2. 배경

2002년 총선에서 레제프 타이이프 에르도안이 이끄는 이슬람주의 성향의 정의개발당(AKP)이 승리하면서, 세속주의를 중시하는 군부와의 갈등이 시작되었다.[428] 2003년, 군부는 '대형망치(발료즈) 작전'이라는 쿠데타를 모의하기도 했다.[428]

2013년 게지 공원 반정부 시위와 정부 부패 스캔들은 에르도안 정부에 대한 불만을 키웠다.[94][95] 2015년 6월 총선에서 AKP가 과반수 확보에 실패했으나, 11월 재선거에서 다시 과반수를 회복했다.

2016년 5월, 에르도안 대통령과 아흐메트 다부토울루 총리 간의 갈등으로 다부토울루 총리가 사임하면서 에르도안의 권위주의적 통치가 강화될 것이라는 우려가 커졌다.

2. 1. 케말주의

튀르키예 군부는 무스타파 케말 아타튀르크가 주창한 세속주의(정교분리) 원칙을 수호하는 역할을 자처해왔다. 튀르키예 헌법 제2조는 세속주의를 명시하고 있으며, 군부는 케말 파샤의 건국 이념인 세속주의가 침해되면 자주 쿠데타를 일으켜 왔다. 1946년 다당제 민주주의가 확립된 이후, 군부는 사법부와 함께 케말주의 이상과 세속적인 튀르키예 민족주의 국가의 수호자를 자처하며, 공공생활에서 이슬람과 소수 민족의 역할을 확대하려는 정당에 대항해 왔다.[87]

군부는 1960년, 1980년 쿠데타, 1971년과 1997년 군부 결정 등 네 번의 쿠데타를 통해 선출된 정부를 전복시켰다.[87] 또한 여러 주요 정당을 금지했다.[87]

2. 2. 에르도안 대통령과 정의개발당(AKP)

레제프 타이이프 에르도안의 정의개발당(AKP)은 2002년 총선에서 승리하여 집권하였다. 에르도안은 2003년 총리에 취임하여 11년간 재임한 후, 2014년 대통령에 취임했다. 에르도안은 경제 발전을 이끌며 높은 지지율을 얻었지만, 독재적인 경향을 강화하고 튀르키예의 이슬람화 정책을 추진하여 비판을 받았다.[93]

튀르키예의 정교 분리를 중시하는 튀르키예군은 정의개발당 정권 초기부터 세속주의를 수호하려는 입장을 견지하여 군과의 관계가 좋지 않았다. 2013년에는 게지 공원 반정부 시위와 AKP 정부의 부패 스캔들로 인해 에르도안 정권에 대한 불만이 커졌다.[94][95]

2. 3. 귈렌 운동과의 갈등

페툴라 귈렌의 추종자들(귈렌 운동)은 1970년대부터 터키 국가 기구 내에서 중요한 직책을 맡아왔다. 귈렌은 추종자들에게 비밀 신분을 유지하며 사회와 정부의 핵심적인 자리를 차지하도록 조언했다.[76] 21세기 초, 귈렌 운동은 언론, 방송, 학교, 금융 기관, 군대, 사법부 등 터키 사회 전반에 걸쳐 광범위한 네트워크를 구축하며 상당한 영향력을 행사했다.[77][78]

레제프 타이이프 에르도안 대통령은 초기에는 군부의 정치 권력 제한 등 공동의 관심사 때문에 귈렌 운동의 힘을 용인하는 듯했다.[79] 그러나 2010년대 초, 귈렌 운동과 관련된 검사들이 정보부 수장 하칸 피단을 체포하려 하고, 국가 기밀 유출, 공무원 채용 시험 부정, 최고 판사 및 검사 위원회에서의 권력 이동, 정부 및 야당 관계자들의 사생활 관련 테이프 유출 등의 사건들이 발생하면서 에르도안과 귈렌 사이에 균열이 생기기 시작했다.[80][81][82][83]

