2. 역사

7세기 이후 중국인과 교역한 증거가 있지만, 그 이전 수 세기 동안 사바는 필리핀과 주로 교류했다. 태풍 지대에 위치하여 술루 해적들은 "바람 아래의 땅"이라고 불렀다. 1882년까지 브루나이 술탄령이었다.[577]

1963년 사라왁, 싱가포르와 함께 말라야 연방에 통합되어 말레이시아를 결성했다.[557]

2. 1. 초기 역사

약 2만~3만 년 전 사람들이 이곳에 이주해 온 것으로 짐작된다. 이들은 주로 오스트랄로이드 또는 네그리토인으로 추정된다. 기원전 3000년 무렵 오스트로네시아 몽골로이드인이 추가로 이주해왔다.[31]

2. 2. 브루나이 술탄국과 술루 술탄국의 영향

7세기경, 스리비자야 제국의 속국이었던 비자야푸라(Vijayapura)라는 정착촌이 보르네오 북서부에 존재했던 것으로 여겨진다.[578][36][37] 9세기경에는 포니(Po Ni)라는 초기 독립 왕국이 존재했다는 기록이 중국의 지리서인 『태평환우기(Taiping Huanyu Ji)』에 나타나 있다. 포니는 브루나이 강 어귀에 위치했으며, 브루나이 술탄국의 전신으로 여겨진다.[579][38]

14세기, 브루나이와 술루는 마자파히트 제국의 일부였지만, 1369년 술루와 다른 필리핀 왕국들이 반란을 일으켰고, 술루는 브루나이를 공격하기도 했다.[42] 술루인들은 특히 사바에 있는 보르네오 북동부를 침략했지만[43] 격퇴되었고, 브루나이는 약화되었다.[44] 1370년, 브루나이는 명나라에 충성을 바쳤다.[45][46]

브루나이 술탄의 지배는 지도자가 이슬람교를 받아들인 후 시작되었다. 1473년부터 1524년까지 브루나이를 통치한 제6대 술탄 볼키아(Bolkiah) 재위 기간 동안, 술탄령의 해상 지배력은 사바를 넘어 술루 군도, 북쪽으로는 마닐라, 남쪽으로는 반자르마신까지 확대되었다.[580] 1658년 브루나이 술탄은 술탄령 내 내전 해결에 대한 보상으로 보르네오 북부 및 동부 지역을 술루 술탄에게 양도했다고 알려져 있지만, 많은 자료들은 브루나이가 사바의 어떠한 부분도 술루 술탄령에 양도하지 않았다고 주장한다.[581]

2. 3. 영국령 북보르네오 회사

1761년 스코틀랜드의 항해가이자 영국령 동인도 회사의 장교였던 알렉산더 달림플은 술루 술탄과의 조약을 통해 술루 지역에 교역소를 세우려 했으나 실패했다.[582] 1846년 브루나이 술탄은 사바 서해안 앞바다의 라부안 섬을 영국에 양도했으며, 라부안은 1848년 영국의 직할 식민지가 되었다.[583] 1877년 사바도 영국에 양도되었으며, 1878년 술루 술탄은 사바의 동부 지역까지 양도했다.[584][585] 이후 사바의 권리는 1881년 알프레드 덴트에게 양도되었으며, 그는 동년 영국령 북보르네오 임시협회 (Ltd)를 설립했다.[586] 이듬해 영국령 북보르네오 회사가 설립되었고 쿠다트가 수도가 되었다. 1883년 수도는 산다칸으로 이전되었으며, 1885년 영국, 스페인, 독일이 1885년 마드리드 의정서를 체결하여 스페인의 술루 군도 지배를 인정하고 북보르네오에 대한 스페인의 영유권 주장을 철회하도록 했다.[587] 1888년 북보르네오는 영국의 피보호국이 되었다.

1761년, 영국 동인도 회사의 관리였던 알렉산더 달림플은 술루 술탄과 협정을 맺어 북부 보르네오에 무역 기지를 설립하려 했으나 실패했다.[69] 1846년, 브루나이 술탄은 라부안 조약을 통해 사바 서해안의 라부안 섬을 영국에 할양했고, 1848년 라부안의 왕관 식민지가 되었다.[49]

1865년, 브루나이의 미국 영사 클로드 리 모세스는 북부 보르네오 토지에 대한 10년간의 임대권을 얻었다. 이후 조셉 윌리엄 토리, 토마스 브래들리 해리스 등에게 토지를 넘겼고, 이들은 보르네오 미국 무역 회사를 설립하여 키마니스에 정착지를 건설했지만, 재정 문제로 실패했다.[49][71] 토리는 홍콩의 오스트리아 영사 구스타프 오버벡에게 권리를 매각했고, 오버벡은 브루나이 템멩궁을 만나 양여를 갱신했다.[71]

1872년, 술루 술탄국은 독일 영사관의 전직 대리인 윌리엄 프레드릭 슈크에게 산다칸 만의 토지 사용권을 부여했다. 술탄국은 슈크가 독일 정부와 관련이 있다고 믿고, 무역항 설립을 허가했다.[72][73]

