2. 정의
일반적으로 도시는 다수의 사람들이 일상 활동을 좁은 경계를 넘어 광범위하게 통합, 조정하며 살아가는 공동체라고 정의한다.[16] 도시를 규정할 때는 인구, 인구 밀도, 주거 밀집도, 직업 구성비 등이 사용되는데, 그 기준은 나라마다 다르다. 대한민국에서는 일반적으로 시(市) 지역을 도시, 군(郡) 지역을 농촌으로 구분하지만, 다른 나라에서는 특정 인구 수를 기준으로 도시를 정의하는 경우가 많다. 예를 들어 미국은 인구 2,500명 이상,[19] 프랑스는 2,000명 이상,[18] 일본은 5만 명 이상이 한 지역에 밀집해 거주하는 곳을 도시로 간주한다.[18]

- 도시 안에서의 여러 기능이 지역적으로 분화될 뿐만 아니라, 각 도시 자체가 특정한 하나의 기능을 중심으로 분화되어 새로운 형태의 공업 도시, 행정 도시, 오락 도시, 교육 도시, 관광 도시 등으로 분화되어 가고 있다.

8. 새로운 도시 형태
20세기 후반부터 창조 도시와 스마트 도시 등 새로운 도시 형태에 대한 이론이 제기되고 있다.[384][385] 창조 도시는 창조적인 인재들이 고부가가치를 창출하는 산업에 종사할 수 있는 기반을 갖춘 도시를 의미한다.[386] 스마트 도시는 정보통신기술(ICT)을 활용하여 도시의 효율성을 높이고, 시민들의 삶의 질을 개선하는 도시를 의미한다.
폴 로머 뉴욕대 교수는 '차터도시'라는 새로운 도시 개념을 제시했다. 차터 도시는 개발도상국이나 저개발국이 특정 지역에 인구를 유입시키고 제3국이 관리하는 자치 도시를 의미한다. 제3국 기관은 이 지역의 정치적 안정을 위해 기존 체제와 다른 제도를 도입하여 해당 국가와 독립적인 경제활동을 하는 새로운 구역을 만든다. 홍콩이 차터시티에 가까운 사례이며, 현재 온두라스 정부가 차터시티를 개발 중이다.

도시계획은 도시 설계에 대한 사전 계획의 적용으로, 특정 목표를 달성하기 위해 토지 이용, 교통, 공공시설 및 기타 기본 시스템을 최적화하는 것을 포함한다. 특정 목표 도시계획가와 학자들은 계획이 어떻게 수립되어야 하는지에 대한 이상으로서 중복되는 이론을 제시해왔다. 도시 자체의 초기 설계를 넘어서는 계획 도구에는 기반 시설에 대한 공공자본 투자와 토지 이용 규제 (예: 토지구획 등)이 포함된다. 종합 계획의 지속적인 과정에는 일반적인 목표를 식별하고 데이터를 수집하여 진행 상황을 평가하고 미래의 결정에 정보를 제공하는 것이 포함된다.[151][152]