2013년 2013년 터키 부패 스캔들을 계기로 에르도안 정부는 귈렌 운동을 병행 국가 및 FETÖ (페툴라주의 테러 조직)로 지정하고, 귈렌 지지자들을 숙청하기 시작했다.[84] 일각에서는 쿠데타 미수를 귈렌주의자들이 권력을 유지하기 위한 마지막 시도로 보기도 한다.[85][86]

페툴라 귈렌은 쿠데타 미수를 강력히 비난하며 자신은 아무런 관련이 없다고 주장했다.[162] 에르도안 대통령은 미국에 귈렌의 인도를 요청했고,[203] 비날리 이을드름 총리는 귈렌을 지원하는 국가에 전쟁을 선포하겠다고 위협했다.[204] 쉴레이만 소일루 노동부 장관은 쿠데타 배후에 미국이 있다고 주장했다.[205]

미국은 터키 정부에 인도 요청을 받아들이기 전에 합법적인 증거를 제시해 달라고 요청했다.[206] 전 주 터키 미국 대사 제임스 프랭클린 제프리는 귈렌 운동이 군대에 일부 침투했다고 언급했다.[207][208]

터키 외 지역에서도 귈렌 운동 관련 시설에 대한 공격 시도가 있었고,[209] 소말리아 정부는 귈렌 운동 관련 조직의 활동을 중단시켰다.[210] 2017년, 영국 유럽 담당 국무장관 앨런 던컨은 귈렌 운동이 쿠데타 미수에 책임이 있다고 말했다.[212]

3. 전개

2016년 7월 15일 밤, '국내 평화 위원회'를 자칭하는 튀르키예군 일부 세력이 쿠데타를 일으켰다.

이날 오후 11시(EEST)경, 앙카라 상공에서 전투기 비행이 목격되었고, 이스탄불의 파티흐 술탄 메흐메트 교와 보스포루스 교가 폐쇄되었다는 보도가 나왔다.[429][430] 비날리 을드름 튀르키예 총리는 "군부의 일부"가 권력을 차지하기 위한 "불법적 시도"를 하고 있으며, 이는 "명령 체계를 벗어난 군사 행동"이라고 발표했다.[431] 그는 가담자들에게 "가장 값비싼 대가를 치르게 할 것"이라고 경고했다.[432] 현지 언론은 아타튀르크 공항에 탱크가 배치되었다고 보도했으며,[433] 트위터, 페이스북, 유튜브 접속이 차단되었다는 소식도 전해졌다.[434][435] 이후 트위터는 "완전한 차단은 없었다"고 주장했다.[436] 훌루시 아카르 튀르키예군 합참 의장을 비롯한 인질들이 군 본부에 붙잡혔고,[437] 군부는 정의개발당 사무실에 들어가 퇴거를 요구했다.[438]

오후 11시 50분 경에는 군인들이 이스탄불 탁심 광장을 점령했다.[440] 자정 무렵, 튀르키예 국영 방송사인 TRT에 튀르키예 군인들이 진입했다는 로이터 통신 보도가 나왔다.[441][442] 쿠데타 시도 중 군인들은 앵커 티젠 카라쉬에게 "현 정부가 민주주의와 세속주의적 법치를 침해하고 있다"며, 튀르키예는 현재 "국민의 안전을 보장"할 "평화 위원회"에 의해 운영되고 있다는 성명을 읽도록 강요했다. 성명에서 군인들은 "민주주의 질서를 수호하기 위해 행동을 한 것이며, 법의 지배를 최우선으로 해야 한다"고 주장했다. 또한 임시 군정을 선포하고, 새로운 헌법을 "최대한 빨리" 준비할 것이라고 밝혔다.[443] 이후 TRT는 방송을 중단했다.[441]

앙카라 외곽에서는 헬리콥터가 경찰 특공대와 경찰 항공대 본부를 폭격하여 42명이 사망하고 43명이 부상당했다. 튀르크사트 본사도 공격받아 보안 요원 2명이 사망했다.[439]

