2. 국명

Deutschlandde(도이칠란트)라는 독일어 명칭은 diutisciu landde(독일의 땅)에서 유래되었으며, 이는 다시 게르만조어의 (사람들의)에서 유래되었다.[546]

독일 밖에서는 다양한 이름으로 불리는데, 영어로는 '절머니(Germany영어)'[547], 프랑스어로는 '알마뉴(Allemagne프랑스어)', 폴란드어로는 '니엠치(Niemcypl)', 중국어로는 '더궈(德国중국어)'[549], 네덜란드어로는 '다위츨란트(Duitslandnl)' 등으로 불린다.

대한민국에서 사용되는 '독일'이라는 명칭은 일제강점기에 일본어식 한자 음차 표기인 '도이쓰()'[548]를 받아들여 한국식 한자음으로 읽은 것이다. 그 전에는 중국의 영향을 받아 '덕국(德國)'이라고 불렸다.[549] 해방 후에는 '도이칠란트'로 표기하기도 했으나 정착되지 못했고,[550][551] 조선민주주의인민공화국에서는 문화어로 '도이췰란트'라는 명칭을 사용한다.

Deutschde(도이치)의 어원은 게르만어 명사에서 유래하며, 모두 "민중" 또는 "대중"을 의미한다.[311][312] 프랑크 왕국 시대에 게르만인 일반 대중을 가리키는 말에서 시작하여 지역을 가리키는 호칭으로 사용되기 시작했다.

3. 역사

인류의 조상인 '다누비우스 구겐모시'는 1,100만 년 전 독일에 살았으며, 직립보행을 한 초기 인류 중 하나로 알려져 있다.[552] 현생 인류는 최소 60만 년 전 독일에 존재했다.[553] 최초의 현생 인류가 아닌 화석(네안데르탈인)은 독일 네안데르 계곡에서 발견되었다.[554]

게르만족은 북유럽 청동기 시대나 초기 청동기 시대부터 시작된 것으로 여겨진다.[559][560] 이들은 스칸디나비아 반도 남부와 북독일에서 남쪽, 동쪽, 서쪽으로 확장하여 켈트족, 이란족, 발트족, 슬라브족과 접촉하였다.[561] 아우구스투스 치하 로마 제국은 게르만족 거주 지역을 침략, 라인강과 엘베강 사이에 게르마니아 속주를 만들었으나, 서기 9년 토이토부르크 숲 전투에서 아르미니우스에게 패배하면서 지배 야망은 좌절되었다.[562]

1740년부터 합스부르크 군주국과 프로이센 왕국의 이원 체제가 독일 역사를 지배했다. 프랑스 혁명 전쟁, 나폴레옹 전쟁 이후 1806년 신성 로마 제국은 해체되었다.

나폴레옹 몰락 후 빈 회의는 39개 주권 국가로 구성된 독일 연방을 수립했다. 유럽 혁명 운동의 영향으로 독일 혁명이 일어났으나, 자유주의 운동은 일시 중단되었다.[582] 1862년 오토 폰 비스마르크가 프로이센의 총리로 임명, 여러 전쟁을 승리로 이끌어 1871년 독일 제국을 선포했다.

독일의 통일 이후 그륀더차이트 시대에 독일 총리 비스마르크는 동맹 구축과 전쟁 회피로 독일의 지위를 확보했다.[584] 빌헬름 2세 치하에서 독일은 신제국주의 노선으로 주변국과 마찰을 빚었다.[585] 1914년 사라예보 사건으로 제1차 세계 대전 발발, 1918년 11월 독일 혁명으로 빌헬름 2세와 제후들은 퇴위, 독일은 연방공화국이 되었다.

1919년 프리드리히 에베르트 대통령은 바이마르 헌법에 서명했다.[593] 1929년 대공황 발생, 아돌프 히틀러의 국가사회주의 독일 노동자당(나치당)은 1933년 집권했다.[596] 전권 위임법으로 나치 독일이 시작되었다.

1939년, 히틀러 정부는 몰로토프-리벤트로프 조약을 체결했다.[605] 1939년 9월 1일 독일의 폴란드 침공으로 제2차 세계 대전 발발. 베를린 공방전 중 히틀러 자살 후, 1945년 5월 8일 독일은 항복했다.[607]

나치 독일 항복 후, 연합국은 독일 국가를 폐지, 영토를 분할했다. 1949년 독일 연방 공화국과 독일 민주 공화국 수립. 1961년 베를린 장벽 건설은 냉전의 상징이 되었다.[87]

1989년, 동유럽 혁명으로 베를린 장벽이 붕괴되었다. 1990년 재통일 달성, 수도는 베를린으로 이전되었다.

2002년, 유럽중앙은행 제도로 통화 정책이 이관되었다.