오버벡은 이 영토를 독일 제국, 오스트리아-헝가리, 이탈리아 왕국에 매각하려 했으나 실패했다.[71] 이후 영국 덴트 형제와 협력하여 재정 지원을 받았고, 1879년 오버벡은 철수, 그의 조약 권리는 알프레드 덴트에게 이전되었다. 덴트는 1881년 북보르네오 임시 협회 유한회사를 설립하여 영토를 관리했다.[74][75][76] 쿠다트가 수도가 되었지만, 1884년 산다칸으로 이전되었다.[36] 1885년 마드리드 의정서를 통해 북부 보르네오에 대한 스페인의 주장은 포기되었다.[77] 회사는 원주민 공동체의 전통 생활 방식을 허용했지만, 두개골 사냥, 민족 갈등, 노예 무역 및 해적 행위에 대한 법률을 시행했다.[78][79] 1888년 북보르네오는 영국의 보호령이 되었다.[49]

2. 4. 제2차 세계 대전과 일본의 지배

제2차 세계 대전 중이던 1942년 1월 1일 일본이 라부안을 점령했고, 그 뒤 북보르네오의 다른 지역들을 침공했다. 1942년부터 1945년까지 일본은 북보르네오와 그 일대의 섬 대부분을 지배했다. 일본 제국의 일부로 북보르네오를 점령한 영국은 일본의 이 지역 진출을 경제적 요인보다는 정치적·영토적 야망에 의한 것으로 보았다. 거주하던 영국인들과 현지 주민들은 일본군의 잔혹 행위에 굴복하여 복종해야 했다. 이 점령으로 많은 사람들이 일본군을 피해 식량을 찾으며 해안 도시에서 내륙으로 피했다. 일부 탄압을 받았지만 말레이인들은 일반적으로 일본군에게 우대받은 반면, 중국인과 원주민 등 다른 집단은 심각한 탄압을 받았다.

중국인들은 이미 중국 본토에서의 중일 전쟁을 중심으로 일본군 점령에 저항하고 있었다. 곽알버트(Albert Kwok)가 이끄는 키나발루 게릴라로 알려진 현지 중국인 저항 세력이 두순, 무룻, 술룩, 일라누족 등 북보르네오의 여러 민족 집단의 광범위한 지지를 받았다. 이 운동은 무스타파 하룬(Mustapha Harun)의 지원도 받았다. 그러나 곽과 많은 동조자들은 일본군이 제설턴 반란에서 그들의 운동을 저지한 후 처형당했다.[16][87]

이 지역을 탈환하기 위한 보르네오 작전의 일환으로 연합군은 일본군이 장악한 주요 도시 대부분을 폭격했으며, 그중 산다칸은 완전히 파괴되었다. 일본군은 산다칸 수용소로 알려진 잔혹한 포로 수용소를 운영했다.[88] 대부분의 포로는 말레이 함락과 싱가포르 함락 후 포로로 잡힌 영국군과 오스트레일리아군 병사들이었다.[89][90] 포로들은 비인간적인 조건에 시달렸고, 연합군의 끊임없는 폭격 속에서 일본군은 그들을 약 260km 떨어진 라나우로 강제 행군시켰는데, 이 사건은 산다칸 사망 행군으로 알려져 있다.[91] 포로 수는 2,345명으로 줄었고, 그중 많은 수가 아군의 오폭이나 일본군에 의해 도중에 사망했다. 수백 명의 오스트레일리아군 포로 중 겨우 6명만이 전쟁이 끝나는 것을 보았다.[92] 또한, 점령 기간 동안 일본군이 데려온 총 17,488명의 자바인 노동자 중 기아, 열악한 작업 환경, 학대 등으로 1,500명만이 살아남았다.[83]

1945년 3월, 오스트레일리아군은 이 지역에서 정보를 수집하고 일본군에 대한 게릴라전을 벌이기 위해 아가스 작전(Operation Agas)을 개시했다.[93] 오스트레일리아 원정군은 1945년 6월 10일 북보르네오 전투를 시작했다.[94][95] 히로시마와 나가사키 원자 폭격 이후인 1945년 9월 2일 일본군의 잔여 병력이 항복했다.[96]

2. 5. 독립과 말레이시아로의 합병

1963년 8월 31일 북보르네오는 영국으로부터 독립을 쟁취했다.[589][590] 1962년 코볼드 위원회가 사바와 사라왁 주민들의 요구에 따라 독립을 결정했고, 이어 말레이시아로 편입되게 하였다(실제로는 빨리 독립하려는 취지였다). 초기 사바의 지도자들은 민족별/종교별로 다양했는데, 무스타파 하룬은 무슬림을 대변했고 툰 푸아드 스테픈스는 비무슬림을 대변했으며, 쿠샥츄는 중국인을 대변했다. 말레이시아 조약과 20조항 조약에 대한 논의가 끝난 후, 1963년 9월 16일 북보르네오는 '사바'가 되어 사라왁, 싱가포르, 말라야와 함께 신설 말레이시아를 출범시켰다.[591][592][593]

말레이시아가 결성되기 전부터 1966년에 이르기까지, 인도네시아는 영국이 말라야를 돌려주고 말레이시아가 결성된 후까지 매우 혹독한 정책을 택했다. 이 알려지지 않은 전쟁은 당시 인도네시아 대통령 수카르노가 해당 지역에서 영국의 영향력을 확장하는 것을 막고 보르네오 전체를 인도네시아 공화국의 지배하로 넣으려 하는 과정에서 막아졌다. 툰 푸아드 스테픈스가 초대 주수상이 되었고, 초대 주지사는 무스타파 하룬이었다. 1967년 첫 총선이 열렸고, 2013년까지 총 12번의 총선이 있었다. 2013년 총선 전후로 총 10명의 주지사와 14명의 주수상이 있었다. 1976년 6월 14일 사바 정부는 연방정부 소속의 석유, 가스 기업인 페트로나스와 조약을 맺었으며, 석유 추출 권리 및 사바 영해에서 발견된 석유에 대한 수익을 버는 대신 5%의 세입을 로열티로 붙이는 것을 승인했다.[594]