레제프 타이이프 에르도안 대통령은 이스탄불에 도착하여, 새벽 4시경 공항에서 텔레비전 연설을 통해 "튀르키예에서 무장된 군대는 나라를 지배하거나 이끌 수 없다"고 강조하고, 쿠데타 배후로 펜실베이니아에 거주하는 펫훌라흐 귈렌과 그의 히즈메트 운동을 지목했다.[444][445][446]

7월 16일 새벽, 이스탄불과 앙카라의 주요 광장에 친 쿠데타 군부 통치에 반대하는 군중이 모이면서 쿠데타가 와해되는 조짐을 보였다.[426] 로이터 통신은 이스탄불 탁심 광장에서 친 쿠데타 군인들이 경찰에 항복했다고 보도했다.[426] 새벽 5시 18분, 아타튀르크 공항이 완전히 탈환되었고, 경찰은 튀르키예 군 본부에 있는 쿠데타 주동자들을 포위했다. 오전 6시에서 8시 사이에는 소규모 전투가 벌어졌다. 훌루시 아카르 참모총장의 부재 중 위미트 뒨다르가 합참 의장 대리로 임명되었다.[440]

쿠데타 발발 이틀 전인 7월 13일, 에르도안 대통령은 국내 작전에 참여하는 튀르키예 군인에게 기소 면제를 부여하는 법안에 서명했다. 이 법안은 사령관에 대한 사건은 총리의 승인을, 하위 계급 군인에 대한 사건은 지방 행정관의 승인을 받도록 규정하여, 정부와 군대 간의 데탕트의 일환으로 해석되었다.[96]

3. 1. 점령 시도

2016년 7월 15일 밤, 튀르키예 군의 일부 반란 세력이 이스탄불의 보스포루스 대교와 파티흐 술탄 메흐메트 다리를 부분적으로 봉쇄했고, 수도 앙카라 상공에서는 군용기로 저공 비행을 했다.[384] 이스탄불과 앙카라의 길거리에는 병사들이 배치되었다.[385] 15일은 금요일이었기 때문에 이스탄불은 많은 사람들로 붐볐지만, 쿠데타 발생으로 사람들은 집으로 서둘러 갔고, 도시에서 사람들의 모습은 사라졌다.[384] 또한 이스탄불에 있는 아타튀르크 국제공항 주변에는 전차가 배치되었고, 해당 공항에 도착 예정이었던 항공편은 취소되었다.[384]

작전 초기에 참모총장 훌루시 아카르tr가 아킨지 공군 기지에서 반란 세력에 의해 신병이 구속되어 인질이 되었다.[381][386]

사건 당일, 에르도안 대통령은 휴가를 위해 리조트 마르마리스에 머물고 있었다. 반란 세력은 이 타이밍을 이용하여 에르도안을 공격하기로 결정했고, 정예 부대 25명이 3대의 헬리콥터에 나눠 타고 에르도안이 머무는 호텔로 들이닥쳤지만, 도착 몇 분 전에 대통령 특별 경호 부대는 에르도안을 은밀히 호텔에서 대피시켰다.[378][387] 그 직후 호텔은 폭파되었고,[388] 간신히 위기를 모면한 에르도안은 경호 부대에 의해 근처의 다른 호텔에 은신하여 안전을 확보했다.[378] 마르마리스에서는 반란 세력과 대통령 측 경호 부대, 지역 경찰대 간의 총격전이 발생했고, 반란 세력은 에르도안을 구속하지 못하고 퇴각했다.[378] 에르도안 자신에 대한 공격은 없었지만, 에르도안의 수석 비서관은 납치되었다.[388] 이후, 에르도안은 비즈니스 제트기로 이스탄불로 향하기 위해 오후 10시 40분 경 마르마리스에서 차로 약 1시간 15분 정도 떨어진 다라만 공항을 출발했지만, 도중에 반란 세력의 F-16 전투기 2대에 쫓기면서 여러 번 비행을 방해받았지만, 반란 세력의 조종사는 어째서인지 끝까지 미사일을 발사하지 않았다.[381]