3. 1. 선사 시대

1100만 년 전 독일에서 발견된 다누비우스 구겐모시는 두 발로 걷는 가장 초기의 인류 조상 중 하나로 여겨진다.[13] 최소 60만 년 전부터 고대 인류가 독일에 거주한 증거가 있다.[14] 최초의 현생 인류가 아닌 인류 화석(네안데르탈인)은 네안데르 계곡에서 발견되었다.[15] 비슷한 시대의 현생 인류 증거는 슈바벤 주라에서 발견되었는데, 여기에는 4만 2천 년 전의 피리(현존하는 가장 오래된 악기),[16] 4만 년 전의 사자 인간,[17] 그리고 4만 1천 년 전의 호흘레 펠스의 비너스가 포함된다.[18][19] 네브라 하늘 원반은 유럽 청동기 시대에 만들어진 것으로 독일 유적지에서 발견되었다.[20]

현재 독일을 포함한 서유럽 지역에 인류가 거주하기 시작한 것은 석기 등이 발견된 지층으로부터 약 70만 년 전으로 추정된다. 60만 년 전부터 55만 년 전의 지층에서는 하이델베르크인(Homo heidelbergensis)의 화석이, 4만 년 전의 지층에서는 네안데르탈인의 화석이 확인되었다. 현생인류(호모 사피엔스)는 약 3만 5천 년 전부터 나타나, 기원전 4000년경의 거석문명을 거쳐 기원전 1800년경까지 청동기 문명으로 이행하였다. 기원전 1000년경에는 켈트계 민족에 의해 도나우 강 유역에 할슈타트 문화(할슈타트 문명)라 불리는 철기 문명이 번영하였다.

3. 2. 게르만 부족과 프랑크 제국

게르만족은 북유럽 청동기 시대 혹은 초기 청동기 시대부터 시작된 것으로 여겨진다.[559][560] 이들은 스칸디나비아 반도 남부와 북독일에서 남쪽, 동쪽, 서쪽으로 확장하여 켈트족, 이란족, 발트족, 슬라브족과 접촉하였다.[561]

아우구스투스 치하에서 로마 제국은 게르만 부족들이 거주하는 땅을 침략하기 시작하여 라인강과 엘베강 사이에 게르마니아 속주를 만들었다. 서기 9년, 세 개의 로마 군단이 토이토부르크 숲 전투에서 아르미니우스에게 패배했다.[562] 이 전투는 게르마니아를 지배하려는 로마인들의 야망을 꺾었고, 유럽의 역사에서 가장 중요한 사건 중 하나로 여겨진다.

260년경, 게르만 민족은 로마의 지배를 받는 땅으로 침입했다.[565] 375년 훈족의 침입과 395년부터 시작된 로마의 쇠퇴와 더불어 게르만 부족은 더 남서쪽으로 이동했다. 프랑크족은 프랑크 왕국을 건설하고 동쪽으로 진출하여 작센과 바이에른을 정복했다. 오늘날 독일 동부 지역은 서슬라브 부족이 거주했다.

3. 3. 동프랑크와 신성 로마 제국

카롤루스는 800년 카롤루스 제국을 세웠으나, 이 제국은 843년 베르됭 조약으로 분할되었다.[566] 동프랑크 왕국은 서쪽으로는 라인강에서 동쪽으로는 엘베강까지, 북쪽으로는 북해에서 남쪽 알프스 산맥까지 뻗어 있었다.[566] 그 후 신성 로마 제국이 등장하였고, 오토 왕조 시기(919-1024)에 여러 주요 부족공국들을 통합했다.[566] 996년 오토 3세는 자신의 친척 그레고리오 5세를 교황으로 임명해 그레고리오 5세는 최초의 독일계 로마 교황이 되었다. 신성 로마 제국은 잘리어가 시기(1024-1125)에 북부 이탈리아와 부르고뉴를 흡수했지만 이 시기에 서임권 투쟁으로 인해 황제는 권력을 잃었다.[567]

호엔슈타우펜가 시기(1138-1254)에 독일 왕자들은 남쪽과 동쪽으로의 독일인 정착을 장려하는 동방식민운동을 벌였다.[567] 대부분의 북독일의 도시들은 한자 동맹의 일원으로서 무역 확장을 통해 번영했다.[567] 그러나, 이후 인구는 1315년 대기근으로 인해 감소하기 시작했으며, 뒤따라 1348~1350년 흑사병이 퍼졌다.[568] 1356년에 발표된 금인칙서는 제국의 헌법 구조를 정립하였으며, 7명의 선제후에 의한 황제 선출을 성문화했다.[568]