2. 6. 필리핀의 영유권 주장과 분쟁

필리핀은 1960년대 초부터 사바 주에 대한 영유권을 주장해 왔으나, 말레이시아와의 외교 문제로 비화되지는 않았다.[595]

1963년 8월 31일, 북보르네오는 자치권을 획득했다.[101][102][103] 1962년 코볼드 위원회의 조사 결과 사바 주민들은 대체로 말레이시아 연방 결합에 찬성하는 것으로 나타났다.[104] 도널드 스테픈스, 무스타파 하룬 등 사바의 민족 지도자들은 연방 결합을 지지하였다.[86][105][106] 말레이시아 협정과 20개항 협정을 거쳐 1963년 9월 16일 북보르네오(사바)는 말레이, 사라왁, 싱가포르와 통합하여 독립적인 말레이시아를 형성했다.[107][108]

말레이시아 건국 전후 인도네시아는 수카르노 대통령의 주도로 대 인도네시아 건설을 목표로 말레이시아에 적대 정책을 펼쳤고, 이는 인도네시아-말레이시아 대치로 이어졌다.[110] 한편, 필리핀은 1962년 디오스다도 마카파갈 대통령 때부터 사바를 술루 술탄국의 영토로 간주하고 영유권을 주장했다.[111][112]

2013년 2월, 자칭 술루의 술탄 자말룰 키람 3세의 추종자들이 사바 주 라하드 다투 군을 침입하는 사건이 발생했다. 이로 인해 술탄 무장세력 58명, 말레이시아 보안 요원 9명, 민간인 6명 등 총 68명이 사망했으며, 이후 동사바 안보 사령부가 설치되었다.[123][124]

3. 지리

보르네오섬 북부에 위치하고 있으며, 남서쪽으로는 사라왁, 남쪽으로는 칼리만탄(인도네시아령 보르네오)과 경계를 이룬다. 남중국해, 술루해, 셀레베스해에 걸쳐 1,290~1,450km의 해안선이 뻗어 있다. 과거 영국의 식민 통치 시기에는 북(北)보르네오라고 불렸다. 키나발루산(4,101m)이 솟아 있으며, 크로커 산맥, 테루스마디 산맥, 위티 산맥이 해발 1,200~1,500m의 봉우리들을 형성하며 험준한 내륙 지방을 이룬다. 크로커 산맥과 서해안 앞바다 사이에는 인구가 밀집한 해안 평야가, 내륙 산괴 사이에는 테놈·탐부난·크닝아우 등의 평야가 있다. 동부 저지대는 부분적으로 개석(開析)된 준평원이다.

이러한 산들과 언덕들은 울창한 열대 우림으로 덮인 강 계곡 네트워크로 연결되어 있다. 서해안, 남쪽 평야, 그리고 사바의 내륙 또는 중앙부로 이어지는 더 낮은 언덕들이 있다. 사바의 중앙부와 동쪽은 낮은 산맥과 평야이며, 간혹 언덕이 있다. 동해안에는 사라왁의 라장 강 다음으로 긴 길이의 키나바탄강이 있다.[213] 이 강은 서쪽 산맥에서 시작하여 중앙 지역을 가로질러 동해안으로 흘러 술루 해로 들어간다. 다른 주요 강으로는 칼라바칸 강, 콜로피스 강, 리와구 강, 파다스 강, 파이탄 강, 세가마 강, 수굿 강, 바바곤 강, 벵코카 강, 카다마이안 강, 칼룸팡 강, 키울루 강, 마와오 강, 멤바쿠트 강, 메사폴 강, 나바완 강, 파파르 강, 펜시앙 강, 탐파룰리 강, 와리오 강 등이 있다.[214]

사바는 열대 지리와 적도 기후에 위치한다. 11월~3월은 북동 계절풍으로 많은 비가 오고, 5월~9월은 남서 계절풍으로 강우량이 적다.[214] 4월~5월과 9월~10월에는 두 번의 계절풍 사이 기간이 있다. 평균 기온은 ~이며, 강우량은 ~이다.[214] 태풍대의 남쪽에 있어 해안 지역은 가끔 심한 폭풍을 겪는다.[214] 1996년 12월 25일 열대폭풍 그렉으로 100명 이상 사망, 200~300명 실종, 3,000~4,000명이 집을 잃었다.[216][217]
사바는 순다판 내에 위치, 오스트레일리아판과 필리핀판의 압력을 받아 지진에 취약하며, 1923년 이후 세 차례 대규모 지진 중 2015년 사바 지진이 가장 최근이다.[218] 크로커 산맥과 키나발루 산은 사바 조산 운동으로 압축, 융기된 후 중기 마이오세 시대에 형성되었다.[219] 1975년과 1993년에는 눈이 내렸다.[220]

3. 1. 생물 다양성

사바주의 정글에는 다양한 동식물 종이 서식한다. 사바주 생물 다양성의 대부분은 총 면적 734만 헥타르의 토지 중 절반을 차지하는 산림 보호 구역에 위치해 있으며,[222] 이 산림 보호 구역은 "보르네오의 심장" 계획에 따라 지정된 2천만 헥타르의 적도 열대 우림의 일부이다.[222] 키나바탕간강 유역 주변의 숲은 말레이시아에서 가장 큰 숲으로 덮인 충적 평야이다.[223]

