정치적 권리가 보장되는 국가 모델입니다."라고 말했다.[77] 이러한 변화는 자치 공화국으로의 전환으로 해석되지만,[78] 일부 학자들은 PKK가 여전히 독립을 궁극적인 목표로 삼고 있으며, 국가 건설보다는 사회 건설을 통해 이를 달성하려 한다고 결론 내렸다.[79][80]

4. 조직 구조

PKK는 1978년 압둘라 외잘란을 당수로 하여 터키 남동부에서 결성되었다.[342] PKK의 초기 이념은 마르크스-레닌주의와 쿠르드 민족주의를 융합한 것으로, 쿠르디스탄에 독립 국가를 세우는 것을 목표로 했다.[343] 1984년에는 독립 국가 건설을 목표로 터키에 대한 무장 투쟁을 시작했다.[342]

1999년, PKK 지도자 압둘라 외잘란이 체포 및 수감된 후 마르크스-레닌주의를 포기했다.[344] 이후 PKK는 1995년에 공식적으로 그 목표를 민주적 자치 및 무계급 사회의 실현으로 변경했다.[345] 2002년에는 PKK는 스스로의 사명을 다했다며 조직명을 쿠르디스탄 자유 민주 회의 (KADEK)로 변경했다.[346] 2003년에 KADEK은 해산되었고 쿠르드 인민 회의 (KONGRA-GEL)가 재결성되었으나 분열 후 2005년 4월에 조직 명칭이 원래의 PKK로 돌아갔다.[346]

2005년 3월 20일, 외잘란은 민주 연방제의 필요성에 대해 이야기하기 시작했다.[347] 2007년 5월에는 PKK뿐만 아니라 이란, 이라크, 시리아의 쿠르드족 정당을 산하에 두는 쿠르디스탄 공동체 연합 (KCK)이 결성되었다.[348]

PKK는 1984년 쿠르디스탄 해방 여단()으로 처음 결성된 무장 조직을 가지고 있었으며,[97] 1986년에는 쿠르디스탄 인민 해방군()으로 개칭되었고,[98] 1999년에는 다시 인민방위군 ()으로 개칭되었다.[99]

2007년 7월, 터키군 참모총장이 공개한 1984년부터 2007년까지 쿠르드 노동자당(PKK) 조직원으로부터 압수한 무기의 출처에 따르면, 조직원들은 일부 무기의 일련 번호를 지웠다. 추적이 가능한 무기의 총 수량과 출처는 다음과 같다.[158]

PKK는 1984년 쿠르디스탄 해방 여단(, HRK)으로 처음 결성된 무장 조직을 가지고 있었으며,[97] 1986년에는 쿠르디스탄 인민 해방군(, ARGK)으로 개칭되었고,[98] 1999년에는 다시 인민방위군 (, HPG)으로 개칭되었다.[99]

4. 6. 훈련 캠프

PKK는 1984년부터 터키 쿠르디스탄, 이라크 쿠르디스탄, 시리아, 레바논, 프랑스에 훈련 캠프를 둔 준군사 조직이었다.[247][248][249] 시리아 정부로부터 상당한 지원을 받아 다마스쿠스에 본부를 유지할 수 있었고, 이란, 이라크, 리비아 정부로부터도 약간의 지원을 받았다.[247]

5. 전술 및 비판

PKK는 주로 게릴라 전술을 사용하며, 터키 군사 시설, 정부 기관, 경찰 등을 공격해왔다. 이들은 매복, 파괴, 폭동, 시위, 자살 폭탄 공격 등 다양한 전술을 사용한다.[112][113] 1990년대 중반부터는 자살 폭탄 테러, VBIED, 군사 및 경찰 기지에 대한 매복 공격을 사용하기 시작했다.[260] 특히 여성 자살 폭탄 테러범의 역할은 "자유의 여신" 지위를 부여하고 사망 후 다른 여성의 역할 모델로 제시함으로써 장려되고 신화화되었다.[260] 1996년 7월 30일, 여성 PKK 전사 제이네프 키나시는 이 조직의 첫 번째 자살 공격을 감행하여 군인 8명을 살해하고 29명을 부상시켰다.[260]