베스트팔렌 조약은 제국 영지의 통치자들 간의 종교 전쟁을 종식시켰다.[571] 대부분의 독일어권 영지 통치자들은 로마 카톨릭교회나 루터교회 또는 개혁 신앙을 공식 종교로 선택할 수 있었다.[573] 일련의 '제국 개혁'(약 1495-1555)에 의해 시작된 법률 체제는 상당한 지방 자치권과 강력한 제국 의회를 만들었다.[574] 합스부르크가는 1438년부터 1740년 카를 6세가 사망할 때까지 제국의 황제 직위를 가졌다. 오스트리아 왕위 계승 전쟁과 엑스라샤펠 조약에 따라 카를 6세의 딸 마리아 테레지아가 왕후로 황제가 된 남편 프란츠 1세와 함께 제국을 통치했다.[575][576]

1740년부터 합스부르크 군주국과 프로이센 왕국 사이의 이원론이 독일의 역사를 지배했다. 1772년, 1793년, 1795년에 프로이센과 오스트리아는 러시아 제국과 함께 폴란드 분할에 동의했다.[577][578] 프랑스 혁명 전쟁, 나폴레옹 전쟁 이후 제국 의회의 최종 회의 기간 동안 대부분의 자유제국도시는 왕조의 영토에 합병되었고, 교회의 땅도 마찬가지로 세속화되고 합병되었다. 끝내 1806년 제국은 해체되었다. 프랑스, 러시아, 프로이센, 합스부르크(오스트리아)는 나폴레옹 전쟁 동안 독일 내의 패권을 놓고 경쟁했다.[578]

3. 4. 독일 연방과 제국

나폴레옹 몰락 후 빈 회의는 39개 주권 국가로 구성된 독일 연방을 수립했다. 오스트리아의 황제를 연방 의장으로 임명한 것은 프로이센의 영향력 증대에 대한 거부 의사를 반영했다. 클레멘스 폰 메테르니히 후작에 의해 자유주의 운동이 탄압받았지만, 독일 관세동맹(Zollverein|독일 관세 동맹de)은 독일의 경제적 통합을 촉진시켰다.[579][580][581] 유럽 혁명 운동의 영향으로 독일 혁명이 일어났으나, 프로이센의 프리드리히 빌헬름 4세는 황제 칭호를 거부하여 자유주의 운동은 일시 중단되었다.[582]

빌헬름 1세는 1862년 오토 폰 비스마르크를 프로이센의 총리로 임명했다. 비스마르크는 1864년 덴마크와의 전쟁과 1866년 프로이센-오스트리아 전쟁을 승리로 이끌어 오스트리아를 배제한 북독일 연방을 수립했다. 프로이센-프랑스 전쟁 승리 후 1871년 독일 제국이 선포되었고, 프로이센 국왕이 독일 황제를 겸하고 베를린이 수도가 되었다.[583][584]

1914년 사라예보 사건으로 제1차 세계 대전이 발발했다. 약 2백만 명의 독일인이 사망한 4년 간의 전쟁은[590] 휴전으로 종식되었다. 1918년 11월 독일 혁명으로 빌헬름 2세와 제후들은 직위를 포기했고, 독일은 연방공화국이 되었다. 독일은 베르사유 조약에 서명하여 패배를 인정했다. 독일인들은 이 조약을 굴욕적으로 여겼고, 이는 아돌프 히틀러 부상에 영향을 주었다.[591] 독일은 유럽 영토의 약 13%와 모든 식민지를 잃었다.[592]

3. 5. 바이마르 공화국과 나치 독일

1919년 8월 11일, 프리드리히 에베르트 대통령은 민주적인 바이마르 헌법에 서명했다.[593] 이후 권력 투쟁에서 공산주의자들은 바이에른에서 권력을 장악했고, 다른 지역의 보수 세력들은 카프 폭동을 일으켜 공화국을 전복하려 했다. 주요 산업 중심지에서의 거리 전투와 벨기에 및 프랑스 군대에 의한 루르 점령, 그리고 초인플레이션이 뒤따랐다. 부채 구조 조정 계획과 1924년 새로운 통화의 등장은 예술적 혁신과 자유로운 문화 생활의 시대인 '황금의 20년대'를 열었다.[593][594][595]

1929년 전 세계적인 대공황이 독일을 강타했다. 하인리히 브뤼닝 총리 정부는 재정 긴축과 디플레이션 정책을 추진하여 1932년까지 거의 30%의 실업률을 초래했다.[596] 아돌프 히틀러가 이끄는 국가사회주의 독일 노동자당(나치당)은 1932년 특별선거 이후 독일 의회에서 가장 큰 정당이 되었고, 1933년 1월 30일 파울 폰 힌덴부르크는 히틀러를 독일 총리로 임명했다.[596] 국가의회 의사당 화재 사건 이후, 새로운 법령은 기본적인 시민권을 폐지했고 최초의 나치 강제 수용소가 문을 열었다.[597][598] 1933년 3월 23일, 전권 위임법은 헌법을 무시하고[599] 히틀러에게 무제한적인 입법권을 부여하여 나치 독일의 시작을 알렸다. 히틀러의 정부는 중앙 집권화된 전체주의 국가를 수립하고 국제 연맹에서 탈퇴했으며 재무장을 통해 군대를 극적으로 늘렸다.[600] 공공 사업에 중점을 둔 경제 재건을 위한 정부 지원 프로그램 중 가장 유명한 것은 라이히스아우토반(Reichsautobahnde)이었다.[601]

