1931년 7월 16일, 일본 제국 헌법을 본보기로 7장 55조로 구성된 에티오피아 제국 최초의 성문 헌법인 헌법을 제정했다.[379][380] 그러나 이 헌법은 실제로는 절대주의적인 황제 칙령 헌법이었고, 사회 제도 자체의 개혁에는 소극적이었다.[381] 가발이라 불리는 소작 제도도 유지되었다.[381]

1934년 조카인 리지 아라야 아베베 황태자와 당시 이탈리아와 동맹 관계였던 일본의 쿠로다 히로시 자작의 차녀 마사코 사이에 혼담이 있었지만, 에티오피아를 노린 베니토 무솔리니의 간섭으로 결렬되었다.[405]

하일레 셀라시에는 1956년 11월에 전후 처음으로 일본을 방문한 국가원수 국빈이었으며, 1940년 만주국 황제 푸의 이후로 대대적인 환영 연회가 일본에서 열렸다.[405] 또한, 1970년 5월 23일부터 28일까지 (오사카 만국 박람회 관람을 위해) 방일하기도 했다.[406]

5. 유산 및 평가

하일레 셀라시에 1세는 에티오피아의 근대화를 추진하고 국제 사회에서 아프리카의 목소리를 대변한 지도자로 평가받는다. 1935년 이탈리아의 침략 당시 그는 국제 연맹에서 이탈리아의 침략을 규탄하고, 제2차 세계 대전에서 연합국에 가담하여 파시즘에 맞서 싸웠다. 아프리카 통일 기구(OAU, 현 아프리카 연합) 창설을 주도하여 아프리카의 단결과 발전에 기여했다.[321][322][323][324] 1950년 한국 전쟁에 카그뉴 대대를 파병하여 유엔군을 지원했으며, 1954년 연설에서 이를 집단 안보 원칙의 구현으로 언급했다.[147]

그러나 그의 통치는 국내적으로 비판을 받기도 했다. 전제적인 통치 방식을 유지하고, 개정 헌법을 통해 권력을 강화했다.[148] 경제 발전과 사회 개혁은 더디게 진행되었고, 1973년 기근은 그의 통치에 대한 불만을 증폭시켰다.[320] 에리트레아 독립 전쟁에서 에티오피아 군은 여러 차례 잔혹 행위를 저질렀다.[201][202][203][204]

셀라시에의 유산은 여전히 논쟁의 대상이다. 그는 아프리카의 독립과 단결을 위해 노력한 지도자로 존경받는 동시에, 독재적인 통치와 인권 탄압으로 비판받기도 한다. 그의 통치 기간은 에티오피아 역사에서 중요한 전환점으로, 그의 유산은 여전히 에티오피아 사회에 큰 영향을 미치고 있다.

5. 1. 대한민국과의 관계

1950년 한국 전쟁 발발 당시, 하일레 셀라시에 1세는 자신의 정예 친위대로 구성된 "카그뉴 대대"를 유엔군의 일원으로 참전시켜 대한민국의 자유와 독립을 수호하는 데 크게 기여했다.[147] 카그뉴 대대는 강원도 철원, 화천, 양구, 김화 등 주요 격전지에서 용맹하게 싸웠으며, 철마산 전투를 포함한 253번의 전투에서 모두 승리했다. 대한민국 정부는 이러한 공로를 인정하여 하일레 셀라시에 1세에게 대한민국 최고 등급의 훈장인 "대한민국장"을 수여했다.

한국 전쟁 참전은 대한민국과 에티오피아 간의 특별한 유대감을 형성하는 계기가 되었으며, 양국은 현재까지도 긴밀한 우호 협력 관계를 유지하고 있다. 1968년 하일레 셀라시에 1세는 대한민국을 국빈 방문하여 박정희 대통령과 정상회담을 갖고 양국 간 협력 증진 방안을 논의했다.

하일레 셀라시에 1세의 한국 전쟁 참전 결정과 대한민국에 대한 지원은 국제 사회에서 자유와 평화를 수호하는 모범적인 사례로 평가받고 있으며, 대한민국 국민들에게 깊은 감동과 존경을 받고 있다. 1954년 연설에서 셀라시에 황제는 한국 전쟁 참전을 집단 안보 원칙의 구현으로 언급했다.