크로커 산맥 국립공원은 139,919헥타르의 면적을 차지하는 주에서 가장 큰 국립공원이다. 공원 지역의 대부분은 울창한 숲으로 덮여 있으며, 서해안 지역의 5개 주요 강과 연결되는 발원지를 가진 중요한 집수 지역으로 기능한다.[224] 키나발루 국립공원은 독특한 지질학적, 지형학적, 기후 조건과 함께 풍부한 식물 다양성으로 인해 2000년 유네스코에 의해 세계유산으로 등재되었다.[225] 이 공원에는 326종의 조류와 약 100종의 포유류, 110종 이상의 육상 달팽이를 포함하여 4,500종 이상의 동식물이 서식한다.[226][227]

티가 섬은 1897년 머드 화산 분출로 형성되었다. 이 섬은 현재 머드 배스 관광과 함께 티가 섬 국립공원의 일부이며, 칼람푸니안 베사르와 칼람푸니안 다밋 섬과 함께 관광 명소이다.[228][229] 툰쿠 압둘 라흐만 국립공원은 가야, 마누칸, 마무틱, 사피, 술루 등 5개의 섬으로 이루어져 있다. 이 섬들은 한때 크로커 산맥과 연결되어 있었지만, 마지막 빙하기 이후 해수면이 상승하면서 분리된 것으로 여겨진다.[230]

툰 무스타파 해양공원은 사바 북부에 위치한 가장 큰 해양공원이다. 방기, 발람반간, 말라왈리 등 3개의 주요 섬을 포함한다.[231] 또 다른 해양공원인 툰 사카란 해양공원은 사바 남동부에 위치해 있다. 이 공원은 보드가야, 보헤이둘랑, 사방카트, 살라칸 섬과 마이가, 만타부안, 시부안의 모래 초승달 모양의 섬을 포함한다. 보드가야는 산림 보호 구역으로, 보헤이둘랑은 조류 보호구로 지정되어 있다.[232] 이 섬들은 폭발적인 화산 활동 중에 분출된 제4기 화산쇄설물로 형성되었다.[233]

타와우 힐스 국립공원은 자연 집수 지역으로 조성되었다. 이 공원에는 온천과 장관을 이루는 폭포를 포함한 험준한 화산 지형이 있다. 필리핀 거북 섬과 인접한 거북 섬 국립공원은 셀링안, 바쿠칸 케칠, 굴리산 등 3개의 섬으로 구성되어 있으며, 푸른바다거북과 매부리바다거북의 산란지로 유명하다.[234]

사바의 다른 중요한 야생 동물 지역으로는 말리아우 분지, 다눔 계곡, 타빈, 임박 캐니언, 세필록이 있다. 이 지역들은 국립공원, 야생 동물 보호 구역, 원시 정글 보호 구역 또는 보호림 보호 구역으로 지정되어 있다. 사바 해안 너머에는 리기탄, 시파단, 셀링안, 티가, 라양라양(제비초)과 같이 산호초가 풍부한 많은 섬들이 있다. 다른 주요 섬으로는 잠봉간, 팀분 마타, 붐붐, 그리고 나뉜 세바틱이 있다.

사바 주 정부는 1962년 동물 조례,[235] 1968년 산림 조례,[236] 그리고 1997년 야생 동물 보호 조례[237] 등을 통해 숲과 멸종 위기에 처한 야생 동물을 보호하기 위한 여러 법률을 제정했다.[238][239] 야생 동물 보존 조례에 따라 보호 구역 내에서 사냥하는 사람은 5년 이하의 징역 또는 50,000 링깃의 벌금을 부과받을 수 있다.[237] 주 정부는 또한 멸종 위기에 처한 야생 동물의 지속적인 감소를 방지하면서 주의 토착 사냥 전통을 유지하기 위해 계절별 사냥을 보존 노력의 일환으로 시행할 계획이다.[240]

사바주의 북동쪽 해안에 있는 셈포르나 반도는 산호 삼각 지대에서 높은 해양 생물 다양성의 중요 지역으로 확인되었다.[221]

4. 1. 개요

사바 주는 5개의 행정 구역으로 나뉘며, 각 구역은 다시 27개의 지구로 나뉜다. 각 지구마다 주 정부는 각 마을에 마을 장(ketua kampung)을 임명한다. 이러한 행정 구역은 영국 통치 시대의 주에서 유래되었다.[149] 영국 통치 시대에는 각 구역을 통치하기 위해 주재관이 임명되었고 궁전(Istana)이 제공되었다.[150] 북보르네오가 말레이시아의 일부가 되면서 주재관 직책은 폐지되었고 각 지구에 지구 담당관으로 대체되었다. 말레이시아의 다른 지역과 마찬가지로 지방 자치는 주 정부의 관할하에 있다.[23] 말레이 반도 비상 사태 중 지방 자치 선거가 중단된 이후, 사바 주에서는 지방 선거가 열리지 않았다. 지방 당국은 주 정부의 행정위원회에서 임명한 공무원을 두고 있다.[151][152]

4. 2. 주요 산업

20세기 초부터 사바 주에서는 대규모 농장 농업이 시작되었다. 슴포르나 반도와 세그마 계곡에서는 담배, 쿠다트 지구에서는 코코넛, 산디칸 지구에서는 기름야자 등을 재배한다. 서해안 평야에서는 쌀과 고무를 재배하고 있다. 쌀 생산량이 많고 관개 시설도 갖추고 있지만, 수요를 충족시키지 못해 타이 등으로부터 수입에 의존하고 있다. 주요 수출품으로는 목재, 고무, 코프라, 마닐라삼 등이 있다.