1935년 히틀러 정권은 베르사유 조약을 어기고 유대인과 기타 소수 민족을 대상으로 하는 뉘른베르크법을 도입했다.[602] 또한 독일은 1935년 자르의 통제권을 다시 획득했고,[602] 1936년 라인란트를 재무장시켰으며, 1938년 오스트리아를 합병하고 같은 해 뮌헨 협정을 통해 주데텐란트를 합병하였다. 1939년 3월 협정을 위반하고 체코슬로바키아를 완전히 점령하였다.[603] 수정의 밤(Kristallnachtde)에 히틀러 정권은 시나고그를 불태우고 유대인 기업을 파괴하며 유대인들을 대량으로 체포했다.[604]

1939년 8월, 히틀러 정부는 동유럽을 소련과 독일의 세력권으로 나누는 몰로토프-리벤트로프 조약을 체결했다.[605] 1939년 9월 1일 독일이 폴란드를 침공하고 9월 3일 영국과 프랑스가 독일에 선전포고하며[606] 유럽에서 제2차 세계 대전이 발발했다. 1940년 봄, 독일은 덴마크와 노르웨이, 네덜란드, 벨기에, 룩셈부르크와 프랑스를 침공하여 점령하고 프랑스 정부가 휴전 협정에 서명하도록 강요했다. 그러나 영국군은 영국 본토 항공전을 통해 독일군의 공습을 격퇴했다. 1941년에 독일군은 유고슬라비아, 그리스와 소련을 침공하였다. 1942년까지 독일과 그 동맹국들은 유럽의 대부분과 북아프리카의 대부분을 장악했지만, 스탈린그라드 전투에서 소련이 승리하고 북아프리카를 연합국에게 다시 빼앗기고, 1943년 연합국이 이탈리아에 상륙한 이후 독일군은 반복되는 군사적 패배를 겪었다. 1944년 소련은 동유럽을 점령했고, 서방 연합국은 프랑스에 상륙하여 독일의 마지막 반격을 이겨내고 독일에 입성했다. 베를린 공방전 도중 히틀러가 자살한 후, 독일은 1945년 5월 8일 항복문서에 서명하여 유럽과 독일에서의 제2차 세계 대전을 종식시켰다.[607] 전쟁이 끝난 후 살아남은 나치 관료들은 뉘른베르크 국제군사재판에서 전쟁범죄로 재판을 받았다.[608][609]

나중에 홀로코스트로 알려지게 되는 나치 독일 정부의 정책은 독일 내의 소수 민족들을 유럽 전역의 강제 수용소와 절멸 수용소에 억류하는 것과 같이 소수 민족을 박해했다. 총 1,700만 명이 조직적으로 살해당했는데, 여기에는 유대인 600만 명, 롬인 최소 13만 명, 27만 5천 명의 장애인, 수천 명의 여호와의 증인, 동성애자 수천 명, 정치와 종교적인 반대자 수십만 명이 포함된다.[610] 독일 점령지에서 독일의 정책으로 인해 폴란드인 약 270만 명,[611] 우크라이나인 130만 명, 벨라루스인 100만 명, 소련의 전쟁 포로 350만 명이 사망했다.[612] 독일군의 사상자는 530만 명으로 추산되며,[613] 독일의 민간인 약 90만 명이 사망했다.[614] 약 1,200만 명의 독일인들이 동유럽 전역에서 추방되었고 독일은 전쟁 전 영토의 약 4분의 1을 잃었다.[615]

3. 6. 동독과 서독

1989년 베를린 장벽 붕괴 당시 모습과 (배경에) 브란덴부르크 문. 이는 냉전 종식의 시작을 알리는 첫 번째 사건 중 하나였으며, 궁극적으로 소비에트 연방의 해체로 이어졌다.


나치 독일의 항복 후, 연합국은 독일 국가를 폐지하고 베를린과 독일의 잔여 영토를 네 개의 점령 지역으로 분할했다. 프랑스, 영국, 미국이 통제하는 서부 지역은 1949년 5월 23일에 통합되어 독일 연방 공화국(Bundesrepublik Deutschlandde)이 되었고, 1949년 10월 7일에는 소련 점령 지역이 독일 민주 공화국(Deutsche Demokratische Republikde; DDR)이 되었다. 이들은 비공식적으로 서독과 동독으로 알려졌다.[79] 동독은 동베를린을 수도로, 서독은 본을 임시 수도로 선택했다.[80]

서독은 "사회 시장 경제"를 기반으로 하는 연방 의원내각제 공화국으로 설립되었다. 콘라트 아데나워가 1949년 첫 번째 연방 총리로 선출되었다. 서독은 1955년 NATO에 가입했고 유럽 경제 공동체의 창립 회원국이었다.[83]