이을드름 총리는 민영 방송국 NTV의 전화 인터뷰에서 군의 일부에 의해 어떤 시도가 행해졌을 가능성에 대해 조사하고 있다고 발언, 이는 정치 권력을 강탈하는 불법 행위이며, 시도한 자는 큰 대가를 치르게 될 것이라고 하며, 이를 쿠데타라고 부르는 것은 적절하지 않다고도 했다.[384]

그 후, 「국내 평화, 국외 평화」협의회tr를 자칭하는 반란 세력이 텔레비전과 전자 메일을 통해 권력을 장악했다고 발표했다. 스스로를 튀르키예 정규군보다 위에 있는 존재라고 주장했다.[389] 쿠데타는 튀르키예에서 헌법에 따른 질서와 민주주의, 인권, 자유와 같은 가치를 보장하고 회복하며, 최고 법규를 튀르키예 전역에까지 미치게 하여 붕괴된 질서를 회복하기 위해 실행했다고 했으며, 튀르키예가 지금까지 체결한 모든 국제적인 합의와 책임은 계속 유효하며, 전 세계 국가와의 우호 관계가 유지되기를 바란다고 했다.[384]

국내 평화 협의회는 TRT에 난입하여 방송 중이던 날씨 예보를 중단시키고,[390] 직원을 뒤로 묶어 질문을 금지한 후, 몇 명을 남기고 밀실로 연행하여, 남은 앵커 티젠 카라쉬에게 총으로 위협하며 성명문을 읽도록 강요했다.[389] 그 와중에 이스탄불로 향하던 에르도안은 스마트폰의 텔레비전 전화 앱 FaceTime을 이용하여 CNN 튀르키예에 출연했다.[391] 카메라가 스마트폰을 향하는 가운데, 에르도안은 국민에게 쿠데타는 성공하지 못할 것이라고 하며, 광장과 공항에 모이도록 호소했다.[388] 또한 튀르키예 정부는 이는 군의 일부가 지휘 계통에서 벗어나 민주적으로 선출된 정부를 타도하려는 시도이며, 튀르키예의 민주주의에 대한 공격이라고 했으며, 반란 세력의 성명은 군 사령관의 승인을 받은 것이 아니라고 지적했다. 튀르키예 정부는 세계에 대해 튀르키예 국민과의 연대를 요구했다.[384][389] 튀르키예 국영 방송에 대한 습격 몇 시간 후, 반란 세력은 CNN Türk영어와 일간지 휴리예트, 그 자매지인 영자지 휴리예트 데일리 뉴스 등을 소유한 Doğan Media Group영어의 시설을 습격했다. 3. 2. 쿠데타 시도 실패

4. 쿠데타 이후

쿠데타 실패 직후, 에르도안 정부는 대대적인 숙청 작업을 벌였다. 뉴욕 타임스나 이코노미스트 같은 서구 언론들은 에르도안의 숙청 작업을 역쿠데타(counter-coup)로 불렀다.[447]

쿠데타가 실패한 16일, 정의개발당, 공화인민당, 민족주의자 행동당, 인민민주당 등 4개 주요 정당은 공동으로 쿠데타를 비난하는 성명을 발표했다. 이들은 정치적 차이는 존재하지만 국민의 뜻에 따라 이를 수용하겠다는 입장을 밝혔다.[395]

2018년 7월, 이스탄불의 제25형사법원은 쿠데타 미수에 연루된 72명의 전직 군인에게 종신형을 선고했다.[200][201] 2019년 6월 20일, 터키의 한 테러 재판소는 아킨 외즈튀르크 장군을 포함한 151명에게 종신형을 선고했다. 128명은 가석방 없는 "가중 종신형"을, 다른 23명은 일반 종신형을 받았다.[202] 2020년 11월 26일, 터키 법원은 쿠데타 미수 사건과 관련하여, 전 공군 파일럿 등 337명에게 살인, 헌법 위반, 에르도안 대통령 암살 미수 등의 혐의로 종신형을 선고했다.[412]