사바 주는 빅토리아, 코타키나발루(주도), 쿠다트, 산다칸, 타와우 등 훌륭한 항구를 보유하고 있다. 건축 재료로 사용되는 돌, 산호 모래, 점토를 추출하며, 틸라와스 강 근처에서는 금광이 발견되었다. 앞바다에서는 석유 시추 작업을 통해 템붕고 유전이 개발되었다. 제재업과 고무제품 제조 등의 공업도 발달하였다.

주요 인종 집단은 말레이인, 카다잔족, 중국인, 바자우족, 무루트족이다. 사바에는 강이 키나바탕간 강 하나뿐이지만, 이 강을 통해 내륙 깊숙한 곳까지 접근할 수 있다. 일부 지역은 강이 유일한 통로이지만, 주로 4륜 마차, 조랑말, 물소를 이용한 육로를 통해 이동한다. 주요 항구 도시에는 공항이 있으며, 코타키나발루에서 쿠타르까지 간선도로가 연결되어 있다. 총 187km에 이르는 철도가 코타키나발루에서 테놈까지 가설되어 있다.

제2차 세계 대전 이후 선진국의 원자재 수요에 따른 목재 붐으로 사바의 숲은 무분별한 벌채와 팜유 농장으로의 전환으로 점차 훼손되어 왔다.[242] 1970년 이후 임업 부문은 주 수입의 50% 이상을 차지했으며, 1997년 연구에 따르면 사바 주는 보존 지역을 제외한 모든 원시림을 거의 고갈시켰다.[241]



주 정부는 주의 생물다양성을 유지하면서 주 경제가 지속 가능하도록 하는 데 힘써왔다.[243] 그러나 이를 방지하기 위한 법률이 있음에도 불구하고, 이러한 활동을 통제하는 것은 어려운 과제이다.[239] 개발과 기본적인 생필품에 대한 필요성 또한 자연 보존과 관련된 문제가 되었다.[244][245]

채굴 활동은 강, 저수지, 연못으로 중금속 오염 물질을 직접 방출했고, 광산 폐석의 용출을 통해 지하수에 영향을 미쳤다. 1994년에 발표된 환경 보고서에 따르면 다밋/투아란 강에서 중금속이 식수 안전 기준치를 초과했다. 리와구 강의 물에서도 중금속이 검출되었는데, 이는 마무트 광산에서 유래한 것으로 추정된다.[246]

가뭄과 무책임한 농부나 개인이 방화한 불로 인해 산불이 최근 가장 큰 문제가 되었는데, 2016년 산불 사건에서 사바 서해안의 빈술룩 삼림 보호구에 있는 수천 헥타르의 삼림 보호구역이 소실되었다.[247][248]

만연한 폭발어업으로 인해 많은 산호초가 파괴되고 주의 어업 생산량에 영향을 미치고 있다.[249][250] 또한 파다스, 파파르, 투아란 강에서의 불법적인 강 모래와 자갈 채취 활동이 야생 동물과 해양 사냥 및 밀렵과 함께 최근 가장 큰 문제가 되고 있다.[246] 심각한 삼림 벌채와 대규모 야생 동물과 해양 밀렵으로 인해 수마트라 코뿔소는 2015년 초 멸종된 것으로 선언되었다.[251]

2020년 말레이시아 인구 조사에 따르면 사바 주의 인구는 3,418,785명으로 말레이시아에서 세 번째로 인구가 많은 주이며, 비시민권자 인구는 810,443명으로 가장 많다.[424] 사바 출신 사람들은 일반적으로 사바인으로 불린다.[425] 사바에는 200개 이상의 소수 민족과 약 42개의 민족 집단이 있으며, 각 집단은 고유한 언어, 문화 및 신앙 체계를 가지고 있다.[426]

5. 1. 민족 구성

말레이시아는 말레이계, 중국계, 인도계를 비롯한 다양한 민족들이 수 세대에 걸쳐 함께 살아가며 서로의 문화에 영향을 주고받으며 융화와 변화를 통해 진정한 말레이시아 문화를 형성해왔다. 사바주에는 독특한 문화와 유산을 간직한 수많은 원주민들이 살고 있다.

사바주에서 가장 큰 원주민 집단은 카다잔 두순(Kadazan Dusun), 바자우(Bajau), 무룻(Murut)이다. 2020년 말레이시아 인구 조사에 따르면 사바 주의 인구는 3,418,785명으로 말레이시아에서 세 번째로 인구가 많은 주이며, 810,443명의 비시민 인구가 가장 많다.[424] 사바 출신 사람들은 일반적으로 사바인으로 불린다.[425] 200개 이상의 소수 민족과 함께 약 42개의 민족 집단이 있으며, 각각 고유한 언어, 문화 및 신앙 체계를 가지고 있다.[426]

이슬람교는 사바의 주요 종교이지만, 사회는 세속적으로 남아 있다.[433][434] 2020년 인구 조사에 따르면, 무슬림 비율은 약 69.6%, 기독교인은 24.7%, 불교는 5.1%였다.[432] 1960년에는 무슬림 인구 비율이 37.9%에 불과했고, 기독교인 비율은 16.6%였으며, 인구의 거의 절반인 45.5%가 다른 종교를 믿었다.[435][436][437] 이러한 증가는 주로 최근 수십 년간의 통제되지 않은 높은 이민율과 논란이 되는 대규모 개종 때문이다.[438][439]