동독은 소비에트 연방의 통제하에 있는 동부 블록 국가였다. 동독은 민주주의 국가라고 주장했지만, 독일 사회주의 통일당의 지도급 당원들이 권력을 행사했다.[85] 1961년에 건설된 베를린 장벽은 동독 시민들이 서독으로 탈출하는 것을 막았고, 냉전의 상징이 되었다.[87]

1960년대 후반, 빌리 브란트 총리의 Ostpolitik|동방 정책de에 의해 동서독 간의 긴장이 완화되었다.[88] 1989년 헝가리가 철의 장막을 해체하고 오스트리아와의 국경을 개방하기로 결정하면서 수천 명의 동독 시민이 헝가리와 오스트리아를 경유하여 서독으로 이주했다. 이는 동독에 치명적인 영향을 미쳤다.

3. 7. 통일 독일과 유럽 연합

1989년, 소련의 페레스트로이카를 계기로 시작된 동유럽의 민주화 운동(동유럽 혁명)으로 베를린 장벽이 붕괴되었다. 이듬해인 1990년 10월 3일 재통일(정식으로는 독일 연방공화국이 독일 민주공화국을 흡수·병합하는 형태의 통일)을 달성하고 수도도 본에서 베를린으로 옮겼다.

1992년 9월, 독일 마르크의 고평가로 유럽의 통화 시장이 혼란에 빠졌다. 2001년 5월 2일 연방정부가 베를린으로의 수도 기능 이전을 완료했다. 2002년, 독일 연방은행의 정책이 유럽중앙은행(ECB)과 회원국 중앙은행으로 구성된 유럽중앙은행 제도로 이관되었다.

2015년부터 시작된 유럽 난민 위기에서는 중동에서 많은 난민을 받아들임으로써 메르켈 정권의 지지율이 하락하고 포퓰리즘이 확산되었다.

2021년 독일 연방의회 선거에서는 독일 사회민주당이 연방의회 제1당이 되었다.[314]

2022년에는 옛 독일 제국을 본뜬 군주제 국가를 수립하려는 극우 집단이 쿠데타 미수 사건을 일으켰다.[315][316]

4. 정치

독일은 연방제, 의원내각제, 대의민주주의 공화국이다. 독일의 정치 시스템은 1949년에 발효된 헌법에 해당하는 독일연방공화국 기본법(Grundgesetzde)의 틀에 기반하여 운영된다. 기본법 개정에는 의회 양원(독일 연방의회와 독일 연방참의원)에서 3분의 2의 찬성이 필요하며, 이 중 "인간의 존엄성 보장", "권력 분립", "연방제", 그리고 법에 의한 지배와 같은 기본법의 몇몇 원칙들은 "영구화"되어 침해될 수 없다.[308][320][321] 이러한 원칙이나 이들을 부정하는 정당의 금지에 대해서는 "투쟁하는 민주주의#독일"을 참조한다.

연방대통령(''Bundespräsident'')는 국가원수이며, 주로 의례적인 권한만 부여받고 있다.[322] 대통령은 임기 5년이며, 연방의원과 각 주 의회 대표로 구성된 연방참의원에 의해 선출된다. 대통령은 연방의회 해산권을 가지고 있다.[323] 대통령 다음 계급은 연방의회 의장(''Bundestagspräsident'')이며, 연방의회에 의해 선출되고 의회 운영 감독 책임을 진다.

정부 수반인 연방총리(''Bundeskanzler'')는 연방의회에서 선출된 후, 대통령에 의해 임명된다.[324] 총리는 임기 4년이며, 행정부 수반으로서 행정권을 행사한다. 내각의 각료는 총리의 지명에 따라 대통령이 임명한다.

연방의 입법권은 연방의회(''Bundestag'')와 연방참의원(''Bundesrat'')이 가지고 있으며, 이 양원이 입법부를 구성한다. 연방의원은 소선거구 비례대표 병용제에 의한 직접선거에 의해 선출되며,[384] 정수는 598석이다.[325](단, 선거 제도의 관계로 초과 의석이 나오기 때문에 선거 때마다 실제 의석 수는 변하며, 2020년 현재 709석) 연방참의원 의원은 정수 69석이며 16개 주 정부의 대표이며, 주 정부 내각의 각료이기도 하다.[324]

1949년 이후, 독일 기독교민주연합(CDU)과 독일 사회민주당(SPD)이 정권을 차지해 왔으며, 역대 총리는 두 당 중 하나에서 선출되었다. 그러나 선거 제도의 관계로 단독 정권이었던 적은 한 번도 없으며, 항상 두 당의 대연정이거나, 어느 한 당과 자유민주당 또는 녹색당과의 연정이 구성되어 왔다.[326] 그 외에 연방의회에 의석을 가진 주요 정당으로는 유럽 회의주의와 반이민을 내세우는 독일을 위한 대안(2017년 이후), 동독의 독재 정당이었던 독일 사회주의통일당의 계보를 잇는 좌파당(2005년 이후)이 있다.[327]