국제 앰네스티에 따르면, 튀르키예의 구금자들은 변호사 접견이 거부되었고, 구타와 고문을 당했다.[272][273][274] 튀르키예 법무부는 이 보고서를 부인했고, 베키르 보즈다 법무부 장관은 "구금된 사람들에 대한 고문이나 폭행은 없었다"라고 말했다.[274]

4. 2. 사형제 부활 논란

에르도안 대통령은 쿠데타 가담자들에 대한 사형제 부활을 시사했다. 쿠데타 진압 이후, 수천 명의 쿠데타 반대 시위대는 구금자들에 대한 사형을 요구하며 "사형을 원한다"고 외쳤다. 에르도안 대통령은 "민주주의에서 국민이 원하는 것은 무엇이든 얻을 것이다"라며 사형제 부활에 열린 입장을 보였다.[398] 그는 CNN 텔레비전과의 인터뷰에서 의회가 사형제도 부활을 의결하면 대통령으로서 승인하겠다고 밝혔다.[399][400]

하지만 유럽 연합(EU)은 이에 대해 반대 입장을 분명히 했다. 터키는 1984년 이후 사형을 집행하지 않았고, 2004년에는 EU 가입을 위해 사형제를 법적으로 폐지했다. 페데리카 모게리니 EU 외교·안보 고위대표는 "사형을 도입하는 국가는 EU에 가입할 수 없다"고 경고했다.[238][239] 슈테펜 자이베르트 독일 연방 정부 대변인 역시 사형제 부활은 EU와의 터키 가입 협상을 종료시킬 것이라고 밝혔다.[240][401] 터키는 유럽 평의회 회원국으로서 유럽 인권 협약을 비준했기 때문에 법적으로 사형제를 재도입할 수 없다.[241]

4. 3. 국제 관계 악화

2016년 튀르키예 쿠데타 미수 이후, 튀르키예는 페툴라 귈렌의 송환 문제와 쿠데타 배후에 대한 의혹으로 인해 미국을 포함한 서방 국가들과의 관계가 악화되었다.

에르도안 대통령은 미국에 귈렌의 인도를 요청했으나, 미국은 증거 부족을 이유로 거부했다.[203] 튀르키예 정부는 미국과 서방 국가들이 쿠데타를 지원했다고 비난했다.[211][53] 조셉 보텔 미국 중앙사령부 사령관은 튀르키예 정부의 발언이 "유감스럽고 완전히 부정확하다"고 반박하며, 군 장교 대량 체포 및 해고가 양국 간 군사 협력에 악영향을 줄 것이라고 우려했다.[213] 제임스 클래퍼 미국 국가정보국장은 튀르키예의 군부 숙청이 IS 격퇴 작전을 방해한다고 지적했다.[213]

2016년 튀르키예 쿠데타 미수 이후 그리스로 망명 신청한 튀르키예 군인 8명은 그리스에 정치적 망명을 신청했다. 그리스 대법원은 이들이 본국 송환 시 공정한 재판을 받지 못하고 안전이 위협받을 수 있다는 이유로 인도 불가 판결을 내렸다.[254][256]

독일, 벨기에, 노르웨이, 스위스 등에서도 튀르키예 군인 및 외교관들의 망명 신청이 잇따랐다.[264][265][270][271] 옌스 스톨텐베르그 나토 사무총장은 튀르키예 출신 나토군 장교들이 주둔 국가에 망명을 신청했다고 밝혔다.[268][269]