''북보르네오 식민지 연례 보고서, 1960''에 따르면, 주요 원주민 집단은 이교도 신앙을 유지한 반면, 해안 지역은 대부분 무슬림이었다. 언급된 다른 종교로는 전통적인 중국 신앙과 다양한 기독교 종파가 있었다.[440] 많은 원주민 집단이 기독교로 개종했는데,[441] 부분적으로는 돼지고기 금지가 없다는 등의 문화적 적합성 때문이었다.[442]

중국 민간 종교뿐만 아니라 힌두교와 시크교와 같은 인도 종교를 포함한 여러 다른 종교도 이 지역에서 실천되고 있다.[443]

5. 3. 언어

말레이어가 주요 언어이지만, 사바 말레이어는 사라왁 말레이어나 말레이반도 말레이어와는 다른 크리올이다.[444] 사바는 토착어, 브루나이 말레이어, 바자우어, 술루크어, 두순어에서 유래한 독특한 말레이어 속어를 가지고 있다.[445] 사바의 토착어는 두수닉어족, 무루틱어족, 파이타닉어족, 사마-바자우어족의 네 개 언어 가족으로 나눌 수 있다.[446] 그러나 특히 집에서 말레이어가 널리 사용됨에 따라 토착어는 멸종 위기에 처해 있다. 부모들은 특히 직업과 관련하여 토착어를 불편하게 여기는 경우가 많기 때문이다. 하지만 토착어에 대한 인식이 높아짐에 따라 현대 부모들은 모국어를 물려주는 것을 더욱 강조하고 있다.[447][448][449] 사바의 중국인 중 하카인이 대다수를 차지하기 때문에, 하카 방언이 광둥어와 푸젠어 방언을 제외하고 가장 흔하게 사용되는 중국어 방언이다.[450]

2018년 총선 이후 정권 교체 이후, 새로운 사바 주 정부는 주 내에서 영어 사용에 대한 제한이 없다고 발표했다. 교육부가 사바에서 영어 사용이 불법이라고 발표하더라도, 이러한 제한은 사바 주에 적용되지 않을 것이며, 주 정부는 이전의 부적절한 법률을 폐지할 것이라고 밝혔다. 특히 사기업이나 영어 능력이 필요한 단체에서 일해야 하는 젊은 세대에게 이러한 제한은 더 큰 피해를 줄 것이기 때문이다. 새로운 주 정부는 또한 주 법 개정의 필요성이 있는지 여부를 검토할 것이라고 밝혔다.[451]

6. 사회

사바와 사라왁의 통신은 1967년까지 우정통신부가 관할했으며, 이후 영국의 케이블 앤드 와이어리스 커뮤니케이션즈가 유지 관리하다가 반도 기반 회사에 인수되었다.[335] 영국 통신 회사는 코타키나발루를 싱가포르와 홍콩(British Hong Kong)과 연결하는 해저 케이블을 설치했다.[335] 1968년 사바 우정통신부는 반도 통신부와 합병하여 말레이시아 통신부가 되었고, 1991년 상장 회사인 텔레콤 말레이시아로 이관되었다.[334]

2006년, 사바는 직접 교환 회선(DEL) 보급률이 낮았고, 휴대전화와 인터넷 다이얼업 보급률은 인구 100명당 6.5명에 불과했다.[298] 2014년 말까지 사바에는 통신 핫스팟이 934개에 불과했다.[336] 정부는 인터넷 연결 보급률과 성능을 향상시키기 위해 노력하고 있다.[337] 2016년부터 유니파이 광섬유망이 확장되기 시작했고,[338] 셀콤과 맥시스도 서비스를 제공하기 시작했다.[339][340] 2019년, 디지는 최대 1 Gbit/s 속도의 가정용 광섬유 광대역 서비스를 사바에서 출시했다.[341] 사바의 이동통신은 대부분 4G와 3G를 사용하며, 1말레이시아 무선 마을(KTW)로 알려진 무료 농촌 Wi-Fi 서비스도 있지만, 공공 인터넷 속도는 느린 편이다.[342][343]

Bhd.라는 민간 회사가 개발한 60테라바이트 해저 케이블을 설치하여 동말레이시아의 첫 번째 인터넷 게이트웨이를 구축하기 시작했다.[344] 1말레이시아 케이블 시스템 프로젝트(SKR1M)에 따라 코타키나발루에서 반도의 파항까지 고속 인터넷용 새로운 해저 케이블이 건설되어 2017년에 완공되었다.[345][346] 또 다른 해저 케이블인 BIMP-EAGA 해저 및 지상(BEST) 케이블 프로젝트는 현재 코타키나발루에서 타와우까지 건설 중이며, 사바를 브루나이, 칼리만탄, 민다나오와 연결할 예정이며 2018년에 완공될 예정이다.[348] 2016년 초, 주 정부와 화웨이 간에 양해각서(MoU)가 체결되어 사바를 정보통신기술(ICT) 허브로 만들 계획이다.[349]

사바는 1955년 라디오 서비스를 시작했으며, 1963년 말레이시아에 합류하면서 말레이시아 라디오의 일부가 되었고, 1969년 라디오 텔레비전 말레이시아(RTM)의 일부가 되었다.[351] RTM은 주에 4개의 지사를 두고 있으며, 본사는 RTM의 텔레비전 채널을 위한 뉴스와 프로그램을 제작하고 사바 FM과 사바 V FM이라는 두 개의 주 라디오 채널을 운영한다. 다른 3개의 지사는 케닝가우 FM, 산다칸 FM, 타와우 FM과 같은 지역 라디오 채널을 운영한다.