독일에서는 총리와 당수, 의원단장(여당 계파 대표)이 "세 개의 머리"라고 불린다. 정당은 단순한 "간판"이 아니라 사회와 국가를 잇는 실체가 있는 조직이며, 그 장인 당수 고유의 일도 많다. 따라서 총리와 당수를 다른 사람이 맡는 일도 드물지 않다.[328] 극단주의 정당으로는 극좌의 독일 공산당과 극우의 독일 국가민주당이 있지만, 국가적 수준의 영향력을 가지지는 못하고 있다.

4. 1. 행정 구역

독일은 연방 국가이며, Länderde로 불리는 16개의 주로 구성되어 있다.[122] 각 주(Landde)는 자체 헌법[123]을 가지고 있으며, 내부 조직과 관련하여 상당한 자치권을 가지고 있다.[122]

베를린과 함부르크는 도시주로 불리며, 단독으로 주를 형성한다. 브레멘과 브레머하펜도 함께 도시주를 이룬다.

2017년 기준으로 독일은 지방 자치제 차원에서 401개의 구(Kreisede)로 나뉘며, 이는 294개의 군과 107개의 시할권 시로 구성된다.[124]

4. 2. 법

독일은 로마법을 기반으로 게르만법의 일부 내용을 참고하는 민법 체계를 가지고 있다.[128] Bundesverfassungsgericht|연방헌법재판소de는 헌법 문제를 담당하는 독일의 최고 법원이며, 사법심사 권한을 가지고 있다.[129] 독일의 전문화된 최고 법원 체계에는 민사 및 형사 사건을 담당하는 심문주의적 연방대법원과, 그 외 다른 사건들을 담당하는 연방노동재판소, 연방사회재판소, 연방재정재판소, 그리고 연방행정재판소가 있다.[130]

형법과 민법은 각각 Strafgesetzbuch|형법전de과 Bürgerliches Gesetzbuch|민법전de에 국가 차원에서 성문화되어 있다. 독일의 형벌 제도는 범죄자의 재활과 공공의 안전을 추구한다.[131] 단독 전문 판사가 재판하는 경범죄와 중대한 정치 범죄를 제외하고, 모든 기소 사건은 배심원(Schöffen|배심de)과 전문 판사가 함께 재판장을 맡는 혼합 재판부에서 심리한다.[132][133]

2016년 기준으로 독일의 살인율은 10만 명당 1.18건으로 매우 낮았다.[134] 2018년에는 전체 범죄율이 1992년 이후 최저치를 기록했다.[135]

동성 결혼은 2017년부터 독일에서 합법화되었으며, LGBT 권리는 일반적으로 보호받고 있다.[136]

4. 3. 외교

독일은 해외에 227개의 외교 공관 네트워크를 보유하고 있으며,[137] 190개국 이상과 관계를 유지하고 있다.[138] NATO, OECD, G7, G20, 세계은행, IMF의 회원국이다. 유럽 연합 설립 이후 독일은 중요한 역할을 수행해 왔으며, 1990년 이후 프랑스 및 모든 이웃 국가들과 강력한 동맹 관계를 유지해 왔다. 독일은 보다 통합된 유럽의 정치, 경제 및 안보 체제 구축을 촉진하고 있다.[139][140][141] 독일과 미국의 정부는 긴밀한 정치적 동맹 관계를 맺고 있으며,[142] 문화적 유대와 경제적 이해관계는 두 국가 간의 유대를 형성하여 대서양주의를 가져왔다.

1990년 이후 독일과 러시아는 "전략적 파트너십"을 구축하기 위해 협력했으며, 그중 에너지 개발이 가장 중요한 요소 중 하나였다. 이 협력의 결과로 독일은 러시아로부터 천연가스와 원유의 대부분을 수입했다.[144][145]

독일의 개발 정책은 대외 정책의 독립적인 부문으로 기능한다. 이는 연방 경제협력개발부에서 공식화하고 시행 기관에서 수행한다. 독일 정부는 개발 정책을 국제 사회의 공동 책임으로 보고 있다.[146] 2019년에는 미국 다음으로 세계에서 두 번째로 큰 원조 제공국이었다.[147]
독일-일본 관계'''1603년 - 1870년'''

에도 시대에 일본을 방문한 독일인 중에는 도쿠가와 쓰나요시를 만난 자연 과학자 엥겔베르트 캠퍼가 있다. 캠퍼가 저술한 방대한 『일본지(日本誌)』는 상세한 기행문이자 자연사 박물지로, 괴테도 애독했다고 전해진다. 일본에 서양 의학을 전파한 필리프 프란츠 폰 지볼트도 독일인이며, 에도 막부가 붕괴된 후에도 일본인들은 독일에서 활발하게 의학을 배웠다.