쿠데타 직후, 유럽 평의회 사무총장 토르비에른 야글란은 쿠데타 시도를 비판했다.[328] 블라디미르 푸틴 러시아 대통령, 누르술탄 나자르바예프 카자흐스탄 대통령, 알렉시스 치프라스 그리스 총리 등은 에르도안에게 연대를 표명했다.[329][330][331] 유엔 안전 보장 이사회는 쿠데타 비난 성명 초안을 작성했으나, 이집트의 반대로 채택되지 못했다.[64]

4. 3. 1. 튀르키예-미국 관계 악화

에르도안 대통령은 페툴라 귈렌을 쿠데타 시도의 주요 배후로 지목했으나, 귈렌은 이를 부인하고 쿠데타를 비난했다.[162] 에르도안은 미국에 귈렌의 인도를 요청했으며, 비날리 이을드름 총리는 귈렌을 지원하는 국가에 전쟁을 선포할 수 있다고 위협했다.[203][204] 쉴레이만 소일루 터키 노동부 장관은 쿠데타 배후에 미국이 있다고 주장했다.[205]

미국은 터키에 범죄인 인도를 위한 합법적 증거 제시를 요구했다.[206] 제임스 프랭클린 제프리 전 미국 외교관은 귈렌 운동이 터키 군에 일부 침투했다고 말했다.[207][208]

부통령 조 바이든은 2016년 8월 24일 터키 대통령 에르도안 대통령과 만난다.


2016년 8월, 에르도안 대통령은 서방 국가들이 테러를 지원하고 쿠데타를 지지한다고 비판하며 미국과의 관계에 의문을 제기했다.[211][53] 터키 친정부 신문은 존 F. 캠벨 전 아프가니스탄 주둔 나토군 사령관이 쿠데타 시도 배후라고 주장했으나, 이는 거짓으로 드러났다.[216][217]

2017년 12월, 이스탄불 검찰은 CIA 전 고위 관계자 그레이엄 풀러에 대해 쿠데타 연루 혐의로 체포 영장을 발부했다.[218]

터키 정부는 쿠데타 관련자 체포 과정에서 미국인 목사 앤드루 브런슨을 구속했다. 이는 도널드 트럼프 행정부의 비난과 관세 보복을 초래하여 2018년 8월 터키 리라화 가치 폭락의 원인이 되었다. 2018년 10월, 터키 법원은 브런슨에게 유죄를 선고했지만 곧 석방했고, 브런슨은 미국으로 출국하면서 문제는 해결되었다.

2002년 튀르키예 총선에서 레제프 타이이프 에르도안의 이슬람주의 성향 정의개발당이 승리하자, 케말 파샤의 건국 이념인 세속주의를 지지하는 군부와 갈등이 있었다.[428] 2003년 군부는 "대형망치(발료즈)" 작전이라는 쿠데타를 모의했으나 실패했고, 관련자들은 구속되어 유죄 판결을 받았다.[428] 그러나 2014년 튀르키예 헌법재판소는 증거 조작 문제를 이유로 재심을 결정했고, 관련자들은 모두 석방되었다.[428]

1980년 쿠데타를 주도했던 케난 에브렌 전 대통령은 종신형을 선고받고 병상에서 사망했다.[427]

5. 1. 실패 이유

쿠데타 계획의 준비 부족과 군 내부 분열, 에르도안 대통령과 정부의 신속한 대응, 시민들의 저항, 국제 사회의 지지 부족이 쿠데타 실패의 주요 원인으로 지적된다.[381]

이번 쿠데타 미수에서는 SNS가 중요한 역할을 한 것으로 평가된다. 반란 세력에 의한 쿠데타 상황은 페이스북 라이브 스트리밍으로 방송되었다.[419] 에르도안 대통령은 이스탄불로 이동하던 중 페이스 타임을 이용하여 국민들에게 저항을 호소하였는데, 이것이 쿠데타 실패에 큰 영향을 미쳤다.[391] 그러나 에르도안 대통령은 평소 SNS를 혐오하는 것으로 알려져 있어 아이러니한 결과를 낳았다.[391]