주에 있는 다른 라디오 채널로는 말레이시아 사바 대학교가 운영하는 KK FM[352]과 아스트로를 통해서만 이용 가능한 바유 FM[353]이 있다. 2016년 쿠피쿠피 FM,[354] 2017년 KK12FM과 VOKFM[355][356]을 비롯한 몇몇 새로운 독립 라디오 방송국이 개국했다. 사바 출신 DJ들이 대부분 고용되고 지역 노래가 재생되어 사바 청취자들의 취향과 방언을 충족시킨다. 주의 텔레비전 방송은 지상파 텔레비전과 위성 텔레비전으로 나뉜다. 말레이시아가 디지털 텔레비전 전환을 목표로 하고 있기 때문에 모든 아날로그 신호는 곧 종료될 것이다.[357] MYTV Broadcasting(디지털 지상파) 및 Astro NJOI(위성)과 같은 두 가지 유형의 무료 방송 제공업체가 있다. 한편, 유니파이 TV를 통해 IPTV가 제공된다.[358] 주에서 처음으로 설립된 신문은 후아드 스티븐스가 설립한 사바 타임스(뉴 사바 타임스로 변경됨)이다.[359] 다른 주요 신문으로는 독립적인 데일리 익스프레스,[360] 해외 중국 일일 뉴스,[361] 사라왁 기반 보르네오 포스트,[362] 반도 기반 신조우 데일리,[363] 브루나이 기반 보르네오 불레틴[364]이 있다.

6. 1. 비자 문제

사바는 사라왁과 마찬가지로 본토와는 분리된 별도의 이민국이 존재하며, 말레이시아인이라도 사바에 들어오기 위해서는 별도의 허가가 필요하다. 이는 본토인의 영향력이 커질 것을 우려하여 입국 제한 조치를 취하는 것인데, 가령 본토인이 사바에 들어올 때는 90일 무비자를 받게 된다. 취직 또는 입학의 경우 별도의 비자 신청이 필요하다. 다만 사라왁에 비하면 제한이 덜한 편이며, 본토에서 무비자를 받은 외국인이라도 사바에서 문제없이 체류할 수 있다. 사바에서 받은 비자로 본토에서 체류할 순 있으나, 사라왁은 안 된다.

이러한 이유는 정확히 알 수 없지만, 일종의 지역감정은 한 가지 대표적인 이유로 거론되기도 한다. 실제로 사바인들의 상당수가 본토에 대한 반감이 있으며, 일부는 SSKM 등 독립단체를 결성하여 분리독립을 시도하려 하고 있다. 물론 사라왁에 비하면 본토에 더 동화되긴 했지만, 원주민들 사이의 지역감정은 여전하다.

사라왁 주와 마찬가지로 본토인을 블랙리스트에 넣어 입국을 금지할 수 있다. 최근 술루 술탄 가족과 접촉해 논란이 된 야당 지도자 누룰 이자 안와르는 사바 주에서 입국이 금지되었다.[365]

6. 2. 문화

말레이시아는 다양한 인종과 종교가 어우러진 활기찬 나라로, 말레이계, 인도계, 중국계 등 다양한 민족들이 평화롭게 조화를 이루며 살아가고 있다. 이러한 다문화주의는 수백 가지 이상의 다채로운 축제와 미식가들의 천국이라는 명성을 가져다주었다. 사바의 문화는 다양한 민족의 영향으로 매우 다채롭다.[427]

해안 지역은 서쪽 해안의 브루나이 말레이인과 서해안 바자우족, 동쪽 해안의 동해안 바자우족, 부기스족, 술루크족의 영향을 받았으며, 이슬람교가 삶의 중요한 부분을 차지한다.[452][453] 내륙 지역에서는 기독교가 카다잔-두순족, 룬다예족, 무룻족, 룽구스족의 삶에 중요한 역할을 하며, 이들의 전통적인 애니미즘 및 이교도적 관습과 함께 존재한다.[452]

사바 원주민 문화를 보여주는 문화 마을로는 보르네오 문화 마을,[456] 마리 마리 문화 마을,[457] 몬소피아드 문화 마을[458] 등이 있으며, 문화 공연도 열린다. 사바 박물관에는 다양한 사바 문화를 보여주는 다수의 유물, 놋쇠 제품, 도자기, 자연사, 무역 역사, 이슬람 문명 등의 소장품과 민족 식물원, 과학 기술 센터가 있다.[459]

사바의 모든 민족 집단은 전통 악기로 유명하다.[468] 해안 지역 주민들은 겐당, 콤팡, 쿨린탄간을 연주하고,[469] 내륙 지역 주민들은 붕카우, 솜포톤, 투랄리를 연주한다.[470][471] 각 민족 집단은 고유한 전통 춤을 가지고 있다. 예를 들어 카다잔-두순족은 ''수마자우'' 춤을, 무룻족은 ''마구나팁''을,[473] 룽구스족은 ''몽기골 숨다이''를,[471] 룬 바왕/룬 다예족은 ''알라이 부삭 바쿠''를, 브루나이 말레이족은 ''아다이-아다이''를,[474] 서해안 바자우족은 ''림바이''와 ''쿠다 파수''를, 동해안 바자우족과 술루족은 ''팡갈라이''를 춘다.[475][476]