직접적인 외교 관계는 1850년대에 프로이센 왕국의 군함이 시나가와 앞바다에 도착한 것에서 시작되었는데, 미국 매슈 캘브레이스 페리의 흑선 내항처럼 무력으로 외교를 열려고 했다. 이 때문에 1911년까지(즉 막말부터 메이지 시대까지)의 일독 관계는 불평등 조약으로 맺어졌다. 하지만 문화 교류에서는 중요한 나라가 되었다. 또한 역사적 경과를 보면 독일 제국 성립(1871년)과 메이지 유신(1868년)이 거의 같은 시기에 일어난 점도 크다.

1873년 이와쿠라 사절단은 베를린[359], 함부르크, 뮌헨[360]을 방문했으며, 당시의 모습은 『미국 유럽 순회 실기』에도 자세히 기록되어 있다. 메이지 유신을 거친 1870년대부터 1880년대까지의 일본에서는 독일 제국의 문화와 제도를 열심히 배우고, 근대화 과정에 큰 영향을 주었다. 이 때문에 일본의 근대화는 「독일식 근대화」라고도 불린다. 이토 히로부미는 대일본제국헌법 작성에 있어 베를린 대학교의 헌법학자 루돌프 폰 구나이스트와 빈 대학교의 슈타인에게 사사하여, 역사법학을 연구했다. 당시 도쿄 제국대학이 유럽에서 초빙한 교원 중에는 독일인이 많았고, 메이지 9년(1876년)에 엘빈 폰 벨츠가 일본에 온 것을 시작으로, 철학에서는 나쓰메 소세키도 그 가르침을 받아 「케벨 박사」로 친숙했던 라파엘 폰 케벨, 화학에서는 고트프리트 바그너 등이 있다. 공학에서는 오쿠보 도시미치의 명을 받은 이노우에 쇼조가 자간 시(현 폴란드령 자간)의 카를 울브리히트 공장에서 방적의 생산 기술을 배우고 일본에 전파했다. 그 지식은 현대 일본 제조업의 기초가 되었다. 군사 측면에서도 대일본제국육군은 프랑스-프로이센 전쟁 후에 군제를 프랑스식에서 프로이센식으로 바꾸고, 그 제도와 이론에 의한 근대화에 힘써, 러일 전쟁의 승리로 이어졌다.

청일 전쟁 후, 독일은 러시아 제국과 프랑스와 함께 일본에 대해 삼국 간섭을 행했다. 또한 제1차 세계 대전이 발발하자 일본은 영일 동맹에 의해 연합국 측에 가담하여, 독일 제국, 오스트리아-헝가리 제국 등 중앙 연합국에 대해 개전했다. 독일의 남태평양 식민지나 교주만 조차지를 공략(칭다오 전투)한 외에, 독일 순양함 엠덴의 추격전, 지중해에 제2 특무 함대를 파견하여 대U보트 작전에도 참가했다(「제1차 세계 대전기의 일본」도 참조).

제1차 세계 대전 패전 후, 독일 제국은 붕괴하고 바이마르 공화국이 성립하여, 베르사유 조약에 의해 막대한 배상금을 부과받고, 모든 식민지의 상실과 함께 국내에서 군사 산업이 제한되었다. 그 때문에 독일은 소련이나 중국과의 밀수입 관계를 구축했다. 특히 중국은 텅스텐을 산출했기 때문에, 중독 협력을 하여, 중일 전쟁(중일 사변)에서는 장제스 정권에 최신 병기와 군사 고문단을 보내어, 일본군을 괴롭혔다. 당시 일본이 고도로 군사적으로 성장한 것에 대해, 독일은 황화론도 배경에 있어, 위협을 느끼고 있었다. 그 후, 국제 정세의 변동에 의해, 1936년에 일독 방공 협정을 체결했다. 이익을 공유하는 일독 양국은 친밀감을 깊게 하여, 1940년에는 일독이 삼국 군사 동맹으로 발전하여, 제2차 세계 대전에서는 추축국(동맹국)으로서 함께 싸우게 되었다.

기술·경제 면에서의 교류는 활발하며, 일본에게 있어 유럽 최대의 무역 상대국이 되고 있다. 특히 독일의 자동차는 일본에서도 높은 인기를 자랑하며, 일본 수입차 판매량 상위 3위는 메르세데스-벤츠, BMW, 폭스바겐이 차지하고 있다. 문화나 제도 면에서는 제2차 세계 대전 전과 같은 영향력은 가지지 않게 되었지만, 클래식 음악에서는 바흐나 베토벤을 시작으로 하는 독일(및 오스트리아)의 작곡가의 곡이 애호되고 있다. 이것은 다른 나라에서도 마찬가지이지만, 일본은 영국과 나란히 특히 그 경향이 강하다고 말해진다. 독일어 교육은 전전과 같은 영어에 준하는 위치는 잃었지만, 여전히 많은 대학에 독일 문학과가 설치되는 등, 유럽어에서는 영어, 프랑스어에 이어지는 위치를 차지한다. 독일 영화의 수입은 전후 한동안은 포르노, 서부극 B급 작품에 한정되어 있었지만, 뉴 저먼 시네마 붐을 거쳐 1980년대 무렵부터 오락 작품도 꾸준히 소개되고 있다.

