2. 정의

4. 역사

우익 포퓰리즘의 역사는 발현 시기와 나라마다 차이가 존재한다.

근대 초기의 농촌 포퓰리즘 운동은 현대적 기준에서 우익 포퓰리즘 운동의 시발점으로 여겨진다. 18-19세기 농촌과 일부 도시의 포퓰리즘 운동은 사회주의 세력에 대한 강경한 탄압, 이민 개방 반대, 그리스도교가 갖는 사회적 영향력 고수, 보호 무역 등을 주장했다.

9·11 테러 이후 우익 포퓰리즘의 새로운 물결이 일어났다. 5. 대한민국에서 우익 포퓰리즘

대한민국의 우익 정치는 엘리트주의에 기반하고 있었으나, 2016년 이후부터 포퓰리스트 수사를 적극적으로 받아들였고, 이로 인해 우익 포퓰리즘의 성격을 부분적으로 갖게 됐다.[534]

대한민국의 우익 포퓰리스트는 기본적으로 반공주의 시각을 갖추고 있으며, 외교적으로 조선민주주의인민공화국과 중화인민공화국에 대한 노골적인 반대 의사를 표시하고 있다. 한편, 동성애와 다문화에 반대하며, 외국인과 이민자 혐오 정서를 표출하는데, 대표적으로 조선족과 동남아 및 기타 개발도상국 출신이 그 대상으로 된다.[535]

역사적으로 이들은 5.18 광주 민주화 운동에 대한 수정주의 시각을 갖추고 있고, 이를 광주 폭동이라고 칭하는데, ‘북한군 개입설’은 이들이 신봉하는 대표적인 음모론에 속한다.[536]

헝가리 우익 포퓰리즘은 1990년대 포스트 공산주의 시대의 경제 및 정치적 혼란에서 기원한다. 2000년대 초 조빅당은 반유대주의, 반집시주의 정서를 이용하고, 인터넷 채널을 활용하여 젊은이들을 동원하며 성장했다.[68] 빅토르 오르반(Viktor Orbán)의 피데스당은 2010년 집권 이후 국가 주권, 반이민 정책, 보수적 사회 가치를 강조하며 우익 포퓰리즘 조직으로 변모했다. 오르반 정부는 권력 집중, 언론 통제, 법적 체계 변경을 통해 권력을 유지하고 있다.[69][68]

7. 1. 파시즘과의 관계

파시즘은 베니토 무솔리니가 형성한 정치 사상으로, 일관된 이론 체계는 없지만 19세기 농촌의 보수적 포퓰리즘, 반동주의, 반공주의 등의 성격을 계승하여 우익 포퓰리즘의 일종으로 여겨진다.

정치학자 로저 이트웰(Roger Eatwell)은 포퓰리즘의 건전한 성격은 파시즘에서 희석되거나 사라졌지만, 파시스트 지도자와 정당은 사회적 지지를 얻기 위해 포퓰리즘적 수사를 적극적으로 이용하며, 일관된 사고 방식 없이 군중의 공공연한 폭력과 정치 호소에 의존한다는 점에서 같다고 하였다.[532]