사바 주는 바틱 생산으로도 유명하며, 국제 시장 진출을 위해 상업화되었다.[478] 사바의 관광 상품에는 수공예품과 기념품 생산이 포함되며, 2011년부터 사바 공예 엑소티카 프로그램이 매년 개최되고 있다.[465][466]

사바의 대표적인 요리로는 보포트 미(Beaufort mee),[479][480] 보소(bosou),[481] 히나바(hinava),[482] 응이우 챕(ngiu chap), 피나사칸(pinasakan),[483] 시피탕 사테(Sipitang satay),[484][485] 투아란 미(Tuaran mee),[480][486] 투하우(tuhau),[487] 밤반간 과일 (''mangifera pajang'') 등이 있다.[488]

6. 3. 교육

모든 초등학교와 중등학교는 말레이시아 교육부의 지침 아래 사바 주 교육부의 관할 및 감독을 받는다.[403] 사바에서 가장 오래된 학교는 산다칸 세인트 마이클 학교(1886년), 페낭팡 세인트 마이클 학교(1888년), 리카스 올 세인츠 학교(1903년), 타와우 세인트 패트릭 학교(1917년)이다.[404] 2013년 통계에 따르면 사바에는 총 207개의 정부 중등학교가 있다.[405]

사바에는 5개의 국제학교(카리스 국제학교,[406] 키나발루 국제학교,[407] 사폴 국제학교,[408] 코타키나발루 인도네시아 학교,[409] 코타키나발루 일본학교[410] 포함)와 9개의 중국계 독립 고등학교가 있다. 사바에는 중국계 학교에 다니는 상당수의 원주민 학생들이 있다.[411]

사바 주 정부는 주내 유아 교육도 강조한다. 이는 사바 재단(Yayasan Sabah)과 네슬래의 지원을 받아 주내 유치원 설립으로 이어졌다.[412][413] 사바에는 말레이시아 사바 대학교(UMS)와 마라 기술 대학교(UiTM)의 두 개의 국립 대학교가 있다. 툰압둘라작 대학교(UNIRAZAK)는 코타키나발루에 지역 센터를 설립했다.[414] 2016년 현재 약 15개의 사립 대학과 2개의 사립 대학교가 있으며, 새로운 대학들이 설립되고 있다.[415]

1960년 북보르네오의 전체 문해율은 24%에 불과했다.[416] 2011년 최근 조사 결과 문해율이 79%로 증가했다.[417] 대부분의 중등학교 졸업생들은 말레이시아 교육 증명서(SPM)를 마친 후 주로 재정적 부담과 지역 고등 교육 기관에서의 학업에 대한 관심과 자신감 부족으로 인해 학업을 계속하지 않았으며, 2015년 조사에 따르면 2만 명이 넘는 중등학교 졸업생 중 1만 6천 명만이 학업을 계속했다.[418]

2016년 초 사바에는 유치원, 초등학교, 중등학교에서 총 42,047명의 교사가 근무했다.[419] 연방 정부에서 주 정부로 권한이 분산되고 주 교육을 개선하기 위해 사바 출신 교사의 비율을 90%까지 달성한다는 목표가 설정되었다.[420] 사바 주립 도서관은 주요 공공 도서관이다.[421] 주도에 있는 주요 인도네시아 학교 외에도 사바 전역에 인도네시아 이민자 자녀들을 위해 11개의 인도네시아 학교가 있다.[422] 2014년부터 필리핀 이민자 자녀들은 말레이시아 필리핀인 자원봉사자들과 여러 지역 비정부기구(NGO)의 협력으로 설립된 대안 학습 센터(ALC)에 등록하기 시작했다.[423]

6. 4. 보건

사바 주에는 퀸 엘리자베스 병원, 퀸 엘리자베스 병원 II, 켄트 공작부인 병원, 타와우 병원 등 4개의 주요 정부 병원과 13개의 정부 지역 병원이 있다.[398] 여성 및 어린이 병원, 정신병원, 공중 보건 클리닉, 1말레이시아 클리닉 및 농촌 클리닉도 운영되고 있다. 정부 소유 병원과 클리닉 외에도 글리니글스 코타키나발루, KPJ 전문병원, 다마이 전문센터(DSC), 라플레시아 전문센터(RSC), 제셀톤 의료센터(JMC)와 같은 여러 사립병원이 있다.[399] 주도에는 알코올 중독 및 마약 중독 관련 문제를 치료하는 솔리스 사바라는 중독 치료 시설도 있다.

2011년 기준, 사바 주의 의사-환자 비율은 1:2,480으로, 세계보건기구(WHO) 권장 기준인 의사 1명당 환자 600명보다 낮았다.[400] 업무 과중과 젊은 졸업생들의 관심 부족으로 사바 주는 의사 부족에 직면하고 있다.[401] 정부 병원의 낮은 급여와 과중한 업무량 때문에 많은 의사들이 사립병원으로 이동하고 있지만, 사립병원들은 일부 지원서를 거부하는 등 의사 채용에 소극적이다.[399] 이에 연방 정부는 매년 국가 예산에서 의료 부문에 많은 자금을 할당하여 의사 양성을 위한 다양한 조치를 취하고 있다.[402]

7. 정치