유럽 연합이 설립된 이후는 유럽 연합의 중심국으로서 교류해 왔다.

독일에서는 1999년 1월부터 2000년 9월까지는 「독일에서의 일본의 해」로 정해져 일본이 종합적으로 소개되었다. 또한 일본에서는 2005년과 2006년에 「일본에서의 독일의 해」의 여러 기획이 행해져, 새로운 형태의 일독 교류가 형성되고 있다. 2018년 유럽 연합 집행위원회의 조사에 따르면, 독일에서는 65%의 사람들이 일본에 대해 호의적인 견해를 가지고 있다[361].

4. 4. 국방

독일의 군대인 Bundeswehr|분데스베어de(연방방위군)는 Heer|헤어de(육군 및 특수부대 KSK), Marine|마리네de(해군), Luftwaffe|루프트바페de(공군) 및 Cyber- und Informationsraum|쥐버 운트 인포르마치온스라움de(사이버 및 정보 영역 서비스) 부대로 구성되어 있다.[148] 2023년 기준으로 독일의 군사 지출은 세계 7위였다.[149] 2022년 러시아의 우크라이나 침공에 대한 대응으로 올라프 숄츠 총리는 나토 목표치인 2%를 넘어서는 독일 군사 지출 증가와 함께 2021년 530억유로의 군사 예산의 거의 두 배에 달하는 1000억유로의 일회성 지원을 발표했다.[150][151] 2023년 나토 기준 군사 지출은 731억달러 또는 국내총생산(GDP)의 1.64%로 나토 목표치인 2%를 크게 밑돌았다. 2024년 독일은 나토에 977억달러를 보고했는데, 이는 GDP의 2.12%로 나토 목표치 2%를 초과했다.[152]

현재 Bundeswehr|분데스베어de는 180,215명의 현역 군인과 80,761명의 민간인으로 구성되어 있다.[153] 예비군은 군에 배치되어 방위 훈련과 해외 배치에 참여한다.[154] 2011년까지 징병제가 18세 남성에게 적용되었지만, 공식적으로 중단되었고 자원 봉사로 대체되었다.[155][156] 2001년부터 여성은 모든 직책에서 제한 없이 복무할 수 있다.[157] 스톡홀름 국제 평화 연구소에 따르면, 독일은 2019년부터 2023년까지 세계에서 5번째로 큰 주요 무기 수출국이었다.[158]

평시 Bundeswehr|분데스베어de는 국방부 장관의 지휘를 받는다. 국방 상태에서는 총리가 Bundeswehr|분데스베어de의 최고 사령관이 된다.[159] Bundeswehr|분데스베어de의 역할은 독일 기본법에 방어 목적으로만 명시되어 있다. 그러나 1994년 연방헌법재판소의 판결 이후 "방어"라는 용어는 독일 국경 보호뿐만 아니라 위기 대응과 분쟁 예방, 또는 더 광범위하게는 전 세계 어디에서든 독일의 안보를 지키는 것을 포함하도록 정의되었다. 독일군은 약 3,600명의 병력을 국제 평화 유지군의 일원으로 해외에 주둔시키고 있는데, 여기에는 약 1,200명의 다에시에 대한 작전 지원 병력, 아프가니스탄에서 나토가 주도하는 결연한 지원 작전에 참여하는 980명, 코소보에 있는 800명이 포함된다.[160][161]

5. 경제

독일은 고도로 숙련된 노동력, 낮은 부패 수준[163], 높은 혁신 수준[164]을 갖춘 사회시장경제를 가지고 있다. 세계 3위 수출국이자 3위 수입국이며,[102] 명목 GDP 기준 유럽에서 가장 큰 경제 규모이자 세계 3위 경제 규모[165]를 자랑한다. 구매력평가 기준 GDP로는 세계 6위이다.[166] 서비스 부문은 총 GDP의 약 69%를 차지하고 있으며, 산업 부문은 31%, 농업 부문은 1%를 차지한다 (2017년 기준).[102] 유로스타트가 발표한 실업률은 2020년 기준 3.2%로, EU에서 4번째로 낮은 수준이다.[168]

독일은 4억 5천만 명 이상의 소비자를 대표하는 유럽 단일 시장의 일원이며,[169] 2002년 유럽 공통 통화인 유로를 도입했다.[171] 통화 정책은 프랑크푸르트에 본사를 둔 유럽중앙은행에서 결정한다.[172][162]
