2. 배경

19세기 말부터 시오니즘 운동이 본격화되면서 유럽 각지의 유대인들이 팔레스타인으로 이주하기 시작했다. 오스만 제국 치하에서 팔레스타인 인구의 대다수는 아랍인이었으며, 저스틴 맥카시의 통계에 따르면 1900년 기준 아랍인 인구는 94%에 달했다.[168]

제1차 세계 대전 이후 오스만 제국이 붕괴하고 팔레스타인이 영국의 위임통치를 받게 되면서 유대인 이민이 증가했다. 1923년 국제 연맹은 팔레스타인 위임통치령을 공식화하면서, 1917년 밸푸어 선언을 통해 팔레스타인에 유대 민족을 위한 "국가적 고향"을 건설하겠다는 영국의 약속을 재확인했다.[22][21] 1918년 영국의 인구 조사에 따르면 아랍인 70만 명과 유대인 5만 6천 명이 거주하는 것으로 추산되었다.[22] 커존 후작은 1500년의 대부분의 시기 팔레스타인을 점유해 온 아랍계 주민은 어떻게 될 것인지, 그리고 유대인 이민을 위해 토지를 빼앗는 것도, 나중에 온 사람들을 위해 토지를 개척해 온 것뿐인 것도 그들은 납득하지 못할 것이라고 우려하며 메모에 남겼다.[168]

3. 2. 분할안

4. 유엔 총회 결의안 181호 채택

4. 2. 투표에 대한 압력

분할안 지지를 확보하기 위한 로비 활동이 활발하게 전개되었다. 특히, 미국은 여러 국가에 찬성 투표를 압박했다는 보고가 있다.[189] 26명의 미국 상원 의원들은 해외 원조를 미끼로 망설이는 국가들에게 찬성 투표를 촉구하는 내용의 전보를 보냈다.[189] 트루먼 대통령은 "지금까지 본 적 없는 유엔의 공작뿐만 아니라 백악관에서도 공작 활동이 벌어졌다는 것이 사실이다. 나는 내가 공작을 하거나 백악관에서 선전을 했다고 생각하지 않는다. 소수의 극단적인 시오니스트 지도자, 즉 정치적인 동기를 가지고 정치적인 협박을 하는 자들은 성가시고 귀찮았다."라고 말했다.[190]

그러나 일부 수정 시온주의는 분할안을 정당한 유대 민족 영토의 포기로 거부했다.[108] 메나헴 베긴이 이끄는 이르군과 레히는 반대 입장을 밝혔다. 베긴은 분할이 평화를 가져오지 않을 것이라고 경고했는데, 아랍인들이 소규모 국가를 공격할 것이고 "앞으로의 전쟁에서 우리는 스스로 서야 할 것이며, 이는 우리의 존립과 미래를 위한 전쟁이 될 것이다."라고 말했다.[109] 그는 또한 "우리 조국의 이분법은 불법이다. 결코 인정되지 않을 것이다."라고 말했다.[110]

아랍 연맹 사무총장 아잠 파샤는 이집트 신문과의 인터뷰에서 "개인적으로 저는 유대인들이 우리를 이 전쟁으로 몰아넣지 않기를 바랍니다. 왜냐하면 이는 제거 전쟁이 될 것이고, 몽골 학살이나 십자군 전쟁과 유사하게 역사가 기록할 위험한 학살이 될 것이기 때문입니다."라고 말했다.

이집트의 파루크 국왕은 이집트 주재 미국 대사에게 장기적으로 아랍인들이 유대인들을 확실히 물리치고 팔레스타인에서 몰아낼 것이라고 말했다.[127]

하지 아민 알 후세이니는 1948년 3월 야파의 일간지 ''알 사리흐''의 인터뷰에서 아랍인들은 분할을 막는 것만이 아니라 "시온주의자들이 멸망할 때까지 계속 싸울 것"이라고 말했다. 자말 알 후사이니는 유대인들에게 "피가 중동의 강처럼 흐를 것"이라고 경고했다.

아랍 최고 위원회는 분할 결의안에 대응하여 다음 날부터 팔레스타인에서 3일간의 총파업을 선언했다.[139]

경제 연합을 포함한 분할안은 국제 연합 총회 결의안 채택 이후에 실현되지 못했다.[147] 그 후 영국 위임통치령 팔레스타인에서 팔레스타인 유대인과 아랍인 사이에 폭력 사태가 발생했으며, 이는 1947–48년 내전으로 알려지게 되었다.[148] 1948년 5월 14일 자정에 영국의 위임 통치가 만료되었고,[150] 영국은 병력을 철수했다. 그날 저녁 유대 인민 평의회는 텔아비브 박물관(오늘날 독립 기념관으로 알려짐)에 모여 "에레츠 이스라엘에 유대 국가를 설립하고 이를 이스라엘 국가로 부르겠다"는 선언문을 승인했다.[119][151] 1948년 아랍-이스라엘 전쟁은 1948년 5월 15일 아랍 국가들이 팔레스타인을 침공하거나 개입하면서 시작되었다.[152]

6. 결의안의 유산과 현재적 의미

1988년, 팔레스타인 해방기구는 결의안 181호를 근거로 팔레스타인 독립을 선언하며, 이 결의안이 팔레스타인인들의 주권 국가 독립에 대한 국제적인 정당성을 제공한다고 주장했다.[229] 이 견해는 많은 학자들에 의해 지지받고 있다.[230][231][232][233][234]

2003년, 유엔 총회는 이스라엘의 분리 장벽 건설과 동예루살렘을 포함한 영토 점령에 대한 법적 문제점을 국제사법재판소에 질의하는 결의안을 채택했다. 압둘라예 콜로마 판사는 "국제법상 확립된 자기 결정권은 팔레스타인 영토와 주민에게 적용된다. 따라서 팔레스타인 주민은 결의안 181호(II)에서 상정되고 확인된 대로 자국을 가질 권리가 있다. 장벽 건설은 이러한 권리 실현을 방해하므로 위법이다."라고 판결했다.[235] 폴 드 바르트 교수는 이 판결이 1922년 국제 연맹의 팔레스타인 위임 통치와 1947년 분할안의 합법성을 명확히 했다고 평가했다.[236]

7. 한국의 입장

한국은 이스라엘과 팔레스타인 모두와 우호적인 관계를 유지하고 있으며, 중동 문제에 있어 중립적이고 균형 잡힌 외교 정책을 추구하고 있다. 한국은 유엔 총회 결의안 181호에 대한 직접적인 입장을 표명하지 않았지만, 이스라엘-팔레스타인 분쟁의 평화적 해결을 지지하며, 두 국가 해법에 기반한 항구적인 평화 정착을 위해 노력하고 있다.

한국은 팔레스타인에 대한 인도적 지원과 경제 개발 협력을 지속적으로 확대하고 있으며, 팔레스타인 난민 지원을 위한 유엔 팔레스타인 난민 구호 사업 기구(UNRWA)에 대한 기여도 꾸준히 늘리고 있다.
