2003년 국적 유지 및 재취득법(필리핀 법률 목록, 공화국 법률 제9225호)에 따라 필리핀계 미국인은 미국과 필리핀의 이중 국적을 취득할 수 있게 되었다.[214] 해외 투표는 필리핀 대통령 글로리아 마카파갈 아로요가 두 번째 임기를 연임한 2004년 5월 선거에서 처음 실시되었다.[215]