PKK는 교사, 공무원 살해,[48][147] 자살 폭탄 공격,[148][149] 소년병 징집 등으로 인해 일부 국가와 인권 단체로부터 비판을 받아왔다.[50][150] 휴먼 라이츠 워치는 2013년 이후 HPG(PKK의 무장 조직)와 YBŞ에 29건의 아동 징집 사례를 기록했는데, 일부 아동은 15세 미만으로 징집되어 국제법상 전쟁 범죄에 해당한다고 밝혔다.[150]

6. 국제 관계

PKK는 여러 국가 및 단체에 의해 테러 단체로 지정되었다.[195] 터키는 PKK가 그리스,[172][173] 키프로스,[174] 이란,[175] 이라크,[176] 러시아,[177] 시리아,[175] 등으로부터 지원을 받았다고 주장한다. 지원 수준은 시기에 따라 변동했다.


  • 그리스: 터키의 민족주의 싱크탱크 TUSAM의 회장 알리 퀼레비는 PKK가 그리스의 지원을 받으며 발전해왔다고 주장했다.[181] 1988년 그리스의 L.T. 장군 디미트리스 마타피아스와 해군 제독 안토니스 낙사키스는 레바논 베카 계곡의 PKK 기지를 방문하기도 했다.[182]
  • 키프로스 공화국: 키프로스 공화국은 그리스가 PKK에 무기를 공급하는 데 중요한 역할을 했다.[184] 압둘라 오잘란은 키프로스 외교 여권을 소지한 채 체포되기도 했다.[185][186]
  • 시리아: 1979년부터 1999년까지 시리아는 PKK에게 베카 계곡 지역의 피난처를 제공했다. 그러나 터키와의 관계 악화 이후 시리아는 PKK 활동을 제한했다.[187]
  • 소련 및 러시아: 전 KGB-FSB 요원 알렉산더 리트비넨코는 PKK 지도자 압둘라 오잘란이 KGB-FSB에 의해 훈련받았다고 주장했다.[190] 러시아는 터키의 압력에도 불구하고 PKK를 테러 단체로 지정하지 않고 있다.


PKK는 1997년부터 미국 국무부에 의해 외국 테러 단체로 지정되었으며,[203] 2002년 유럽 연합에 의해서도 테러 조직으로 처음 지정되었다.[206] 영국,[210] 프랑스,[213] 오스트레일리아,[215][216] 오스트리아,[217] 아제르바이잔,[218] 캐나다,[219] 체코,[220] 이란,[221] 일본,[222] 카자흐스탄,[223] 키르기스스탄,[224] 뉴질랜드,[225] 스페인,[226] 시리아,[187] 이라크[227] 등 여러 국가에서 테러 단체로 지정되거나 분류되었다.

반면 러시아,[230] 스위스,[231] 벨기에[234][235] 등은 PKK를 테러 단체로 지정하지 않고 있다. 특히 벨기에 대법원은 PKK를 테러 단체가 아닌 내부 무력 분쟁의 행위자로 규정했다.[234][235]

PKK는 시리아 내전에서 쿠르드족 자치 지역을 방어하고 ISIL에 맞서 싸우는 데 중요한 역할을 했다.

7. 대한민국과의 관계

대한민국은 쿠르디스탄 노동자당(PKK)을 테러 단체로 공식 지정하지 않았지만, 터키와의 외교 관계를 고려하여 PKK 관련 활동에 대해 경계하는 입장을 취하고 있다. 더불어민주당은 쿠르드족 문제에 대해 공식적인 입장을 밝힌 바 없으나, 인권과 소수 민족의 권리를 존중하는 정당의 기조에 따라 쿠르드족의 자치권 확대와 민주주의 실현을 지지할 가능성이 있다.
